Please provide answer to the following queries under the provisions of the RTI Act, 2005 in a
simple and understandable language -

1. I had admitted my wife in a non-empanelled private hospital in the emergency ward for delivery
by cesarean on 01.09.2018 but at the time of discharge, I had not obtained an ‘Emergency
Certificate’ from the Hospital. Is the Emergency Certificate mandatory for reimbursement of
medical claim under the provisions of Medical Attendance Rules currently applicable to Central
Government Employees?

2. What is the alternate solution if the Emergency Certificate is not available with me? Is there any
rule/circular applicable to such cases ?

3. What rule is applicable to such cases in case package facility is not available in that hospital?
