The work involved as stated in the specification and the tender drawings, though not limited to the following and / or any unspecified or non-indicated works, which may in the course of installation become necessary. To supply, delivery, installation, testing and commissioning of the following items:- A) ELECTRICAL SERVICES & SECURITY SYSTEM 1. One lot of PowerGrid lead-in pipe ciw heavy duty uPVC pipes encased in concrete, cable drawpits, all necessary draw ropes, elbows, support, associated accessories, etc. from Boundary to PowerGrid Substation, PowerGrid Substation to CSR, as per tender drawings/specification. 2. One lot of Sand-ill for Sub-station cable drawpits, cable trenches, Sub-station labeling, lock set & keys, necessary accessories etc. subject to PowerGrid's requirement, as per PowerGria’s approved drawings / specification 3. One lot of isolator, power points c/w switch socket outlets, lighting points c/w switches, light fittings, all necessary wiring, Gl conduits, GI knockout boxes, associated accessories, etc., within the PowerGrid Substation as per SPPG substation approved plans. 4, One lot of service cable from substation to main switch room clw cable containment (uPVC pipe), support, elbows, associated accessories as per tender drawings/specification, 5. One lot of Sub-station labeling, lock set & keys, necessary accessories etc. subject to PowerGrid's requirement, as per PowerGrid's approved drawings / specification. 6. One lot of Fire rated, Fire insulated roller shutter (as per architectural fire rating requirement) for ALL substation doors, louvers, glass block and PC vent, c/w bypass ‘switch, lockable control panel, remote control, wiring, containment and accessories, as per SPPG's requirement. 7. One lot of Telecom, Singapore Cable Vision (SCV) and Next Generation National Broadband Network (NGNBN) lead-in-pipes clw heavy duty UPVC pipes encased in concrete, manholes, all necessary draw ropes, approved water proofing material, supports, terminations, cable trays, cable ladders, associated accessories etc., from boundary 1m undemeath drain to MDF room as per tender drawings / specification 8. One no. of main switchboard c/w MCCBs, MCBs, ELCBs, ELRs, metering requirement, protection, main earthing system, surge arrester, all necessary wiring, associated accessories, etc., as per tender drawings / specification. 9. One lot of earth bonding system clw all necessary bonding to equipments, piping at water heaters, meters, trunking, cable trays, cable ladders, ducting and all other conductive building element near electrical source, labeling, etc. as per tender drawings / specification, 10. One lot of handicap call point clw push button, strobe light, wiring, trunkings, associated accessories as per tender and Architectural drawings/specifications. One lot of Landscape lighting points c/w fittings, switches, all necessary wiring, concealed Gl conduit and underground armoured cables etc., as per tender drawing. Note: - Landscape lighting design based on M&E and ID, Landscape Drawings - Toachieve 40% saving in lighting budget. = Contractor shall submit and tabulate area and power usage, subjected Engineer's approval. (One lot of common area (Carpark, Lobbies / M&E Rooms / Offices / BOH / Restaurant etc.) LED light fittings ciw battery pack back-up light fittings, control gear, lamp source, low loss ballast, support, associated accessories, cable termination, as per tender drawings / specification. Subject to architect's, client's approval. ELECTRICAL SERVICES & SECURITY SYSTEM - CON'T One lot of lightning protection system, including air terminals, horizontal / down conductors, earth electrodes, earth clamp, test clamp, earth pits and associated accessories, aluminum / copper tape loop along building line at building height of 45m, to be linked to the lightning down conductor. Tape must be exposed and not concealed in the wall/plaster etc., as per tender drawings/specification. All down conductors shall be bonded to structural rebar system, serving as natural elements of down conductors as per SS555 requirement. To engage PE(Lightning Protection) for the design, inspection and supervision of the installation as per BCA requirement in compliance to SS555:2010 inclusive of risk assessment calculation, rolling sphere simulation and all required calculation subjected to Engineer's review and approval. PE(Lightning Protection) shall be present during BCA TOP inspection ‘One lot of energy saving keycard system for guestrooms c/w wiring, integration to sub-DB and all associated accessories, etc., as per tender drawing / specifications. ‘One lot of bell point c/w push button located at individual guestroom entrance, “Please make up room” and "Do Not Disturb” indication, necessary wiring, concealed conduits and associated accessories etc., as per tender drawings / specifications. One lot of Master Keyphone handset with 6 external (main) line with 50 extension line c/w all necessary wiring, PABX control panel, individual floor distribution control panels, video amplifier etc., as per tender drawing / specification. One lot of proximity card access system clw weather proof proximity card readers, integration of card reader within Passenger Lift Car/Car Lift, 350 nos. proximity cards, programming to cards, controllers, all necessary wiring, concealed conduit, cable termination, etc., as per tender drawing / specification. Note: - Proximity card shall be 1-card system, integrated for lift access control, car lift access control