Applications are invited from the eligible candidates for the selection and engagement to the
following post of GRAMIN DAK SEVAK BRANCH POSTMASTER in the enclosed proforma. The
category to which post is reserved and the Time Related Continuity Allowance (TRCA) applicable is
mentioned against the post.

2. i) The last date for receipt of applications in the office of the undersigned is 15-05-2019.

ii) Applications received after 15-05-2019 will not be considered. Regarding submission of
applications, the instructions at Sl. No. 7 below should be followed scrupulously.

(iii) Applications should be sent by Registered Post / Speed Post only. Applications received
by ordinary post (or) courier (or) by hand (or) in person (or) any other means will not be
accepted.

3. JOB PROFILE:

The job profile of Branch Post Master will include managing affairs of GDS Branch
Post office, India Posts Payment Bank (IPPB) and ensuring uninterrupted counter operation
during the prescribed working hours using the handheld device/Smart Phone supplied by the
Department. The overall management of Postal facilities, maintenance of records, upkeep of
handheld device, ensuring online transactions and marketing of Postal, India Post Payments
Bank services and procurement of business in the villages or Gram Panchayats within the
jurisdiction of the Branch Post Office should rest on the shoulders of Branch Postmasters.
However, the work performed for IPPB will not be included in calculation of TRCA, since the
same is being done on incentive basis. Branch Postmaster will be the team leader of the GDS
Post Office and overall responsibility of smooth and timely functioning of Post Office including
mail conveyance and mail delivery. He/she might be assisted by Assistant Branch Postmaster of
the same GDS Post Office. BPM will be required to do combined duties of ABPMs as and when
ordered. He will also be required to do marketing, organizing melas, business procurement and
any other work assigned by IPO/ASPOS/SPOs etc., The BPM has to do all the work of
BPM/ABPM as and when ordered.

4. ELIGIBILITY CRITERIA

A. Age Limit: The minimum and maximum of age for the post shall be 18 and 40 years
respectively as on 15-04-2019 the date of notification of the vacancy. Permissible relaxation
in upper age limit for different categories are as under.

Note:- 1* There will be no relaxation in upper age limit to EWS candidates. Economically
Weaker Sections (EWSs) i.e. Persons who are not covered under the Scheme of Reservations for
SCs/ST/OBCs and having whose family has gross annual income below 8 (Eight) lakhs from all
sources i.e. Salary/Agriculture/Business/Profession etc for the financial year prior to the year of
application i.e. 2017-18’. Persons those applying for these posts should submit the Income &
Asset Certificate in the enclosed format only duly attested along with their application, failing
which their candidature under the EWSs Category will not be considered.

Note:-2* Age relaxation for persons with disability however is not applicable for person with
benchmark of disability “Blind”, as in place of blind, candidate with Low vision have been
identified. Relaxation in upper age limit is subject to the condition that maximum age of the
applicant on the crucial date shall not exceed 56 years.
B. EDUCATIONAL QUALIFICATION: Secondary School Examination pass certificate of
10th standard with passing marks in Mathematics and English (having been studied as
compulsory or elective subjects) conducted by any recognized Board of School Education of
the Government of India/State Government/Union Territories in India shall be a mandatory
educational qualification. No weightage will be given for possessing any qualification(s)
higher than the mandatory educational qualification. The candidate passed Xth class
examination in first attempt will be treated as meritorious against those passed
compartmentally.

C. COMPULSORY KNOWLEDGE OF LOCAL LANGUAGE: The candidate should have


studied the local language ie., Telugu/Urdu at least up to 10th standard as compulsory or
elective subjects.

D. COMPUTER KNOWLEDGE: The candidates will be required to furnish


Basic Computer Training certificate from a recognized Computer Training Institute.
Computer Training Course Certificate of at least 60 days duration, from any Computer
Training Institute run by Central Government/State Government/ Universities/ Boards/
Private Institutions Organizations. This requirement of basic computer knowledge certificate
shall be relaxable in cases where a candidate has studied computer as a subject in SSC or
Class XII or any other higher educational qualification provided the candidate submits a
certificate of Class X or Class XII or any other higher educational qualification in which
he/she has studied computer as a subject and in such cases, a separate certificate will not be
insisted upon.

