RATIONALE:
The municipality of Pigcawayan is located in the Western part of Cotabato Province
and a boundary municipality between Cotabato and Maguindanao provinces. With an area
of 34,011 hectares as certified by LMB-DENR 12, and composed of forty (40) barangays.
Based on 2010 NSO survey it has 59,975 inhabitants. Pigcawayan is purely an agricultural
and rice is the major crop, followed by corn, coconut and other high value commercial
crops (HVCC). Alll of these products is delivered in local market except those products that
needs to be processed outside municipality. The major source of livelihood is farming and
about 85% of population are farmers.
The municipality is a 1* Class since 2009 with a total income of P93,005,100.00 in
CY-2011 and these includes local revenues and IRA. There are also some barangays
outside of the municipality whose agricultural products is delivered in Pigcawayan and their
daily economic needs is also coming from municipality, as a results more revenues coming
in. The municipality has investors coming from nearby city and municipality, concentrated
in commercial activities and agricultural land development.
At present the Public Market has an area of about 1.421 heactares and its area was
divided by Poblacion 2 and 3 and there are three (3) Economic Enterprise buildings Phase
|, land IV and a permanent structure, composed of 88 stalls and another building is the
unfinished EE Building Phase Ill, with only 10 permanent stalls, and it was pending due to
insufficient funds of the municipality.
In year 1997, there are two (2) buildings made of lumber and others are made of
temporary stalls was burned and until now there are 70 market vendors are still occupying
in temporary stalls made of coco lumber provided by local government. With this situation
it is the desire of the local government to construct a new Public Market buildings be made
of steel, but it was not realized due to lack of resources, however the business is usual,
annually they secured business licenses and paid their ground rentals religiously
The public market area has an existing steel truss building composed of nine (9)
spans, it is made of steel truss and steel columns with concrete flooring. Six (6) spans
were implemented by DPWH sometimes in year 1998 with funding coming from
Countrywide Development Fund (CDF) and the three (3) spans is funded and implemented
by MLGU in year 2007. The steel truss public market building is exist almost fourteen (14)
years occupying by wet market and vegetable sections, however, there is a need to add
three (3) spans to partially complete the building in order to occupy by vendors intemporary stalls. The realization of the building will stil depend on the availability of funds
from national agencies or maybe from local resources if there is fund available.
PROJECT DESCRIPTION:
A. BRIEF SUMMARY
The proposed project is to be constructed in a 1.421 hectares of a government-
‘owned public market area and connected to an existing nine (9) spans existing structure,
particularly in western part, and it has a total length of fifty four (54) meters. The project

All columns and trusses are made of steel particularly angle bars, and the purlins
‘are made of Cee-channel. Steel trusses shall be connected and/ or hold by Cee-purlins
and lack by tension rod and sag rod to hold the movement of trusses horizontally. All
trusses shall be rest on top of the concrete pedestal and footing. Flooring are made of
0.102m. thick concrete with steel matting to avoid any displacement/crack in the future.
The number of spans would depend on the availability of funds and on engineering design
and estimates.
B. PROJECT GOALS AND OBJECTIVES:
4. To construct the additional three (3) spans of the public market as planned by
municipality
2. To give better and good accommodation to all vendors who were temporarily
‘occupying in that proposed site.
3. To have proper arrangement and sectioning of goods
4, To have good accessibility and convenience among market goers.
5. Increase business licenses and ground rental collections.
6. Maintain cleanliness and proper sanitation in the area
C. LOCATION OF PROJECT:
The proposed public market building with three (3) spans is located in a 1.421
hectares of a government-owned area. The public market area is bounded on the North by
Rizal Avenue, on the South by Roxas Avenue, on the East by Roquero Street and Sinsuat
Street in West.
Public Market area is adjacent to new municipal Hall building, public plaza and field
demonstration area, and near to public terminal area. It is about 120 meters from
Cotabato-Davao national highway.D. TARGET BENEFICIARIES AND PARTNERS
To date the proposed area for project are occupied by twenty six (26) temporary
stall occupants, however, with the project implementation and with proper arrangement
and sectioning of goods it will be accommodated of more or less forty (40) vendors. The
size, dimension and design of stalls would depend on the supervision of the economic
enterprise office.
Project will be implemented by administration through the office of municipal
engineer as the lead office, the implementation and monitoring would also be in
partnership of the Pigcawayan Market Vendors Association and Muslim Vendors
Association, since they are the direct beneficiaries of the project. Partnership in project
implementation is a good scheme in order to adhere the value and spirit of ownership.
E, PROJECT COMPONENTS AND IMPLEMENTATION SCHEDULE
Before project implementation there also some components to be observed
4. Briefing of the concerned offices including the local Chief Executive the name
and kind of project and source of funding,
2. Roles and responsibilities of concerned offices in documentation,
3. BAC procedures in compliance with IRR of R.A. 9184 in project implementation.
4. Conduct Pre-construction conference with stakeholders particularly those who
were affected during project execution.
The project will be implemented on the 3” quarter of CY-2012 and/or upon approval
by DILG and other concerned agencies.

G. PROJECT MANAGEMENT
The implementation of project should be done by administration with the direct
supervision of the engineering office until its completion. Any problems/defects during
implementation should be brought to the attention of the Local Chief Executive and meet
with other concemed office to resolve and give solutions,
After the project is completed it will be turned-over to Economic Enterprise Office for
proper distribution to qualified vendors/applicants and manage the operation of the project
completed, besides, also to monitor and evaluate the status with partnership of the Market
Vendor Association.
H. PROJECT SUSTAINABILITY:
Since the project is an income generating, it is must that the MLGU should allocate
funds annually for the maintenance and operation in order to sustain its operation. The