and hotel room door control system. One lot of Viro and Electro-mechanical locking system clw manual release buttons, Viro and EM locksets, door closer, all necessary wiring, support, bracket, associated accessories, etc., as per tender drawing / specification. One lot of PWD as per drawing to complete with call point, alarm and other necessary accessories. One lot of IP CCTV system c/w Box / Dome, day / night color cameras with infrared illuminators, multiplexers, remote monitoring 24 hrs time lapse DVR (28 days recording based on 1920x1080 at 6fps) with online storage and remote monitoring capability, video distribution amplifier, monitoring PC with LED monitors, concealed conduits, all necessary wiring / cables, programming / integration with desktop computer and associated accessories etc., as per tender drawings / specification. ‘One lot of pipe sleeve and structural opening including work on co-ordination, inspection and installation and making all the necessary provision. ‘One lot of fire stop material for electrical and telecom risers c/w all necessary associated accessories as per tender drawings / specification. sows PROPOSED ADDITIONS AND ALTERATIONS (A&A) FOR CHANGE OF USE TO EXISTING 6TH STOREY COMMERCIAL BUILDING WITH RESTAURANTS ON 1ST STOREY AND ROOFTOP RECREATIONAL FACILITIES ON LOT TS20-99474W AT 182 CLEMENCEAU AVENUE (MUSEUM PLANNING AREA) SCOPE OF WORK FOR M&E SERVICES. ELECTRICAL SERVICES & SECURITY SYSTEM - CON'T Testing and commissioning of the above system including making necessary submission and inspection arrangement with authorities for the handing over of the whole system, inc arrangement with service provider (Singtel & Starhub) on the hand-over of the MDF room, acquire Starhub Cable/Fibre Readiness certificate, opening of master and sub utilities account (Electricity & Water Supply) on behalf of the developer, coordinate on the incoming power supply connection to the main switchboard etc., One lot of wireless guard tour system clw waterproof data collector, proximity button, all necessary associated accessories etc., and all necessary programming etc. as per tender drawings/specification. One Ict of wireless surfing system clw modem and access point necessary wiring concealed conduits and associated accessories etc. as per tender drawing / specification To provide servicing and maintenance for the period of 15 months Defects Liability Period. (To follow the main contract DLP). To engage a qualified person (Licensed Electrical Worker) for inspect and supervision of the electrical installation work, endorsement of all construction drawings and ensure compliance to CP 5 requirement. To engage a qualified person (Licensed Electrical Worker) to submit for power supply including testing and subsequent full testing, submission of test reports and the application of EMA License, liase with authorities on the turn-on of power supply for the above said electrical installation for the Eighteen (18) months upon the tum-on of the proposed main switchboard. Proposed LEW shall be submitted for Engineer's review and approval. To prepare shop drawings, samples and catalogs submission clw local approved type certificates / test certificates prior to installation for Consultants, Owner, Architect and ID to be submitted within one week upon tender award. To prepare, bind and submit 4 sets of As-Built drawings both in soft and hard copy, catalogues, specifications, field test reports, operation and maintenance manuals. AUTOMATIC FIRE ALARM SYSTEM ‘One lot of Addressable main fire alarm panel c/w all necessary wiring, back-up battery, supports, bracket, labeling, contact modules for emergency mode status monitoring equipments complying to SS CP 10 etc., as per tender drawing / specifications. One lot of heat and smoke detectors as per drawing clw cable termination, mounting, supports, etc., as per tender drawing / specifications. Note: - Location shall be in accordance to FSSD Approved Drawings. One Jot of strobe lights, breakglass call points and alarm bells cw cable termination, mounting, supports, etc., as per tender drawing / specifications. One lot of fire resistant sensing cable clw associated accessories, termination, dry contacts, etc., from main fire alarm panel to lift motor control for lift homing, all essential M & E equipment (EM Lock etc.,) for activation, etc., alarm feedback signal from main fire alarm panel to Mechanical Ventilation system control panels, exhaust & fresh air fans, status monitoring from detectors, call points, bells c/w cable termination, concealed Gl conduit, associated accessories, étc., as per tender drawings / specifications. One lot of Perspex silk-screen zone diagram indicating, hosereels, fire extinguishers, heat and smoke detectors, manual call points and bells, etc., as per FSSB approval plans. One lot of fire alarm De-cam and fixed line to the fire monitoring control station ciw necessary module at the station control panel, connection, including all application and fees to Singtel on both lease and backup lines, etc., To provide penetration drawings for Consultants, Owner and Main Contractors showing the location of pipe penetration, cable, trunking, conduit routing and structural openings size/location (other than the shop drawings) to be submitted within two weeks upon tender awarded for both basement and superstructure work. To provide pipe sleeve and structural opening including work on coordination, inspection and installation of making the necessary provision. To paint all