wvated first aid conten and expressed their pleasure on Ue excellence of the new
quarters.

Councilor Hayes discussed the petition of Senator John P. H. (handler, Jr.
nequeating the Governon and Council to obtain an opinion of the Seprene Count as to
Use alleged disenfranchisement of a segment of voters in the Kearsage Reyionad School
District.
An opinion of the Attorney General dated 5/10/68 was read which stated that the
Aituation was outside the responsibility of the Governor and Council and therefonré
degally could not be requested, $t further stated that aggrieved individuals "who aay
deem thein nights ingringed.......may have recourse to our courte for the protection of
their supposed privileged.”
The petition was tabled by the Governor and Council.
The Goveanon and Council approved, with Councilor Hayes diasenting, the propased
multiple purpose State Pash in the Pisgah Wilderness Area. to be comprised of sone 13,00
acres and to be developed to prowide optimum recreational potentials with eack atep of
the paoceedings on Unis course to be submitted t0 the Governor. and Council for thein
