Data Governance Stewardship And Discovery Are Converging To Serve Data Scientists
Forrester introduced the DGSD category in 2014 to consolidate policy management in one place,
rather than assessing only those data governance capabilities embedded in data quality, MDM, or
data security tools. This new category helped EA pros support business stakeholders as well as tech
management users. The success of big data and self-service business intelligence (BI) has driven
the emergence of the data catalog and data discovery category to better address data scientists’
concerns. But these new data stakeholders are realizing that they need to not only share their
knowledge with other data scientists but also govern new data uses with advanced algorithms. For this
Forrester Wave evaluation, Forrester therefore analyzed the converging markets of data governance
stewardship and discovery as one domain.1 The main objectives of these solutions are to:
›› Manage data policies and rules centrally. Data stewards, including business and tech
management stakeholders, use these tools to improve the quality, uniqueness, security, privacy,
and life cycles of their data. Better data governance and reporting help improve process efficiency,
reduce tech management and business risk, enforce compliance, and improve trust.
›› Discover and document data sources. Data stewards must do this for all internal and external
data sources — both to meet regulatory requirements and to support the new usage of data within
systems of insight.
›› Manage compliance with evolving regulations. New data projects must determine which policies
and rules will affect them and how to manage these requirements.
›› Industrialize privacy management. This includes broader regulations like the European Union’s
General Data Protection Regulation (GDPR), which affects many roles across the enterprise.

›› User interfaces need to better support multiple stakeholders. Data governance tools touch
many domains, such as data quality, security, MDM, life cycle, and privacy, with more yet to come.
They thus involve a growing number of stakeholders with very different needs — the new EU GDPR
draws in data analysts, data scientists, and data protection officers, for example. EA pros should
look for strong change management support and adaptable tools and UIs that support multiple
business profiles and stakeholder objectives.
›› Integration requires improvement. Despite vendor efforts with APIs and metadata exchange,
nearly all the customer references we spoke with complained about the amount of time they spent
integrating their different tools to provide efficient data governance. Platform vendors haven’t fully
solved the problem of compatibility between their own products, while systems integrators still
struggle to integrate them with existing data governance and metadata management solutions.
›› Support for GDPR remains weak. GDPR seems to be the magic word for vendors when selling
their solutions due to the pressure imposed by the May 2018 deadline. But despite almost all the
vendors announcing that they have a method, some templates, or their own solution to support
GDPR, coverage is still very weak. While vendors’ initial offerings will help EA pros satisfy the
regulators at first, all these solutions are a long way from supporting privacy management more
broadly.2 Although vendors are still waiting for the results from their early GDPR projects, we expect
to see many solution enhancements in the next two years. Vendors will need to demonstrate the
value of their GDPR practice, methodology, and solutions — and offer these out of the box, rather
than as custom implementations.
›› The vendor landscape is in flux with acquisitions and outside investors. Most of the vendors
in this market are still small, and the larger platform vendors are buying them. But many outside
investors are currently investigating significant investments in this market. Forrester sees this
as a positive sign for the development of the market and offerings — but increases a risk of
overpromising and underdelivering.

›› Strategy. We assessed the vendors on their product strategy, performance, market approach, and
partner ecosystem.
›› Market presence. To determine market presence, we evaluated each vendor’s revenues and
number of customers.
Forrester included 12 vendors in the assessment: Alation, ALEX Solutions, BackOffice Associates,
Cloudera, Collibra, DATUM, Global Data Excellence, Global IDs, IBM, Infogix, Informatica, and SAP.
Each of these vendors has (see Figure 1):3
›› Data governance stewardship capabilities. Products have the capabilities to support data
stewards in efficient collaboration around policies for data quality, uniqueness, life-cycle
management, regulatory compliance, security, privacy, and applicability enforcement.
›› Data discovery and a data catalog. Vendors support data discovery and put all of the metadata
describing data into a catalog. This catalog provides lineage and semantic meaning and

