Policy regarding the military coup-

As of today, the nicos Sampson regime has effectively overthrown the pre-existing one and has
established ‘effective control’ over the island of Cyprus. We and ___ other nations in this council
recognize nicos Sampson as the effective head of the state of Cyprus and recognizes the Hellenic
Republic of Cyprus as the official government of the island of Cyprus.

According to the effective control doctrine, which asserts that the proper government to represent a
state in international forums is the one that has authority and control over the vast majority of a state’s
territory and population. Consequently, as of now, the nicos Sampson regime is the legitimate regime
governing the island of Cyprus. Talking about the Hellenic Republic of Cyprus, according to the
Montevideo convention, the state as a person of international law should possess the following
qualifications:
(a) a permanent population i.e. the Cypriots.
(b) a defined territory i.e. the island of Cyprus
(c) a government i.e. the Nicos Sampson regime
(d) capacity to enter into relations with the other states. Being recognized by ___ other nations
excluding Greece itself we believe that it is appropriate to say that the Hellenic republic does
have the capacity to enter into relations with other states.
Greece views this as a positive development and believes that the new regime will certainly prosper and
foster better relations between the two communities.
