COMPETENCY-BASED STANDARDS FOR
LIBRARIANS

With the ASEAN Mutual Recognition Arrangement


(MRA) the Phillippine Qualification Framework
(PQF) and the ASEAN Qualification Reference
Framework (AQRF) being implemented.What
could be the implication of the ASEAN Economic
Community in the Philippine librarianship arena?
With the ultimate goal to enhance the quality of
professional librarians promote their
awareness,competitiveness,cooperation,oppurtuni
ties and challenges;and facilitate their mobility
across the ASEAN region that is comparable and
competitive to accepted global standards.Hence,
librarians need to realign their
competencies.Thus,this study sought to survey
the competencies of the librarians as basis for
adoption of the draft of National Competency-
Based Standards for Librarians (NCBSL).Using
the descriptive-survey method of research,this
study used the 5-point Likert-type of
questionnaire-checklist to gather the data on the
profile, and the personal and professional
competencies of professional librarians.Data were
analyzed using percentage and weighted
mean.The population comprised of 140
professional librarians in various
academic,school,public and special libraries in
Pangasinan,La Union and Benguet provinces.
The findings of the study were the following:1.The
respondents possess personal competencies at a
high level,thereby needing only minimal
interventive assistance 2. The respondents are
professionally competent but need some
intervention to enable them to gain confidence in
demonstrating their competencies.On the basis of
the findings arrived at and on the conclusions
drawn,the following recommendations are
advanced:1. Professional development plans of
librarians should include the pursuit of a master's
degree in Library Information Science and
networking or collaboration with other professional
librarians.2.Trainings should be made available to
professional librarians along the following
areas:(a)E-Resources Management,(b)Public
Services/Outreach,(c)Children's Services,(d)Core
Application of Information Tools and
Technologies,(e)Core Web Tools,(f)Project
Management/Research,(g)Collaboration
Networking,and (h)Public Relations/Marketing and
Promotion. 3.A nationwide survey should be
conducted to accurately assess and gauge the
competencies of librarians throughout the country.