›› DATUM. DATUM provides a cloud-based and on-premises data governance platform that
evaluates the impact of data on processes. Role-based access ensures that each user has visibility
into the metrics and dashboards they need. The platform also focuses on enterprise collaboration
to engage subject matter experts in data governance. With a background in services, DATUM
offers an accelerator matrix to help customers reach value quickly. It worked closely with its
customers when defining its product road map, which focuses on making it easier for organizations
to support data accessibility that drives business value.
›› Collibra. Collibra provides a configurable collaborative platform that is designed to meet the needs
of 15 different user personas. Each user can configure their personal dashboard with the widgets
they need. Collibra fits particularly well for data governance teams and chief digital officers. It
supports the data governance capabilities needed for GDPR compliance. The catalog part of
its offering expands the capabilities for data analysts/scientists to find, access, and collaborate
on data sets, and the upcoming data profiling capability and visual exploration will enhance that
support even more.
›› Global Data Excellence. Global Data Excellence uses artificial intelligence and semantics to
automate data governance, business excellence, and analytics. Global Data Excellence leverages
advanced university research in semantic models and AI to automate numerous, currently painful
manual tasks for DGSD. Its road map focuses on improving its UI for data visualization and
enhancing its collaboration tools to support data sharing throughout an organization. The vendor’s
primary market presence is in EMEA, but it has partners for sales and support in other regions.4
Strong Performers
›› Alation. Alation provides a strong data catalog capability, focusing on supporting analytics and
insight. A four-year-old company, Alation has positioned itself as an automated data catalog built
for collaboration. The vendor provides customizable dashboards and alerts for data stewards. Its
typical buyers are chief data officers, vice presidents of analytics or data science, and heads of
data governance. Its clients are increasingly asking for more data governance capabilities. Alation
has a strong indirect sales channel and is expanding its direct sales presence from North America
to Europe this year to support new production customers in Europe, including Allegro, Munich Re,
and Tesco.
›› Informatica. Informatica acquired Diaku in early 2017 to expand its data governance and
compliance capabilities. Informatica’s solution for data governance provides Enterprise Information
Catalog (a metadata-driven repository), Axon for collaboration and graphical metrics (including for
non-technical business users), Data Quality, and Secure@Source for security purposes. Informatica
currently enables Data Governance 2.0 (meaning data governance capabilities for big data, self-
service BI, cognitive analytics, and privacy) by benefiting from advanced lineages and AI capabilities
to help meet compliance standards such as GDPR, BCBS 239, CCAR, HIPAA, and more.5

›› SAP. SAP provides information stewardship as part of its Enterprise Information Management
solution, which includes capabilities such as master data governance and data quality. SAP views
data governance’s role as mainly to support process efficiency and report production accuracy.
This is very much in line with Data Governance 1.0 objectives (100% data quality, data uniqueness,
data availability for life cycle and compliance, and 100% data security) for the quality, uniqueness,
life cycle, and security of data.6 Typical stakeholders are the data governance team and/or BI
team. SAP has announced a new data preparation platform for June 2017; this will include new
governance capabilities to support data analysts and data scientists.
›› ALEX Solutions. ALEX Solutions provides a cloud-based data governance solution designed
to support business and technical users. Its key features are structured and unstructured data
scanners, profiling, data usage tracking, and simple value and impact ratings. Its offering is able
to automatically classify sensitive information and determine which users can access it based on
their predefined roles. ALEX Solutions is based in Australia but has worldwide partners to cover
other regions. Its product strategy is focused on establishing an enterprise data marketplace,
a collaborative platform through which enterprise data can be managed and shared with
stakeholders to leverage the business value of enterprise data assets.
›› Infogix. Infogix acquired Data3Sixty in early 2017 to expand its platform and offer support for
policies, external and internal data stewards, collaboration, and external data source management.
It provides a customized view for each data steward that highlights every conversation or task for
which they are responsible. Infogix also provides an out-of-the-box template for GDPR and is able
to implement its solution in 30 to 60 days. It maintains a public product road map and leaves 20%
of its capacity unplanned in order to rapidly meet customer demand for new functionality.
›› IBM. IBM is a recognized leader in executing data governance policies, with multiple products
covering data quality, MDM, the data life cycle (with Optim), and security (with Guardium). In
Q4 2014, IBM added a policy management capability called Stewardship Center based on its
well-known Business Process Manager product, available on-premises or as a hosted offering.
Stewardship Center enables users to create diverse policies, which are defined in natural language.
IBM is moving toward a holistic governance model, which will allow users to view data across
business systems and applications. Working on IBM’s unified governance strategy, the company
will bring together more advanced semantic capabilities in the form of metadata, structured and
unstructured, on information assets from sources on-premises and in private and public services.
Customers can obtain a holistic view of their information assets.

