The relationship between Chinese environmental protection and economic development

In the 21st century, people have higher and higher requirements on the quality of life

and living environment, and the gradual deterioration of the ecological environment has

become the focus of people's attention, which is also a common problem facing the whole

world. Ecological environment and economic development are not independent individuals.

The relationship between economic development and ecological environment protection is, in

the final analysis, the relationship between man and nature, between man and man, between

environmental protection and economic development. Simply put, the relationship between

environmental protection and economic development is the relationship between human

being and nature. To form a dynamic balance and coordinated development between the

environment and the economy means to generate internal impetus to promote sustainable

development and follow internal requirements to ensure the completion of sustainable

development (Braithwate)This shows that, on the one hand, we should have the material

conditions and management rules derived from economic development. On the other hand,

we should follow the development direction and progress space formulated from the level of

environmental protection.

Ecological environment is the basic condition for human survival, and human beings

pay more and more attention to it. In particular, the party and government have made

ecological environment construction and protection a basic state policy of the state. The

content of the ecological environment can be roughly divided into the following parts: first,

to strengthen the improvement and protection of the ecological environment. Protect the

ecological environment mainly includes: the protection of the urban ecological environment,

the protection of rural ecological environment, to ban the waste into the environment, the

ecological environment purification ability of itself, guarantee the diversity of natural species,

hence leading to the virtuous circle of ecological system, so the human is not only to protect

the ecological environment and rational utilization of natural resources, the nature is human's

friend, as long as the protection of the ecological environment can give us a better living

environment. Second, prevent and control ecological environmental pollution. Environmental

pollution has threatened the survival and development of human beings. How to prevent and

control environmental pollution is a worldwide problem (Cozolino). Industrial pollution in

the process of economic development, construction pollution in construction, life pollution in

people's life have caused harm to our lives to varying degrees. Third, protect the natural

environment with special value. In recent years, along with our country's emphasis on

environmental protection, our country has obtained good achievements in the field of

environmental protection, but environmental situation is still very serious, in the developed

world hundreds of years of accumulated environmental problems, is embodied in the 20 years

in China, therefore, protect the ecological environment, maintaining ecological balance,

promoting economic development is one of the important work at present.

The natural world is the survival foundation of all things in the world and the

guarantee for the development of productive forces and the survival of human beings. The

theory of harmonious development advocates healthy and moderate development opposes the

abuse of science and technology and stops the destruction of irreparable natural ecology. To

develop economy, the ecological environment must be protected as well. Therefore,

economic development cannot be built on the basis of damaging natural resources. To

develop economy, we need to follow a correct path of harmonious development with natural

resources. Therefore, we should change our ideas and change our thinking. We should not

sacrifice natural resources for economic development. We should always maintain the

harmonious coexistence between human beings and nature, and on the basis of ensuring

economic development and ecological balance, we should bring benefits to future

generations. From the perspective of human development, the protection of the natural

environment is to protect their own homes. We should respect the laws of nature in all

production, life and actions of mankind and thoroughly change the mindset of extensive

pattern of growth at the expense of the natural environment and natural resources. Don't

always focus on the short term at the expense of the long term. It is one of the important

characteristics of the harmonious development of economy and natural environment that we

should take the bearing capacity of nature into full consideration while developing economy

and establish and maintain the balanced relationship between economic development and

nature.

The above figure shows the close relationship between economic and environment.

There is a unity of opposites between sustainable economic development and environmental

protection, which requires that we should not neglect environmental protection while

developing the economy and economic development while protecting the environment. In the

initial stage of economic development, the degree of environmental pollution is also low. Up

to now, the resources needed by industry have exceeded the amount that natural resources

can provide, and the regeneration speed of natural environment is difficult to catch up with

the economic development speed. If we continue to extract, then nature itself will have

problems, not only cannot provide energy for economic development, but also harm the

interests of mankind and the living environment. At the highest stage of economic

development, the economic structure began to change, and polluting industries were

gradually reduced or directly banned or transferred. The accumulation brought by economic

development can be used to repair and improve the natural environment. At the same time,

people's awareness of ecological protection is gradually enhanced, and the environmental

quality is gradually improved.

It can be seen from the above that economic development and environmental

protection are the unity of opposites, and there is an inevitable connection between them. The

harmonious unity of the two is now in two aspects: first, economic development should be

conditioned on environmental protection. The productivity of environmental system is the

foundation of social labor productivity and value increment. Natural resources are the

material basis for the development of social and economic activities. Only when the

environmental basis continuously provides material energy for economic development can

the continuous economic growth become a reality or a possibility. Second, the protection of

the ecological environment is also inseparable from economic development. Ecological

environment can only be achieved under the appropriate economic structure and order.

Inappropriate economic structure and economic order will inevitably lead to soil erosion,

overgrazing, deforestation and other phenomena, resulting in the imbalance of the ecological

system, the exhaustion of natural resources. At the same time, the treatment of pollution and

the protection of a good living environment need technical and financial support, so

economic development is needed as its support.

Obviously, economy and environment also have contradictory one side. The demand

of economic growth for resources is unlimited, while the production base that natural

resources can provide to the economy is limited. As long as the economic development will

inevitably bring environmental pollution, and pollution control requires certain resources, so

in a certain extent, it hinders the economic development.

