Tesoro Overview
• Tesoro Corporation, a Fortune 100 company, is one of the largest
independent petroleum refiners and marketers in the country.

• Tesoro, through its subsidiaries, operates six refineries in the


western United States with a combined capacity of 850,000
barrels per day.

• Tesoro’s retail-marketing system includes over 2,250 retail


stations under the Tesoro®, Shell®, ARCO®, Exxon®, Mobil® and
USA Gasoline™ brands.
What is MOC

Management of Change, or MOC, is a best practice used to ensure that safety,


health and environmental risks are controlled when a company makes
changes in their facilities, documentation, personnel, or operations

Typical change would include :

– safety relevant changes to an equipment

– process changes that could have an impact on industry standards

– organizational changes in a safety critical plant


Why need a MOC
At worksites where highly hazardous chemicals are used, the Process Safety
Management (PSM) rules apply and proper application of Management of
Change is not just a best practice, but is actually a requirement.

• To demonstrate control over changes to processes, procedures,


equipment and systems.

• Many companies use a collection of disconnected manual systems,


spreadsheets and databases, which results in duplicate data, data errors,
delays and lack of visibility and transparency.
