Subject: Policy on retention of family at the previous place of posting in |
respect of employees on transfer and who had been drawing HRA at the.
previous location. ee
As per existing rules, an employee on transfer can retain the accommodation at the
place of previous posting for three months period on the same terms and conditions
as on the date of transfer. Hence if he was drawing HRA at the place of previous
posting, the same is currently payable for a period of three months only.
‘After the lapse of intial three months our rules aré clear on employees who are
pemmitted to retain company leased / company owned accommodation at the place
of previous posting. But the rules are not explicit with regard to employees who
were drawing HRA. This has resulted in disparity between the two sets of cases
though the family in all the events is retained at the place of previous posting.
| Invorder to bring panty in all such cases, the following has been approved and
is added as para (1) in rule 2.6 of sub-section A'S of Volume -1 of Personnel
Manus! on NET:
Also an employee who prior to transfer was drawing HRA and who is
permitted to retain his family (.e. spouse and dependant children) at the
earlier place of posting, shall be eligible for grant of HRA at the rate
applicable for that station. Such permission to retain the family at the
earlier place of posting on HRA as was belng drawn on the date of
transfer for a period of up to one year will be given by Head of Unit to
which the employee has been transferred, Permission beyond this
period of one year would be glyen In exceptional circumstances with
the approval of Director (HR) only, after being duly recommended by
the Head of Unit to which the employee has been transferred, Such
employees are also eligible for the facility of transitory
accommodation”.Mm
For removal of any doubts, it Is also clarified that paras (d) & (e) of Rule
2.6 of sub Section A: § of Volume - I of Personnel Manual on NET will
also apply to such cases.
It is also considered desirable to have uniformity in the terms and procedures
for granting permission for retention of company leased accommodation at
the earlier location. Accordingly the rules on retention of leased
accommodation will also be modified to include
“Permission to retain the family at the earlier place of posting in company
leased accommodation as on the date of transfer for a period of up to one
year will be givan by Head of Unit to which the employee has been
transferred. Permission beyond this period of one year would be given in
exceptional circumstances with the approval of Director (HR) only, after being
duly recommended by the Head of Unit to which the employee has been
transferred."
Consequently, para (b) of rule 2.6 of Sub Section A:5 of Volume - I of
Personnel Manual on NET stands modified as :
“Permission to retain the family at the earier place of posting in company
leased accommodation as on the date of transfer for a period of up to one
year beyond the initial period of three months, will be given by Head of Unit to
which the employee has been transferred. Permission beyond this period of
one year would be given in exceptional circumstances with the approval of
Director (HR) only, after being duly recommended by the Head of Unit to
which the employee has been transferred. Once approval has been so given,
the payment of lease rent may continue to be done by the eartier Division for
the sake of ease and continuity and amount debited to the naw Unit. In case
the employee who has been transferred wishes to retain accommodation in
Company's township at the- earlier location, then in such cases also
permission will be given by the Head of Unit at the new location, but in
consultation with the Head of Unit / Competent Authority at the previous
location where the employee was earlier posted.”
For uniform application of the rule, all permissions earlier granted for
retention of lease for more than one year will be deemed to have
completed one year on the date of renewal of the lease falling after the
date of Isaue of this circular and should be further renewed only after
the approval of Director({HR).
‘The above is effective from 3" June 2005.
This issues with the approval of competent authority.
