Preamble:

ln the letter read at reference (1) above , lnspector General

of Stamps and
Registration has stated that, Registration and Stamps Department
is in the 3,d
place in earning revenue to the State; explaining the implementation
of
important Acts and Rules in detail has further stated that at present
there are
249 sub Registrar's offices, which are functioning and there are

officers/employees working in the Department, along with this the
societies
Registration Act is also being implemented, and under this Act
approximately
more than l- lakh societies are registered in the State. Other than
that, off late
the numbers of societies are increasing day by day and many disputes
have
arisen amongst members in the matters related to formation of
societies, their
working and financial matters. Even though several amendments were
brought
to the Societies Act, it was not possible for the department to rectify the
defects. Even though several strategies were adopted to prevent various
types
of illegalities and misuse taking place in Societies, the District Registrars were
not able to plug the loopholes effectively due to shortage of staff and non-
availability of basic infrastructure. Because of this it is not possible for the
Department to pay much attention to collection of revenue. Since, Iot of
time
is being spent and wasted in monitoring the work of these societies;
it has not
been possible to conduct the inspections of the District Registrars offices.
Otherthan this, Societies have filed many cases in the Courts, due to which
the
Department is facing many problems and troubles. There are lot of similarities
in Co-operative Societies Act, 1959 and Societies Registration Act 1960 to
rectify the loopholes and problems of societies associations; Co-operation
Department is working efficiently and managing suitably.
 Registration and Stamps Department is one of the important revenue
generation department and the Department is vested with the responsibility
of
increasing the revenue every year; and it will be very helpful to reach
the
target of revenue collection if the implementation of Karnataka Societies
Registration Act 1960 is transferred to Co-operation Department; the
lnspector
General of Stamps and Registration has opined that it would be prudent
to
transfer the implementation of Karnataka Societies Registration Act 1960 from
Revenue Department (Registration and Stamps) to Co-operation Department
and has recommended the proposalto the Government.

ln the letter read at reference (2) above Co-operation Department has

given its opinion and consent to transfer the functioning of societies
association registered under Karnataka Societies Registration Act 1960 from
Revenue Department to Co-operation Department.

ln view of the above, it is decided to transfer the implementation of

Karnataka societies Registration Act, L960 from Revenue Department to Co-
operation Department and hence , the following order.

ln view of the facts'explained in the preamble, it is ordered to transfer

the implementation of Karnataka Societies Registration Act, 1960 from
Revenue Department to Co-operation Department.

The District Registrars will take steps to transfer the subject of societies
and association to Cooperation Department.
The Co-operation Department will imptement the work of Karnataka
societies Registration Act, 1960 with effect from 0i.-0 6-20t6.

This order has been issued in accordance with the consent of the Co-
operation Department given in its U.o. Note sae 19 Misc 2016 dated r7-5-
