Measurement Reports for
Transmitted Power of Carrier
for Cell

Description
These counters provide the transmitted carrier power (TCP) measurement values of a cell for
assessing the downlink load state in the cell.These counters comply with section "9.2.16
Transmitted carrier power of all codes not used for HS-PDSCH, HS-SCCH, E-AGCH, E-RGCH or
E-HICH transmission" in 3GPP TS 25.133 (v10.10.0).

Measurement point
The measurement is triggered at point A as shown in the figure, when the RNC receives from
the NodeB a COMMON MEASUREMENT REPORT message about the RTWP of a cell every 1s.
The RNC averages the reported measurement values every 5s to obtain the TCP at a sampling
point. At the end of the measurement period, the RNC divides the accumulated numbers by the
number of samples to obtain the value of VS.MeanTCP in the measurement period. The
maximum and minimum sampled values are taken as the values of VS.MaxTCP and VS.MinTCP.
