ACTIVITY RAPID COMMUNITY-BASED MONITORING SYSTEM – MODULE 3

RATIONALE This course is designed to train members of the RCBMS
Municipal Technical Working Group and Barangay Development
Council on the preparation of Socio-Economic Profiles (SEPs) and
Barangay Budget using the RCBMS Database
GOALS AND OBJECTIVES Specific Objective:
1. Strategic use of Rapid CBMS data to improve the
empirical basis of local planning and budgeting
2. Improve empirical basis of planning and budgeting not
procedural matters
3. Use the RCBMS validated data in the preparation of local
plans such as comprehensive development plan and local
poverty reduction action plan.
LEARNINGS AND Most of the Barangay Secretaries and Barangay Treasuresrs are
OBSERVATIONS newly appointed as well as some of the Punong Barangays are
newly elected, there is really a need to train them on how to
evaluate and analyze data generated from the conduct of
RCBMS.

It is therefore recommended that a thorough analysis of the data

be undertaken together with the whole Sangguniang Barangay
and other people’s organization during barangay planning
workshop.
RECOMMENDATIONS LGU RCBMS Team shall conduct strategic planning activity to
come up with action plans after Barangay Validation activities
shall have been undertaken.

Assist the barangay in the preparation of their Barangay

Development Plans covering at least 3 years (2020-2022).

Make a presentation with the LGU Municipal Department Heads

on the results of the conduct of RCBMS especially data on social
sector.

Consider the gaps (municipal-wide) in the preparation of CDP or

ELA together with other findings from CMCI and SGLG report.

Considering that complete documentation of the activities shall

be ensured by the team, support secretariat staff to do the
documentation and mapping shall be in-placed at the Office of
the DRRMO being the lead unit of the CBMS
