ZAHIDA JAVED ASLAM __IN__DYNAST ASSOCIATES (TOP _CiTy RAWALPINDI) THROUGH COERCION / DURESS (HUMAN RIGHTS CASE NO. 82928 / 2018) The Director, Human Rights Cell, Supreme Court of Pakistan, \slamabad handed over the complaint of Mrs. Zahida Javed Aslam to Mr. Qaiser Masood, Additional Director/Law, FIA Hats, Islamabad on 15.11.2018 conveying the directions of the Hon'ble Chief Justice of Pakistan for the Director General, FIA to get the matter enquired through some senior officer and submit report within 15 days. CONSTITUTION OF ENQUIRY TEAM 2 In compliance to the above directions, on 16" November 2018, the Director General, FIA nominated Mr. Yaseen Farooq, Chief of Staff fo DG FIA and Dr. Mazhar-ul-Haq Kakakhel, Director, Counter Terrorism Wing (CTW), FIA H@rs to supervise the enquiry and submit report within 15 days, An enquiry team comprising of M/s. ljaz Sheikh, Assistant Director C™, Inspector Azmat Khan, CTW FIA HQ Islamabad and Inspector Muhammad Nadeem, Islamabad Zone wos constituted under supervision of above mentioned senior officers. The Enquiry Team issued notice under section 140 Cr.PC to Mrs. Zahida Javed Aslam for 22°¢ Novembér 2018 fo join enquiry proceedings. She submitted application to Director General FIA on 224 November 2018 stating her distrust upon two officers out of the above team (M/s Dr. Mazhar-ul-Hag Kakakhel, aa Inspector Deputy Directo Addl, 06 “ery Page 1 of 50Director CTW and Sh. ljaz Ahmad Assistant Director CTW) and requested to entrust the enquiry to some impartial enquiry team. FORMULATION OF NEW ENQUIRY TEAM G, On 27" November 2018, the Director General FIA | appointed the undersigned as Enquiry Officer for the subject | matter, M/s Abdul Qadir Qayyum, Director IPR FIA HQ, Kamran | All, Deputy’Director FIA HQ and Inspector Irfan Azim Burni have | assisted me in this enquiry. However, the services of Mr. Abdul Qadir Qayyum, Director IPR were transfered to Punjab Government during enquiry. ENQUIRY PROCEEDINGS A. Complaint The complaint of Mrs, Zahida Javed Aslam W/o Javed Aslam and D/o Muhammad Ibrahim R/o Cairns Road, Sea Burn Dene, Sunderland, Tyne & Wear. SR51QS, UK (CNIC No. 914000- 1351768), (herein after called “the complainant"), placed as i Annexure-A, briefly contains following assertions / allegations: Around 1998 / 1999, complainant's late brother, Mr. Iftikhar Ali Wagar decided to start a real estate development business and asked for her support in his venture which she agreed and started sending him money from United Kingdom from time to time. It was decided that they shall be partners but their interest would be held by Mr. fikhar Ali Waqar solely, for ease in daily running of the affairs, as she was living in United Kingdom (UK).