E. RESIDENCE: Residence in Post village after selection shall be mandatory for a sevak.
The candidate must provide suitable accommodation to locate the Branch Post office in the
Branch Post office village after selection but before engagement within 30 days for use as
Post Office premises and the expenditure of the hiring if any needs to be borne by the
candidate. The accommodation should meet the following prescribed standards:-

i) The building may be owned by a Gram Panchayat or Central Government or by State


Government such as school or offices or BPM’s own house or a proper rented
accommodation in a busy place of the village.

ii) Location: The GDS Branch Post Office should be located in the main, busy part of
the village.

iii) Size: The minimum size of GDS Branch Post Office should not be less than 100
Sq.feet preferably in 10’x10’ dimensions and in ground floor.

iv) Approach: The GDS Branch Post Office should have direct access/approach from
village road and should be located in front portion of the building in which it is
housed. The GDS Branch Post Office should not be housed in verandah, courtyards,
kitchen, space under the stairs, bedroom, damaged rooms, makeshift
accommodations, isolated buildings outside the village etc., which are difficult to
access/approach by the customers.

v) Structure: The accommodation should preferably be a brick and mortar structure to


ensure safety and security. The room should be properly ventilated and lighted and
should be properly maintained and neatly white washed.

vi) Power supply: The Post office room should have electrical power connection for
charging of handheld devices and for fan, electricity bulb etc., It should have suitable
place to install solar panels.

vii) The accommodation for the GDS Branch Post Office should be exclusively available
for Post Office use. It may work from a village shop but Post office working from
shop should have an exclusive space to keep the registers, micro ATM or hand-held
device and other items apart from space for prominently exhibiting the signage etc.
given due importance to Post Office.

viii) At present DARPAN devices being used are of the four Network Service Providers
(NSPs) viz., Airtel, Vodafone, Idea & BSNL for ensuring connectivity to
Branch Post offices. While providing accommodation for GDS BO, it should be
ensured that, Network is available for any one of these NSPs.

ix) Further, it is clarified that the candidate who provide the above prescribed standards
of accommodation after selection but before engagement and if he is engaged as GDS
BPM will be entitled for the drawl of Composite allowance @ Rs.500/- per month.
Further, if the candidate selected and engaged as GDS BPM provides accommodation
for Post Office in a rent free government accommodation and staying in the Post
village will be entitled for the Composite allowance Rs.250/- equal to that of BPMs
who provide non-standard accommodation ( those who are not fulfilling above
standard are treated as non-standard accommodations).

F. KNOWLEDGE OF CYCLING: Cycling knowledge is a pre-requisite condition for the


post. The candidate should have knowledge of cycling. In case of a candidate having
knowledge of riding a scooter or motor cycle, that may be considered as knowledge of
cycling. The candidate has to submit a declaration to this effect.

G. ADEQUATE MEANS OF LIVELIHOOD: The candidate applying for the post shall
note that he/she will have adequate means of livelihood to support himself/herself and his/her
family from the other sources so as to have to supplement his/her income. However, this
shall not be a pre requisite for candidates for the purpose. Selected candidate shall be
required to comply with this condition within 30 days after selection but before engagement.
The candidate shall furnish an undertaking in the application itself that he/she has other
sources of income besides the allowances to be paid by the Government for adequate means

of livelihood for himself/herself and his/her family. The candidate after selection as Gramin
Dak Sevak shall have to give the undertaking again before engagement. The candidate will
also have to ensure that he is having adequate additional means of livelihood during the
period of engagement till his discharge.

H. FURNISHING OF SECURITY: The person selected for engagement to the post will have
to furnish the prescribed security amount or Rs.25000/- in the form of FIDELITY
GUARANTEE BOND for a period of five years and same to be renewed every five years
during the period engagement.

I. FULFILLMENT OF OTHER TERMS AND CONDITIONS:

Terms and conditions of engagement to GDS posts shall apply as stipulated in the relevant
rules of GDS (Conduct and Engagement) Rules, 2011 modified form time to time by the
Department of Posts.

J. No Person holding an elective office will be considered for engagement to the post.

K. The candidate selected as Gramin Dak Sevak shall not engage in any activity with any
outside agency which would be detrimental to the business or interest of the Post office.

L. Holding of agency in LIC/Any finance company is a disqualification for the engagement.

M. Past experience or service of any kind will not be considered for selection.

N. A Gramin Dak Sevak shall be outside the Civil Service of the Union and governed by GDS
(Conduct and Engagement) Rules, 2011 as amended from time to time. The Candidate
selected should abide by the above rules.

O. PERMISSIBLE DISABILITY FOR PHYSICALLY HANDICAPPED CANDIDATES:


a) Low vision (LV)
b) D (Deaf), HH (Hard of hearing)
c) One Arm (OA), One leg (OL), Leprosy Cured, Dwarfism, Acid Attack Victim
d) Specific learning disability.
Multiple disabilities from amongst disabilities mentioned at (a) to (d) except Deaf and
Blindness.
1) Production of disability certificate as applicable and in the prescribed format for employment
in central government would be compulsory.

P. PRODUCTION OF SC/ST/OBC/DISABILITY/ECONOMICALLY WEAKER


SECTIONS (EWS) CERTIFICATE:

Production of SC/ST/OBC/Disability/EWSs certificate in the prescribed format


would be compulsory in case of such candidates. Persons those applying for these posts
should submit certificate in the prescribed format only duly attested along with their
application, failing which their candidature under respective Category will not be
considered.

