To become an an entity cluster [X], the
CLUSTER 3 entity needs to fulfill:
CLUSTER 2 - Operational clusters [X] of their focus
products.

- Health indicators
CLUSTER 0

For example, if an entity wants to be Cluster 2 and is


focused on OGV and IGV, the entity needs to:
- Achieve at least 50 OGV and 60 IGV AP
- Have a minimum of health indicators
