Ministry of Macro-Economic Planning and Investment Promotion,FOREWORD
The Government of Zimbabwe recognizes the critical
role played by both domestic and Foreign Direct
Investment (FDI) towards Zimbabwe's. economic
development. The country’s economic blueprint
ZIMASSET and the Sustainable Development Goals
(SDGs} identify the participation of the private sector and
the need for increased FDI as key in the country’s
development process.
The Government of Zimbabwe is continuosly working
towards enhancing conditions for doing business. To
improve the business environment, Zimbabwe
undertook doing business reforms to reduce the cost
and time of doing business in order to attract both
domestic and foreign investment. As part of these
reforms Zimbabwe focused on the consolidation of its
investment policy, the one-stop shop concept, the
integrity of commercial courts, fair competition laws and
protection of property rights,
Zimbabwe has also adopted Special Economic Zones
(SEZs) to increase investment in the priority sectors of the
economy by providing incentives for investors. The SEZ
will be guided by the Special Economic Zones Act which
was signed into law in October 2016.
The main objective of this handbook is to attract both
domestic and foreign direct investment and to provide
up to date and accurate information about the
investment environment and opportunities. The
Handbook also seeks to project a positive image of the
country as an investment destination of choice and to
clarify the country’s investment policy and investment
related guidelines, procedures and legislation
L wish to thank the UNDP for their technical and financial
support in collaborating with Government of Zimbabwe
