2 Broadband Services:

BSNL has a world class, multi-gigabit, multi-protocol, convergent IP infrastructure through


National Internet Backbone, through which it is providing convergent services through the
same backbone and broadband access network. The Broadband service is available on
ADSL technology (on the same copper cable that is used for connecting telephone), on a
countrywide basis.

In terms of infrastructure for broadband services NIB has put India at par with most
advanced nations. The services that are supported include:
 Always-on broadband access to the Internet for residential and business customers
 Content based services
 Internet Protocol TV (IPTV)
 Games on Demand
 Music and Video on Demand

Technical Capability of the Backbone

The Broadband Service is being given through the state of the art Multi Protocol Label
Switching (MPLS) based IP Infrastructure, which is designed to provide reliable routes to
cover all possible destinations within and outside the country. Layer 1 of the network
consist of a high speed Backbone comprising of 29 powerful Core Routers connected with
high speed 2.5 Gbps(STM-16) links. The routers are located on the national DWDM
network interfacing at STM-16 optical level to provide for high transmission speeds.

BSNL’s Fair Usage Policy:

BSNL’s Fair Usage Policy Fair Usage Policy (FUP) is implemented by Internet Service
Providers (ISPs) keeping in view the fact that a small number of customers may otherwise
use an excessive amount of the network bandwidth and impairs the experience of a large
majority. Hence, through this policy, ISPs including BSNL seek to address this imbalance
and give all customers the opportunity to experience the network in the same way. Under
the Fair Usage Policy (FUP), BSNL offers various tariff plans to suit the varying data
download requirement of the customers. The purpose is that a customer with the need of low
data download in a month, is not charged more as different customers have different data
download requirements. BSNL has defined the FUP across all the unlimited broadband
plans with varying charges and varying data download limit. This FUP is different for
different plans. Under Fair Usage Policy (FUP), data download limit is generally kept high
so that majority of the customers do not reach that limit. Once customer reaches to certain
data transfer limit (defined in the particular plan), speed is reduced as stated in the plan
while unlimited data download is guaranteed at reduced speed. At the start of next monthly
billing cycle, customer’s higher speed & data transfer limit is automatically being restored
as per the plan subscribed
3 Mobile

BSNL Mobile (formerly CellOne)[4] is an Indian mobile network operator, operated by the
public enterprise BSNL. It provides both pre-paid and post-paid mobile services as well as
many value added services.[5] BSNL Mobile has a pan-India presence with presence in all
the 22 telecom circles in India. BSNL Mobile provides all of India with roaming access,
including Delhi and Mumbai, and International roaming access to more than 300 networks
across the world.

The company's CellOne network (GSM/GPRS) was launched in late 2002 and has coverage
in major cities and towns and more places are being covered. BSNL Mobile offers
both GSM as well as CDMA prepaid and postpaid services. CellOne was renamed BSNL
Mobile in 2007. It was the first company which made incoming roaming charges free across
the country.

BSNL Mobile has total 115.32 million subscribers as on 31 january 2019. BSNl Mobile
Competes with other Major private Mobile operator Including airtel, Vodafone-Idea, Jio,
& Tata Docomo with whom BSNL Mobile competed is Now in the process of Merging their
Consumer Mobile businesses with Airtel India.

3G

On 27 February 2010, BSNL Mobile launched 3G services on Pan India. BSNL Mobile also
has 3G Roaming services in Mumbai & Delhi for other circles subscribers through an
agreement with MTNL, This gives BSNL Mobile a 3G presence in all 22 out of 22 circles in
India.

4G

BSNL Mobile has started providing 4G services on a pilot basis in some telecom circles of
India. It has deployed band 1 LTE in selected areas in these telecom circles.

VoLTE

BSNL has launched VoLTE services in circles where it is testing its 4G services.

WIMAX

WiMAX is a unique technology being deployed by BSNL for the first time in India. This
technology provides fixed as well as fully mobile high speed broadband connectivity
alongwith roaming feature. It provides users a thrilling Internet browsing experience.