equipment, piping, fittings, valves hangers, etc., with proper annotation, ring marker, labeling and arrow signs etc., as per tender drawings / specification. Testing and commissioning of the above system including making necessary arrangement for RI inspection and the commissioning of the whole system. To prepare, binding, and submit 4 sets of hard cover As-Built drawings in both soft and hard copy, catalogue, specification, field testing report, operation and maintenance manuals. Note: - OMM shall be hardcopy book bind with Gold letter stamping To provide servicing & maintenance for the period of 15 months of Defects Liability Period (To follow the main contract DLP). One lot of fire intercom handsets at ALL fire lift lobbies on each level, all M&E rooms, locations as denoted in Fire Code 2013 Edition, and control panel at FCC clw cablings, conduits, trunking, cable tray and all necessary accessories as per tender Grawings/specification. Testing and commissioning of the above system including making necessary arrangement for the commissioning of the whole system. To prepare, binding, and submit 4 sets of hard cover As-Built drawings in both soft and hard copy, catalogue, specification, field testing report, operation and maintenance manuals. GSISOS Elead Associates Pte Ltd General Specifications MATERIALS All materials and equipment shall be best of their respective kinds, complying with the relevant local Standards and/or Codes of Practice (or B.S. where appropriate Local Standard does not exist). All materials and equipment shall be new and shall be delivered to the site with the maker's label intact and test reports if any. The Contractor shall be entirely responsible for all apparatus, equipment and accessories furnished by or to him in connection with the Works, and special care shall be taken to protect all parts thereof in such manner as may be necessary or as directed. This protection shall include plastering or preventing other foreign substances from entering the working parts of equipment or damaging the structure or finish of materials, equipment etc. Special care shall be taken to prevent damage of materials, equipment etc. while in storage or during the course of installation. The Contractor shall make good or replace any damaged material or equipment from whatsoever cause, at no extra cost to the Employer. ALTERNATIVE EQUIPMENT OR MATERIALS Where any item is mentioned by a trade name or by any other specific reference, it shall be deemed to mean the type of item mentioned or any other equivalent thereto, in terms of performance, quality, finish, durability and service-ability for the purpose intended. Tenderers are at liberty to offer any equivalent item for the SO/Engineer’s approval. Where alternatives to those specified are offered, they shall be clearly listed in the Appendix to the Form of Tender, otherwise the Tender shall be deemed to have been priced on the specified item. SPACE CONSTRAINTS DUE TO ALTERNATIVE EQUIPMENT Should any proposed alternative not comply with the space constraints in the drawings or require changes to any other works, then the Tenderer must allow in his Tender Price for the cost of changes to accommodate the alternative. No additional costs will be accepted by the Employer for additional works which may be required arising from the acceptance of an offered alternative. CONTRACT DRAWINGS The Tenderer shall, during the Tender Period, examine all drawings forming part of the Contract Documents that have been issued. Tenderers are required to satisfy themselves at the time of tendering that the Work is capable of construction generally as shown. All ambiguities and the like shall be elucidated by question and answer from the SO/Engineer during the Tender Period. It will be deemed that the successful Tenderer (j.¢. Contractor) has done this, and no claim arising from misinterpretation or lack of data will be entertained. GSSCE Elead Associates Pte Lid General Specifications 10. SHOP DRAWING Within 4 calendar weeks of award of this Sub-Contract the Contractor shall submit his Shop Drawing showing details of construction with accurate dimensions, all structural penetrations and all interfaces with other services. From the information given, the Contractor shall prepare his own Shop Drawings for his own fabrication use. These shall be on A1 size paper, all the details shall be in 1:100 scales or 1:50 scales (except from manufacturer's pamphlet information) and shall carry the name of this Contract, Service, Employer, Architect and the Engineer. Any drawings not complying with the above will be rejected. The layout plans shall be submitted for all structural penetrations and interfaces with other services for proper co-ordination of these works. For standard manufactured products, the manufacturer's trade literature will be accepted provided that all of the required information are given in it and the selections and options are clearly marked. The Contractor shall submit, through the Contractor, two copies of the Shop Drawings and any trade literature to the SO/Engineer. ‘These Shop Drawings will be examined by the SO/Engineer and both copies will be returned to the Contractor within 4 calendar weeks of receipt by the SO/Engineer. The Contractor shall mark up his retained copy (for use by himself and his contractors) and distribute a copy to the Contractor for action. If so ordered by the SO/Engineer, the Contractor shall resubmit his Shop Drawings in amended form together with the commented set in duplicate to the SO/Engineer. Upon approval, the Contractor shall provide three copies of the drawing stamped ‘Approved’, one each to the Structural Engineer, Engineer and one set to be kept in the Site Office. All Shop Drawings shall indicate the number of revisions since initial submission and shall list the revisions made together with the date revised and date of issued to be stamped. The format and the title block of the Shop Drawing are subjected to the approval of the SO/Engineer. Neither failure to present these Shop Drawings on time, nor any requirement by the SO/Engineer calling for amendment to or resubmission of the Shop Drawings shall relieve the Contractor of any of his obligations under the terms of the Sub-Contract. ‘GSSCT Elead Associates Pte Ltd General Specifications 1. 