Culture changes when the orgonization is transformed; the culture reflects the realtiesof people working together every day." ~ Frances Hesselbein, The Key to Cultural Transformation, leader to Leader (Spring 1999) Almost every day we are fed with a hosts of heinous and sensational crimes that inckide murders targeting female students, rape, homicide, robbery victimizing students and callcenter agents, nold-ups committed by juvenile offenders, assassinations by motor riding intandem suspects, bank Fobberies, mallets, theft, among others, No other type of crime generates the same amount of publicinterest, has the same propensity ‘o dominate the media, or can propel once anonymous people inthe spotight. Likewise, sensational cases and heinous crimes can subject ou Police Officers tothe rigorous scrutiny of thejucieal process, media analysts, and public opinion Bottom line here i that, the perception of the community solely rest on the role of our Police Officers, particularly our investigators to solve crimes and arrest the criminals” Yes, we cannot prevent crimes, bu, itis Cur duty as Police Oficersto protact the peopleand make our community safe. ‘The community expects us to deliver justice to atleast ease the pain and suffering they ve experienced as vitims of injustice, lust imagine how one Investigator can change the anguish and anger from the family of the victims if he can immediately bring the criminals behind bars? Perhaps, investigation ofthe crime was only one of s numberof activities in which the Investigators are involved For one, he must go out of his way to protect and secure the crime scene, and that ultimately the suspect is identified and apprehended. He needs to gather more evidence and witnesses; talk to ‘members of thecommunity who may have witnessed allor part ofthe cident, and eventaikto the family ofthe victims, ‘The factis, when acase comes torial, noattorney or prosecutor will accept the reason o, "We wanted to clear the crime scene” asareason fora shallow and hurried investigation. Certainly, no members ofthe victim's family wanted to hear that the suspect was acquitted because, in their haste to lear thecrimescene, our investigators mised or improperly colacted vial evidence tohelp inthe conviction ofthe cas. Thisis what | have been propagating to our investigators, our frst responders, our Investigator-on-Case, our Crime Scene Investigators-they all playavitalrolein the investigation ofa crime! That is also the reason why we atthe National Headquarters go out ofour way totrainourinvestigatorsand ‘other police officers, even Police Officer 1's not assigned in investigation offices and units, The essence af having tained investigators and detectives to respond to fresh crime scene, processing the crime scene without waiting forthe SQCO team to arrive, documenting and writing every detail and “workingintandem with patrol officers ie often ths key tothe solving of challenging crimes Imentioned above, Second, the beauty of utlizing our scientific tools on investigation (AFS,B1S,ONA, Facial Composite, Digital Cybercrime Laboratories) in solving crimes. In some instances, the victim's identity cannot be easly determined, ad our investigators must rely on fingerprints to doo. favietim has been previously arrested has heldajob that cequited fingerprinting, the dentiieation can usuallybe made withinseveralhoursthraugh the AFIS. These are allvitalin thecverallsolution of crimes, ‘My message i clea from the very beginning. Our investigators play vita role to atleast reduce the anguish and anger fram the victim's family. With the recent developments in the PNP, where the current drve of our Chief, PNP ison solving more crimes and aresting more criminals this isthe Fight time for the Investigation Family to work as one Investigation Team while doing their nvicual task passionately fram the beginning ta the end of the investigation Its ke connectingallthe pieces of jigsaw puzzle until you formed the totalcrime picture. And again, these are the challenges that we need toacdressin thenext daysto come. 2) The Executive Officer’s Viewpoint By: PSSUPT PRUDENCIO TOM T BANAS, CSEE Ex-0, DIDM, "Our Chief's want is someone who will inspire us to be what we know we could be." ~Ralph Waldo Emerson Welcome to the year-end issue of The Detectivel_ The recent change of command in the PNP leadership has also brought me as the Acting Executive Officer of IDM, Hence, this 4" edition of The Detective also welcomes me asa new member of the Investigation Family.
