Indian government spends over Rs 400 crores per year on publicly financed emergency transport systems- and even
if central share goes down the net spend in the current year is likely to be more like Rs. 600 crores. It has till date

systems is going to happen- it is part of the public commitment made by the prime minister, it is part of the working
group report on NRHM submitted by the ministry and it will be an important part of the 12th Five Year Plan. This
study was designed to learn from the diverse experiences on the ground to do better in future.

1. To describe the three main models of emergency response ambulance services and assured referral transport
mechanisms that have evolved under NRHM
