The proposed contractual action will be for a five (5) year, firm fixed price Indefinite Delivery Indefinite
Quantity (IDIQ) type contract. The listed NSN is a Critical Safety Item (CSI). There is a no Depot Maintenance
Work Requirement (DMWR) available for this item. This acquisition requires use of the cited statutory
authority because this item has been identified as a CSI and therefore, requires overhaul by an approved source
in accordance with Defense Federal Acquisition Regulation Supplement (DFAR), Part 2, Qualification
Requirements Subpart 209.270-3. The statute requires that the Head of the Contracting activity for an aviation
critical item enter into a contract for the procurement, modification, repair or overhaul of such item only with a
source approved by the design control activity. The Fuel Control shall be overhauled to Honeywell Commercial
Maintenance Manual (CMM) 73-20-21. The approved sources are Keystone Helicopter Corp., (CAGE: 4G088),
110East Stewart Huston Dr., Coatesville, PA 19320-1646, Rolls-Royce, (CAGE: 58320), 7200 Earhart Rd.,
Oakland, CA 94621-4511, and Honeywell International, Inc. (CAGE: 9X173), 3475 Wesleyan Blvd., Rocky
Mount, NC 27804-8677. A Product Verification Audit (PVA) is required. Since this is a Critical Safety Item
(CSI), only approved sources can perform the overhaul. Any competing contractor could not be familiar with
the total design parameters, specific repair requirements, test processes, etc. for the Fuel Control, and, therefore,
can reasonably be expected to require a considerable length of time to commence or complete a overhaul
program, with no guarantee of success due to factors identified herein. No telephone requests for solicitation
will be accepted. Request for solicitation will be by fax (256) 842-7629 or mailed. You may mail your request
to Terry Carter, CCAM-AL-M, Bldg. 5303, 2nd Floor, Redstone Arsenal, AL 35895-5000. Proposals will only
be accepted by mail. No data fax or emails will be accepted for proposals. This requirement is currently
unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate
date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will
not close prior to the closing date stated above.
