Republic of the Philippines Professional Regulation Commission Manila PROFESSIONAL REGULATORY BOARD FOR LIBRARIANS Resolution No._ 03 _ Series of 2015) PRESCRIPTION, ADOPTION AND PROMULGATION OF A NATIONAL COMPETENCY - BASED STANDARDS. FOR FILIPINO LIBRARIANS WHEREAS, Section 8 Article II of the Republic Act No. 9246, the Philippine Librarianship Act of 2003, vests upon the Professional Regulatory Board for Librarians power to promulgate and administer rules and regulations necessary to carry out the provisions of the law; and to look into the conditions affecting the practice of librarianship, and when necessary, adopt such measures as may be deemed proper for the enhancement and maintenance of high ethical, moral and professional standards of librarianship; WHEREAS, Section 8 (h) of supra law mandates the Board to prescribe and adopt a code of ethical and a code of technical standards for librarians; WHEREAS, the Code of Technical Standards for Librarians shall establish and prescribe the National competency-based standards that shall be observed by Filipino librarians in the Philippines; WHEREAS, the development of a National Competency-based Standards for Filipino Librarians is deemed to be an integral part or component of the Continuing Professional Development (CPD), of all registered and licensed librarians; WHEREAS, in view of the need to develop and formulate competency standards for the library professional, the Board conducted consultative workshops on July 05, 2012 and September 05, 2012, which was participated in by members of the different library associations as well as forty (40) other librarians representing all types of libraries in the count WHEREAS, in the November 20-22, 2013 National Congress and General Assembly of the Philippine Librarians Association, Inc. (PLAl), the output of the July 05, 2012 and September 05, 2012 workshops, entitled “National Competency-Based Standards for Filipino Librarians” was presented and which eventually was favorably endorsed by the three hundred sixty-seven (367) librarian-participants for adoption and promulgation by the Board; NOW THEREFORE, in light of the above considerations, the Board RESOLVES, as it hereby RESOLVED, to prescribe, adopt and promulgate the “National Competency-Based Standards for Filipino Librarians", which is appended hereto as Annex A of this Resolution. Let copies of this Resolution and its Annex be published in the Official Gazette or in any daily newspaper of national circulation and be furnished the UP Law Center, PLAl, schools/colleges/universities offering library and information science courses for dissemination to all concerned users and stakeholders. Personal Competencies Domains: Communication Customer Service Leadership Lifelong Learning and Personal Growth Ethics and Values Interpersonal Cultural ‘These competencies are foundational, with most of them applicable to any work place. In most situations in life, the librarians’ effectiveness is enhanced by clear communication, strong professional relationships, ethical behavior and flexibility to be a leader, team player and lifelong learner. ‘These competencies are the underpinning of all the other domains of the National Competency- Based Standards for Filipino Librarians. These qualities of librarians and library staff are essential towards building vibrant and relevant libraries in the country. ‘Communication The success of a library depends on the librarian’s ability to communicate clearly and effectively The communication competency of a librarian leads to fruitful relationships with library colleagues, management clients, and stakeholders. 1.1. Communicates effectively using a variety of methods 1.1.1, Communicates clearly and effectively, both verbally and in writing; 1.1.2. Relays only timely and accurate information; 1.1.3. Presents ideas clearly and concisely, with an appropriate level of enthusiasm; 1.14, Demonstrates proficient writing skills (Correct grammar and sentence construction, accurate spelling, logical thought); 1.1.5. Demonstrates proficient public speaking skills (articulation, convincing delivery and appropriate gestures); 1.1.6. Actively listens and considers other's views and opinions before gi and 1.1.7. Requests feedback and uses them for self-improvement. 1.2. Communicates effectively to a variety of audiences and individuals of diverse backgrounds and culture 1.2.1. Speaks and writes effectively and clearly, in a manner appropriate to his/her audience; 1.2.2, Gives due consideration to the perceptions, perspectives and communication needs of each audience; and 1.2.3. Creates an environment that fosters two-way communication, 1.3.
