Minutes OF 142° MEETING OF ‘GOVERNING BODY OF WORKERS’ WELFARE F! HELD GN 08.10.2018 AT ISLAMABAD 142" meeting of the Governing Body (GB) of Workers' Welfare Fund was held under the chairmanship of Mr. Muhammad Asif, Secretary, OPSHRD on 09.10.2018 at 10:00 hours in the Committee Room of Fund Secretariat, Islamabad, List of participants is at Annex-I. 2, The meeting commenced with recitation from the Holy Quran. The Chairman welcomed the participants of meeting. The Fund presented the agenda items, with the permission of the Chairman, before GB for discussion item No.1: CONFIRMATION OF MINUTES OF THE 141% MEETING OF THE GOVERNING BODY (FUND SECRETARIAT) HELD ON 13.07.2078 ISLAMABAD. 3. Deputy Director (GB/Coord) apprised that the Minutes of the 141” meeting of the Governing Body (Fund Secretariat), held on. 13.07.2018 were circulated to the members vide Fund Secretariat's letter date 07.08.2018 (Anne: It was requested that the Governing Body may confirm the minutes of its 140” meeting 4 Deputy Director (GB/Coord) further apprised that an observation was teceived via letter No. WW.EDU-14(621)18/3726 dated 17" September, 2018 from Workers Welfare Board, Punjab regarding the decision of up-gradation of the post of store-keepers and caretaker of workers welfare schools in Punjab, which were discussed at Agenda Item No. 4 in minutes of 141" GB meeting (Annex-Iil). Sho explained that the Governing Body approved the up-gradation of store-keepers from BS-05 to BS-09 and it was a typo mistake that the grades of store-keepers were riot mentioned in 141" GB minutes. The GB confirmed the minutes of its 141% meeting held on 13.07.2018 as no other observations were raised on these by the members of the Governing Body. 6. The Governing Body approved the rectification / corrigendum of 141% meeting decision regarding up-gradation of the post of store-keepers and caretaker of workers welfare schools in Punjab Item No.2: COMPLIANCE REPORT ON DECISIONS OF THE GOVERNING BODY OF THE WORKERS WELFARE FUND TAKEN BY IT IN ITS 140" MEETING HELD ON 12-04-2018 AT ISLAMABAI fh Deputy Director (GB/Coord) briefed the GB about compliance of its decisions taken in the 141" meeting held on 13.07.2018. 8 The Chairman requested all the Governing Body members to re-check the decisions of 141° meeting and compliance report of Workers Welfare Boards and Fund Secretariat against the decisions that were attached at agenda item No. 02 of the 142" GB meeting (Annex-lV). 9. Secretary, Punjab Workers Welfare Board pointed out that the GB in its 141% meeting directed the WWB Punjab and Balochistan to forward their recommendations regarding the draft educational service rules. The Secretary, WWB- KP again requested the GB to expedite the matter of educational service rules 10 In response, Deputy Director (GB/Coord) explained that the GB dit the Fund Secretariat to place the recommendations of all provincial Workers Welfare Boards in 142" GB meeting for consideration. However, the Fund Secretariat has not received any recommendations from Punjab and Balochistan YWWBs so far. The matter may be placed in next GB meeting for consideration after receiving the recommendations from Workers Welfare Boards Balochistan and Punjab nf ; Jf" Mr. Ramzan Achakzai, workers’ representative (Balochistan) pointed out, the GB in its 141" meeting decided that the Fund Secretariat may review the recommendations of Mr. Ramzan Achakzai and discuss the matter with Chairman GB separately (Annex-V). The Fund Secretariat may also convene a meeting with Mr. Ramzan Achakzai workers’ representative (Balochistan) to discuss the final recommendations before placing them in GB for further consideration but the compliance of the said decision is still pending Decision eck 12 The Chairman directed the Fund to collate observations from Governing Body members if any, regarding the decisions and its compliances. The GB will discuss these observations and compliances in its next meeting 13 The Chairman directed the GB Section to review the all recommendations of Mr. Ramzan Achakzai, workers’ representative (Balochistan) and may be placed in next GB meeting as separate agenda for discussion and consideration. Item No.3 DISBURSEMENT OF FUNDS (ASSESSMENTOF THE NEEDS OF CURRENT QUARTER). 14 The Chairman enquired regarding the unspent finances of workers welfare boards and Fund secretariat till 30-06-2018 (Annex-VI). Deputy Director (Budget) briefed the GB about details of unspent balance available with Provincial WWBs/Fund Secretariat as on 30-06-2018.
