1. PARADISE PAPERS
The Paradise Papers is a global investigation into the offshore activities of some of the world’s most powerful
people and companies.
The International Consortium of Investigative Journalists and 95 media partners explored 13.4 million leaked
files from a combination of offshore service providers and the company registries of some of the world’s most
secretive countries.
The files were obtained by the German newspaper Süddeutsche Zeitung.
The Paradise Papers documents include nearly 7 million loan agreements, financial statements, emails, trust
deeds and other paperwork from nearly 50 years at Appleby, a leading offshore law firm with offices in Bermuda and
beyond.
The documents also include files from a smaller, family-owned trust company, Asiaciti, and from company
registries in 19 secrecy jurisdictions. The records range from complex, 100-page corporate transaction sheets and
dollar-by-dollar payment ledgers to simple corporate registries of countries, such as Antigua & Barbuda, that do not
publicly list names of company shareholders or directors.
As a whole, the Paradise Papers files expose offshore holdings of political leaders and their financiers as well as
household-name companies that slash taxes through transactions conducted in secret. Financial deals of billionaires
and celebrities are also revealed in the documents.
The Paradise Papers files include far more information about U.S. citizens, residents and companies than
previous ICIJ investigations – at least 31,000 of them.
ICIJ collaborated with more than 380 journalists working on six continents in 30 languages. Many team
members spent a year using online platforms to communicate and to share documents. Journalists tracked down court
records, obtained financial disclosures of politicians in Africa, Europe, and Latin and North America, filed freedom
of information requests and conducted hundreds of interviews with tax experts, policymakers and industry insiders.

INTERNATIONAL CONSORTIUM OF INVESTIGATIVE JOURNALISTS (ICIJ):


The International Consortium of Investigative Journalists is a global network of more than 200 investigative
journalists in 70 countries who collaborate on in-depth investigative stories.
Founded in 1997 by the respected American journalist Chuck Lewis, ICIJ was launched as a project of
the Center for Public Integrity, focusing on issues that do not stop at national frontiers: cross-border crime,
corruption, and the accountability of power.
In February 2017, ICIJ was spun off to become a fully independent news organization with the goal of extending
our global reach and impact even farther. In July 2017, ICIJ was granted its own 501(c)(3) nonprofit status from U.S.
tax authorities.
ICIJ is governed by three committees – a traditional board of directors with a fiduciary role; an Advisory
Committee made of supporters and experienced investigative journalists; and an ICIJ Network Committee.
ICIJ’s Board consists of Sheila Coronel (chair), Reginald Chua, Alex Papachristou, Rhona Murphy, Steven King
and Gerard Ryle (non-executive director). The board will grow to at least seven people.
Our Advisory Committee consists of experienced investigative journalists Bill Kovach, Chuck Lewis, Rosental
Calmon Alves, Gwen Lister, Goenawan Mohamad, and Brant Houston.
The need for such an organization has never been greater. Globalization and development have placed
extraordinary pressures on human societies, posing unprecedented threats from polluting industries, transnational
crime networks, rogue states, and the actions of powerful figures in business and government.
The news media, hobbled by short attention spans and lack of resources, are even less of a match for those who
would harm the public interest. Broadcast networks and major newspapers have closed foreign bureaus, cut travel
budgets, and disbanded investigative teams. We are losing our eyes and ears around the world precisely when we
need them most.

2. PUBLIC SECTOR BANKS CONSOLIDATION


1. INTRODUCTION
The government is working on a consolidation agenda with a view to creating - global sized banks and reduce
the number of state owned lenders. For this purpose Union government appointed Arun Jaitley Committee in
November 2017.
2. NEED FOR CONSOLIDATION
 Indian banking sector is highly fragmented, especially in comparison with other key economies.
 To protect the financial system and depositors’ money.
 Many banks are not in a position to raise equity from the market.
 For cutting operational cost and acquiring efficiency.
 To build capacity to meet credit demand and sustain economic growth.
 The need to bridge geographical gaps.
 In 1991 it was suggested that India should have fewer but stronger PSBs.
 The gross NPAs increased enormously for Public sector bank s (PSBs).
 The share values of several PSBs are trading at a discount to their book value.
3. BENEFITS
 From regulatory perspective, monitoring and control of less number of banks will be easier after mergers.
 For meeting the norms under BASEL III, for ensuring capital adequacy ratio, the larger banks will be at
ease.
 Large sized banks enable disbursement of greater credit, for large developmental projects and effective
management of NPAs.

SCALES AND TERMS
This guide is based on definitions and tables available from the main ratings agencies.
Credit ratings are the international standard by which investors can compare and assess the credit quality of bond
issuers and rated debt securities.
There has been increasing debate over the reliance placed on ratings by investors, particularly in structured
finance, due to the U.S. subprime mortgage crisis. The agencies emphasize that the ratings are only opinions and do
not represent recommendations about whether to buy, sell or hold certain securities.
Issuer and Issue Credit Ratings are the key indicators used by investors when looking at security of return on a
potential bond purchase.
These ratings are divided into Long-Term and Short-Term categories based on the form of debt instrument
concerned. Long-term ratings concern medium or long-term notes in either local or foreign currencies. Short-term
ratings are assigned to instruments considered short term in the relevant market, such as those with maturities of 365
days or less in the United States. They also indicate the creditworthiness of an issuer in respect of put options on
long-term debt.
Ratings fall into two categories: Investment-grade debt, on which the historical rate of default is very low, and
Speculative-grade debt, which has a relatively high risk of default.
Within these categories are multiple ratings, ranging from borrowers with the most creditworthy AAA ratings, to

Background
 Peer to peer lending refers to a crowd-funding platform (mostly online) where people looking to invest and
people in need of borrowing come together.
 Till now, P2P companies were registered under the Companies Act.
 Once the lender and borrower registers themselves on a P2P platform, due diligence is carried out by the
platform and those found to be acceptable are allowed to participate.
 Such companies follow a reverse auction process that lenders bid for borrower’s proposal and the borrower is
free to choose whether or not to borrow.
MAJOR TAKEAWAYS FROM RBI REGULATION:
 Being classified as an NBFC, P2P lending will get access to credit bureaus and will have to share loan related
