D02018-_0.3 ~ ral CREATION OF A CENTRALIZED REVIEW AND EVALUATION COMMITTEE FOR THE PURPOSE OF INTEGRATING THE CURRENT COMMITTEES ADMINISTERING THE REVIEW AND EVALUATION OF RENEWABLE ENERGY, PETROLEUM, DOWNSTREAM NATURAL GAS, AND COAL SERVICE CONTRACT APPLICATIONS, THE AWARD, AMENDMENT AND TERMINATION OF CONTRACTS _ WHEREAS, Republic Act No. 7838, as amended, otherwise known as “The Department of Energy (DOE) Act of 1992", mandates the Department of Energy (DOE) to prepare, integrate, coordinate, supervise and control all plans, programs, projects and activities of the Government relative to energy exploration, development, utilization, distribution, and conservation; WHEREAS, on 7 April 2017, Department Order (D0) No. 2017-04-0005, otherwise known as “Prescribing the New Guidelines in the Processing of Applications for Renewable Energy Service/Operating Contracts" has been issued and adopted; WHEREAS, on 18 December 2017, Special Order (SO) No. 2017-12-0068, otherwise known as “Designating the Members of the Department of Energy (DOE) Downstream Natural Gas Review and Evaluation Committee (DNG-REC) has been issued and adopted; WHEREAS, on 17 January 2018, SO No. 2018-01-0009, otherwise known as “Designating the Members of the Department of Energy (DOE) Review and Evaluation Committee (REC)" has been issued and adopted; NOW THEREFORE, in the exigency of service and in consideration of the above premises, to further implement the coordination of all bureaus concerned, for the Recessary management relative to energy exploration, development, utilization. distribution and conservation, the following designation, duties and responsibilities are hereby adopted and promulgated for compliance by all concemed: Section 1. The C-REC, in all of its proceedings shall be assisted by the C-REC-TWG to be composed of the following Head - Director of the Bureaus concerned Members- Director Cesar G. dela Fuente III Division Chief or Assistant Division Chief of the Bureaus concerned, Director of the Financial Services (FS) Director of the Legal Services (LS) Section 3. C-REC Secretariat. The C-REC and C-REC-TWG, in all of its regular and special meetings shall have an administrative support from a C-REC Secretariat which shall be composed of Ms. Lilian Fernandez as Head and Assistant Director of the Bureaus concemed as members. ‘The C-REC shall designate such number of staff as may be needed to assist the C-REC Secretariat in its administrative support functions; Section 4, Separability Clause. If for any reason, any provision or section of this DO is declared unconstitutional, or invalid, such part not affected shall remain in full force and effect; Section 5. Repealing Clause. All DOE issuances that are inconsistent with the provisions of this DO are hereby repealed or amended accordingly; Section 6. Effectivity. This DO shall take effect immediately.