Coordinating the relationship between ecological environmental protection and

economic development, adopting effective policies and developing green economy and

circular economy has become the symbol of China's development in the new period. It is a

trend of economic development to promote the adjustment of economic structure through

environmental protection. The essence of protecting the natural ecological environment is to

protect the productive forces, and improving the ecological environment is to develop the

productive forces. We will coordinate the relationship between the environment and the

economy and build a modern civilization in which man and nature live in harmony. China

has put forward the scientific outlook on development, green GDP, sustainable outlook on

development, development of circular economy and development of ecological agriculture.

For China, the period of rapid economic development is later than that of developed

countries, and their examples of environmental protection and economic development can be

used for reference. In order to ease the contradiction between nature and economic

development, a new economic model -- circular economy was born. Circular economy is an

economic model with efficient utilization and recycling as the core, with the principle of

"reduction, reuse and resource recovery" and the basic characteristics of "low consumption,

low emission and high efficiency", which conforms to the business philosophy of sustainable

development and economic growth model.

Germany is one of many countries trying to build resource-conserving and

environmentally friendly societies. Germany's circular economy is built on the relationship

between natural resources and economic development; Policy evolution and conservation of

ecological resources; Exploring sustainable economic development. Our country of "western

development" strategy, to complement resources shortage problem in China's economic

development has a lot of help, but also to promote the coordinated development of the whole

national economy in our country, to improve the living standard of people in the west and

promote national unity and protect social harmony, has an irreplaceable significance. (Maria)

But western big development also has real problem. Although China's western development

is late, but the extent of environmental damage is very large, human beings for many years

constantly draw from the west, leading to the continuous deterioration of the ecological

environment. Therefore, the development of the western region should first solve its

ecological fragile problems, so as to achieve the goal of the development of the western

region.

If we want to achieve a balanced development between economic development and

environmental protection, we must keep pace with the direction of social development. By

combining these two aspects together and taking environmental protection as an important

indicator in economic development, we can achieve both economic development and

environmental protection. There will be game between environmental protection and

economic development. The cost of economic development depends on environmental

protection, and its strength determines the cost of economic development. Therefore, while

developing the economy unilaterally, the environment will be seriously damaged. Such a

state for a long time will result in the inharmonious coexistence between human beings and

nature, which has an adverse impact on maintaining the dynamic balance between economic

The promotion of environmental protection consciousness can promote the

development of economic level. Due to the rapid economic development, the indirect

competitiveness of enterprises also gradually increased. If an enterprise wants to achieve

rapid development, it must take environmental protection as the premise, coupled with the

increase of investment costs, so that the enterprise must take the road of sustainable

development. (Till) Enterprises shall upgrade and optimize the relevant production methods,

production processes and management policies to meet the standards of environmental

protection. It can not only obtain higher economic sources through new technologies and

enhance the competitiveness with other enterprises, but also protect the surrounding

environment in all aspects, and basically achieve the dynamic balance between the two.

Environmental protection measures have become an important way of economic

development and a reference for people's life style. Therefore, the marketization of

environmental protection will be gradually popularized and its scope will be more and more

extensive. In this case, it is extremely important to improve the market system. While

positively combining the relationship between environment and economy, we should also

construct perfect market system. In the market competition, environmental protection has a

certain weight in the whole process. Based on the standardized use of natural resources and

reasonable price, it promotes the effective implementation of the market-oriented system. By

making use of the awareness of competition among enterprises, the awareness of

environmental protection is improved, and the awareness of coordinated development

between environment and economy is cultivated ideologically.

It is of great significance to promote environmental protection and economic

development to implement industrialization operation mode. If we want to realize the mode

of industrialization, we must rely on the development condition of the enterprise and the

cohesion of the enterprise. Through the competitiveness of enterprises, they can be prompted

to strengthen the maintenance of the environment, and if the competitiveness of enterprises

together, then this awareness of environmental protection will be more intense. The related

policies for the implementation of the industrialization, making environmental protection as

one of the goals of enterprise development, the first in a large enterprise, after achieve good

effect of feedback, by their influence, pass the idea to small businesses, and so on, the scope

of the environmental protection will be more and more big, deepened the influence of the

relevant policies. Thus it can be seen that the operation mode of industrialization is an

effective way to maintain the dynamic balance between economic development and

environmental protection (Koshy).

In the process of maintaining dynamic balance between economic development and

environmental protection, the financial input from the government plays an important

supporting role. If the government increases the fiscal strength, the cost of environmental

protection will be reduced. This well-developed policy will make enterprises pay more

attention to environmental protection. At the same time, the reduction of cost will also benefit

the development of enterprises. If an individual enterprise causes damage to the environment,

according to the extent of environmental damage, the government can punish it to the

corresponding extent, increase their investment costs, and restrict them in hard terms.

In today's daily life, and the related propaganda to protect the environment at our side,

to protect and save their surroundings make us the duty of every citizen, and propaganda on

environmental protection also many, for example: compulsory education textbook, television

public service ads and banners in park signs, etc., can be used so widely public level, is to

remind people to focus on environmental protection. Therefore, strengthening the guiding

force of society plays an important role in realizing the dynamic balance between

environmental protection and economic development.

Nowadays, people's awareness of environmental protection has been enhanced a lot

along with the development of economy, and they have also broken the wrong ideas about

environmental protection and economic development in the past, making the dynamic

balance between the two gradually emerge. This paper mainly analyzes the relationship

between environmental protection and economic development and puts forward effective

methods to promote mutual restriction and promotion between the two aspects. Make

contribution to realize the dynamic balance between economic development and

environmental protection at an early date.
