{Lam not soliciting officers on your behalf, | am seeking help on behalf ofthe citizens of Colfax because the Colfax Police
Department needs serious help.
‘And contrary to the feedback | am getting from some citizens, the problems in the PD have litle to nothing to do with me, council,
city administration or anyone else. Department operations are the Department Head's responsibilty and you continue to prove
that you are unable to lead the Colfax Police Department
Fact: At the beginning of last year there were at least 4 active part timers that you were employing above and beyond your
department's (and the city's) means. And that was when the PD was fully staffed. Cory was employed but in the academy-—which
we could have been reimbursed for the parttime help to cover his absence, but that opportunity was missed. And, you just let me
know that those funds are not available this year.
Fact: You have known your officers were/are seeking employment elsewhere longing than | have and yet nothing was getting

solidified has always been a priority of mine and, unless things change in Colfax (which | don't see happening) we will always
have to rely on a constantly rotating pool of parttime officers. | can't understand why you feel spending money on reviewing the
contract would be unwise. Personally and professionally | think i's a waste of money and resources to even question the
contract they have put forthItis my belief this “process is designed to disrupt the operations of the police department to cause an unecessary burden on
my remaining officers and me.

Todd,
So far, there are two officers interested. One is Officer Emerson, who has already been working part-tine
for Colfax. I instructed Officer Emerson to complete his overtime shifts that he has already signed up for,
but not sign up for any additional shifts until we have a signed agreement.
Just so you know, we are 3 positions down ourselves (one of those was recently filled by a lateral hire,
but he still has 12 weeks of field training before he will be out on his own). So our staff is already
working a lot of overtime and are not necessarily eager to take on additional overtime.