12, 13. 14. EXISTING SERVICES The Contractor shall be entirely responsible for determining the accurate location and the protection of all existing services in the area affected by the Works, and he shall take all steps that may be necessary or required by the relevant Authority. Should the Contractor damage any existing services, he shall immediately advise the Contractor and any relevant Authority of the damage and arrange for its repair to the approval of the SO/Engineer and the relevant Authority at no extra cost. SUBMISSION OF SAMPLES Samples of all equipment/accessories and any other items requested by the SO/Engineer shall be submitted for approval. Such item, which have been given approval, shall be marked accordingly with the approval date and shall be retained on site for the SO/Engineer's reference during the Contract Period. PROGRESS CLAIM CERTIFICATE These will be made through the Contractor as indicated in the PSSCOC Contract. The Contractor shall submit to the Engineer, a copy of progress claim (including all Contractors’ c'aim) that he is making to the Employer. Within 7 days of receipt, the Engineer will certify to the Employer/Architect the amount that is appropriate in accordance with the Conditions of Sub-Cortract. If the Employer/Architect receives the Engineer's certification of the contrail pertion of the claim in sufficient time, then that amount will be included in the certification to the Employer. if the Engineers Certificate is not received in sufficient time, then it will be held over until the next Contractor's claim is certified by the Employer/Architect. Consequently, the Contractor should ensure that the copy of his claim is submitted to the Contractor early enough for it to be included within the Contractor's claim to the Employer. BUILDER'S WORK The Tendereris required to include in his Tender Price for all builder's work which will be necessary for the execution of the Works of this Sub-Contract, including cutting, trimming, vermin-proofing, lashings, sleeving, making good, plinths, etc. The Contractor shall arrange for the Contractor to carry out all such work and shall pay him for such work. The Contractor must use the same builder for work involving the water-tightness of the building. No extra to the Contractor will be entertained in respect of any builder's work not allowed for in the Tender Price but necessary for the proper execution of the Works of this Sub-Contract. GSISCIE Elead Associates Pte Lid General Specifications 15. 16. 47. CLEANING UP Daily clean up of all refuse caused by the Work under this Sub-Contract shall be exercised. DISSIMILAR METALS Separate dissimilar metals from direct contact with each other. Contractor shall supply necessary gaskets, dielectric couplings and the like. CONTRACT PROGRAM AND CONTRACT COMPLETION Within 14 days of appointment, the Contractor shall submit his own detailed bar chart program to the Employer/Client and the SO/Engineer for approval. The Contractor is required, immediately upon his appointment, to discuss with the Contractor his program of works for the Sub-Contract and to so arrange the execution of the Work of this Sub-Contract that his program ties in exactly with that of the Employer/Client. The fact that no Contractor's program was in existence at the time of tendering will not be grounds for the Contractor failing to achieve completion by the due date. The Contractor's program shall clearly show targeted ordering and delivery dates of equipment, dates that the Contractor has agreed to make available proper access for the Contractor to commence work in the various areas and a commissioning period or adequate length before the Practical Completion date. The length of time for testing and commissioning must take into account the period that the installation work is substantially completed unti it has been successfully commissioned including successful demonstrations to the SO/Engineer and to the relevant Authorities. The time frame shall also allow for rectification works and re- testing resulting from unsuccessful commissioning tests. Provide sufficient information to the Contractor to enable him to incorporate in the master programme of all necessary services connections that are closely inter-related to the commissioning of works that require permanent connections as a pre-requisite. The scheduled finish dates are deemed to include all necessary authority inspections as well as achieving TOP & CSC. In this Contract, Practical Completion is deemed to not have occurred until such time as all commissioning has been successfully completed and all As-Built drawings and operating manuals have been submitted (see AS BUILT DRAWINGS and OPERATING MANUALS).