Connecting to WiMAX :
BSNL offers large variety of Customer Premises Equipments ( CPE) including Outdoor,
Indoor and USB dongles from which customers can choose as per their application
requirements.

Indoor :Best suited for Home/Office users. Can be used in moving vehicle also
Dongle: Small Dongle can be connected directly to PC / Laptop via USB port.
Outdoor: Suitable for remote and rural areas. Can be used upto 15 Km distance (Line of
sight) from BTS site.

All charges are levied on the service subscriber.
The service is free of any charge to the calling user.

Voice VPN

The Voice VPN on the fixed lines is offered in three categories namely on landline,
between landline and cellular - unlimited and concessional. The charges for such
VPN services shall be split in to two parts namely Fixed VPN Plan Charges and
Usage charges per minute. The usage charges shall be ON-Net (Within VPN) and
OFF-Net (Outside VPN). The OFF-Net charges shall be as per the applicable tariff
of BSNL.

Televoting

Televoting is unique service used in collecting public opinion.


A user who wishes to vote, can dial the specific voting number to register his vote of
choice.
Televoting is possible from STD barred phones also.
Televoting is a more cost-effective method of democratic deliberation as it does not
require the participants/voter to meet in person.
Televoting numbers are 13 digit number :

EPABX

BSNL permits telephone subscribers to use their own PABX/EPABX connected to


the BSNL network under certain commercial/technical conditions :
The type of Subscriber owned EPABX should be approved by BSNL
External extensions outside subscriber's premises will be permitted only on the specific
approval of the concerned authority and charged as per departmental tariff. In cases where
external extensions from subscriber owned EPABX are provided within the premises of the
subscribers using their own cables and wires without crossing any public road, no charge
will be levied.
Subscriber is free to use the existing internal wiring of the internal extensions left at the
premises after the closure of the EPABX.
External extensions from subscriber owned PABX may be provided by the department and
charged. Underground cables and lines may continue to be maintained by the department
since the same may be required for provision of various telecom services the subscriber may
require.
In cases where BSNL feels that the existing cables/overhead wires are not be used/likely to
be used by the company the same can be made over to the user after recovering the
depreciated value of assets.
Where subscribers themselves provide and maintain external extensions from the EPABX,
applicable license fee would be charged if the extensions are crossing a public road.
Cases where PBX/PABX facilities are surrendered before the expiry of the guarantee period
will be regulated as per Company rules.

Centrex

It is central office based communication service, which integrates all your multi located
telephone lines (Existing and New) into a single highly functional communication group
with more distinctive features without any additional equipment (like EPABX) at your
premises. Highly cost effective, Free Intra Centrex calls, No worry to select innovative
(PBXs) equipment, No risk of obsolescence of technology, No requirement of power
supply, No need to waste valuable floor space, No annual maintenance charges, totally
flexible are some of the salient features of Centrex facility.

The following condition are prescribed for the provision of Centrex facility:
 The registration amount, initial deposit, monthly rental, installation charges, etc for DELs
under Centrex shall be same as normal DEL.
 The monthly plan charges shall be levied on each DELs covered under Centrex as under:

 The free monthly call shall be allowed on the DELs covered under the Centrex.
 There is no upper limit on the number of members in the Centrex group.
 The option of consolidated billing, payment and discount, under the " Corporate
Account Holders scheme" where applicable, may be provided to the groups or
organizations covered under the Centrex.However, the condition of combined billing for
all the DELs covered therein shall be mandatory. In other words, wherever technically
feasible to generate single/consolidated billing/payment the Centrex feature shall be
offered, otherwise it will not be provided. However, existing Centrex groups may
continue even without consolidated billing/payment.
 The DELs belonging to public services like, call centers, enquiry numbers, ISP Dial in
numbers, paging service numbers, etc., besides franchises, PCO holders shall not be part
of the Centrex group.
