So, adding some OR gates our circuit, we were able to come up

with this:

But the problem is , it doesn’t accept any negative numbers yet. So

we tried to use 74LS83 or the 4-bit adder but we couldn’t get the
proper output. So we added another magnitude comparator.

The signed bit is connected to the second magnitude comparator

with an inverter so that when the inputs are both positive or
negative, it can still be accepted. 0 is an indication of positive and 1
for negative.
