Clarification Raised Evidence reviewed. The evidence does not highlight that
there is a integrated payment. Request to add details in the

Our Justification to There is no payment for annual returns. It applicable for all
the clarification the acts. A detailed email has also been sent to DIPP
pertaining this on 24.10.2017. However, we did not get the
response to the same. We are submitting our justification as
mentioned here. Requesting to consider this point as
implemented for the state of Karnataka as there is no
payment. Required to be paid.

Sub: Issuance of
Registration under Karnataka Shops and
Commercial Establishments Act, 1961 within one day and
accepting the single-integrated returns through the on-line.

Ref: Implementation of Ease of Doing Business Reform Action

Plan - 2017

With reference to the above, the Shops & Commercial Establishments are

registered under Sec-4 of Karnataka Shops and Commercial Establishments Act,

1961,, and Rule-4 of the said State Rules. Senior Labour Inspectors / Labour
Inspectors are the notified authorities for registration of Shops and Commercial
Establishments. Accordingly, the Inspectors are conducting inspections, and on
verification of documents, the applications for registrations are approved, if all
the requirements are complied.
To implement Ease of Doing Business Reforms Action Plan - 2017, now
the Senior Labour Inspectors / Labour Inspectors are directed to eliminate the

requirement of inspection prior to registration under the Shops and Commercial

Establishments Act and ensure that online applications for registration is
approved within one day from the date of receipt of the application. Later on, if
necessary spot inspections and documents verification of the concerned
establishment can be conducted and further action as required under law may be
taken.
