RE: Request for Written Concurrence for Hiring Lawyer Consultants
in all Community Environment and Natural Resources (CENR)
Offices and Implementing Provincial Environment and Natural
Resources (PENR) Offices of DENR,
Sir:
On 24 August 2017, the Office of the Solicitor General (OSG) received from your office a
Letter of even date with the above-captioned subject matter.
In said Letter, you explained that the hiring of lawyers for the Department’s CENR and
Implementing PENR Offices is necessary to ensure that cases against environmental law
violators are properly initiated and prosecuted. You likewise enumerated the duties and
-fesponsibilities that these lawyers will perform. You likewise specified that the Department
intends to hire a total of one hundred fifty-nine (159) lawyers—one hundred forty-one (141)
lawyers for the CENR Offices, and eighteen (18) for the Implementing PENR Offices.
Finding the justification sufficient, and in compliance with the OSG Memorandum dated 13
January 2014 (Guidelines on Deputation of Private Lawyers and Special Attorneys) and the
Commission on Audit Circular No. 95-011, the OSG hereby expresses its concurrence to the
hiting of private lawyers for the Depattment’s CENR and Implementing PENR Offices.
The issuance of deputation for specific named individuals, however, will be made only upon
submission of and compliance with the documents required under OSG Memorandum dated
15 January 2014, and subject to the approval of the undersigned.