5. METHOD OF SELECTION:-

i) The selection will be based on the marks obtained by the candidate in the Secondary School
Examination pass certificate of 10th standard with passing marks in Mathematics and English
(having been studied as compulsory or elective subjects) conducted by any recognized Board of

School Education of the Government of India/State Government/Union Territories and also on
production of computer certificate. The requirement of basic computer knowledge certificate
shall be relaxable if the candidate has studied computer as a subject in SSC or Class XII or any
other higher educational level. Passing of all the subjects as per the respective approved board
norms is mandatory for taking candidate into account for calculating the merit. Preference will
be given to the candidates who passed the SSC in single attempt. If more than one candidate
secures highest marks, the selection will be made on the basis of the date of birth. In other words,
the person earlier born will be given preference. Selected candidate will be intimated through
Post.

ii) No weightage will be given for higher educational qualification.

iii) In case of the marks lists containing the Grades/Points, marks will be reckoned by taking
conversion of Grades and points with the multiplication factor (9.5) against the maximum points
or grade as 100.

6. The following self-attested xerox copies of documents should be submitted along with the
application (see the instructions in the application form), If they are not submitted the
application will be treated as ineligible.

(a) Certificate regarding the date of birth Secondary School Examination


(b) Certificate regarding educational qualifications pass certificate of 10th standard
(c) Certificate showing 60 days of basic knowledge in computer education from the recognized
/Private Computer Institute. The requirement of basic computer knowledge certificate shall
be relaxable if the candidate has studied computer as a subject in SSC or Class XII or any
other higher educational level.
(d) Caste certificate in the prescribed proforma issued by the competent authority should be
enclosed if the post is reserved for particular community.(in case the applicant belongs to
SC/ST/OBC/EWS)
(e) Declaration about residence in the post village giving particulars of house, street, locality
etc., if already residing in the BO village.
(f) Employment certificate and letter of permission from the Employer to apply for the GDS
Post (in case the applicant is a part time/full time employee of State or Central Govt.
Department/Organization or Panchayat Raj Department)
(g) In case the applicant is Ex-service men/Ex-Army Postal personal, proof of Army service and
discharge certificate should be produced.
(h) Declaration regarding not holding an agent in LIC/Finance Company and not engaged in any
activity with any outside agency which would be detrimental to the business or interest of the
Post office.
(i) Declaration regarding Knowledge of Cycling
(j) Declaration regarding adequate additional means of livelihood.

7. IMPORTANT INSTRUCTIONS TO THE APPLICANTS:


(a) Applications should be submitted only in the proforma enclosed to this notification and
should be in the applicant’s own handwriting. Full and clear information should be given against
all columns of the application, otherwise the application will not be considered.
(b) Only Xerox copies of the certificates are to be enclosed.

(c) The applications should be submitted in a closed cover super scribed as “Application for
engagement to the post of GDS BPM, Chadalavada BO a/w Nellipaka SO” and sent to
“Sri Ch.Suryanarayana, Supdt. Of Post Offices, Rajahmundry Division, Rajahmundry
533101” either through Registered Post or Speed Post. If any application is received without
the superscription, it will not be considered as application for the post.

(d) Applications should be sent by Registered Post / Speed Post only. Applications
received by ordinary post (or) courier (or) by hand (or) in person (or) any other means will
not be accepted.

(e) The application should bear the date of submission without fail.

(f) The certificates and other enclosures submitted along with the applications should be
noted in the application by the applicant himself in the space provided in the application under
his/her signature. This should be done without fail
(g) All the required documents/certificates should be submitted along with the application.
No documents will be accepted later or in piece meal. Applications not accompanied with
all the necessary certificates or with incomplete information will not be taken up for
consideration and no further correspondence will be entertained.

(h) Vigilance Certificate from the appointing authority may be submitted along with the
“No Objection certificate” from the Employer if employed.

(i) Mere application for the post will not confer any right for engagement.

(j) Multiple applications received in a single Registered/Speed post will not be considered when
more than one post is notified.
(k) Applications received after the fixed date will not be considered and no further
correspondence will be entertained in this regard.
(l) Canvassing in any form, bringing outside/ political influence for selection/
engagement will not be entertained and will be treated as disqualification as per the rules on
the subject.
8. The applications received from the candidates applied for local notification and sponsored by the
Employment Exchanges if any, will be clubbed and selection will be made as per rules.

9. The covers consisting of applications will be opened on 20-05-2019 AT 11.00 Hours in the
Office of Supdt. of Post offices, Rajahmundry Division, Upstairs of Head Post office
building, Innispeta, Rajahmundry. Interested candidates may attend the venue of opening of
the covers at the time fixed with their original certificates. The candidature of the candidates who
have not attended the venue while opening of covers will also be considered while making
selection. The selection will be finalized on the date of opening of covers as per the existing
rules.

10. The undersigned reserves the right to modify or cancel this notification at any stage/time without
assigning any reasons.