›› Cloudera. Cloudera is designed to support Data Governance 2.0 with collaboration between
technical and business users. Its platform provides role-based access and preconfigured
dashboards to support different user types. It offers robust support for tracking data governance
issues by easily defining policies and determining which data sets are impacted and which events
to trigger via the use of automated workflows. Cloudera focuses on delivering a scalable and open
governance foundation for big data analytics that addresses the limitations of big data platforms.
It integrates with specialty partner tools to deliver value-added data governance functions.
Cloudera’s vision is to help IT organizations transition to the cloud by providing data governance in
on-premises, cloud, and hybrid deployments as a transition path.
›› Global IDs. Global IDs focuses on data catalog features with some advanced capabilities for
GDPR and data analysts and scientists. For GDPR, it can detect personally identifiable information
and data that raises privacy concerns after multicolumn aggregation. It lacks data governance
capabilities but could complement other tools such as Collibra. It is particularly interesting for large
organizations because of its ability to treat millions of columns. Global IDs’ strategy is to work with
organizations on a limited scope initially and then expand to a global implementation once it has
proven its value. The vendor is based in North America and will launch its first international reseller
partnership in EMEA in 2017.
›› Alteryx. Alteryx is a California-based data analytics company. It purchased Semanta and has
completely rebuilt its offering, but this wasn’t available in time for this Forrester Wave evaluation.
›› ASG Technologies. We invited ASG to participate in this Forrester Wave evaluation, but it declined,
as many of the features in its Enterprise Data Intelligence product that the company wished us to
assess would not be available until midyear 2017.
›› Talend. Talend provides data management, integration, and master data management. We invited
Talend to participate in this Forrester Wave evaluation, but it declined.

Forrester used a combination of three data sources to assess the strengths and weaknesses of each
solution. We evaluated the vendors participating in this Forrester Wave in part using materials that they
provided to us by June 7, 2017.
›› Vendor surveys. Forrester surveyed vendors on their capabilities as they relate to the evaluation
criteria. Once we analyzed the completed vendor surveys, we conducted vendor calls where
necessary to gather details of vendor qualifications.

›› Customer reference survey. To validate product and vendor qualifications, Forrester also
conducted reference surveys with around three of each vendor’s current customers.
We conduct primary research to develop a list of vendors that meet our criteria for evaluation in this
market. From that initial pool of vendors, we narrow our final list. We choose these vendors based on:
1) product fit; 2) customer success; and 3) Forrester client demand. We eliminate vendors that have
limited customer references and products that don’t fit the scope of our evaluation.
After examining past research, user need assessments, and vendor and expert interviews, we develop
the initial evaluation criteria. To evaluate the vendors and their products against our set of criteria,
we gather details of product qualifications through a combination of lab evaluations, questionnaires,
demos, and/or discussions with client references. We send evaluations to the vendors for their review,
and we adjust the evaluations to provide the most accurate view of vendor offerings and strategies.
We set default weightings to reflect our analysis of the needs of large user companies — and/or
other scenarios as outlined in the Forrester Wave evaluation — and then score the vendors based
on a clearly defined scale. We intend these default weightings to serve only as a starting point and
encourage readers to adapt the weightings to fit their individual needs through the Excel-based tool.
The final scores generate the graphical depiction of the market based on current offering, strategy, and
market presence. Forrester intends to update vendor evaluations regularly as product capabilities and

When conducting Forrester Wave evaluations, we try to avoid criteria that don’t differentiate the offerings. Metadata

and business glossaries are becoming commoditized, so we did not include any criteria based on these in the
evaluation. As a result, we did not invite those vendors that only offer these capabilities. For example, Ab Initio
provides a metadata repository and a business glossary called Enterprise Meta>Environment, but we didn’t invite it to
participate because it does not deliver data governance stewardship capabilities.

Microsoft Azure Data Catalog is a data source discovery and metadata repository available in the cloud or on-
premises. Its typical users are technical users that annotate it mainly for database administration, data analysts, and
data scientists. More recently, Microsoft has added a business glossary that allows users to add semantic capabilities
in addition to tags. We didn’t invite Microsoft to participate because it doesn’t deliver data governance stewardship
capabilities.
