ee ah OHS — Bran ‘SIG BAR (GOVERNMENT OF INDIA) ‘tar aaTerT (MINISTRY OF RAILWAYS) ‘Yat aig (RAILWAY BOARD) No. 2016/6 (GR)U2N New Delhidated: 18.06.2016, OFFICE MEMORANDUM Subject: Engineoring Services Examination, 2015- Allocation of candidates to the various servicesiposts on the basis of the resulls of. ‘The undersigned Is directed to refer to the Union Public Service Commission's letter No.F.1/4(14/2016-€Vll dated 01.02.2016 ferwarding @ lst along with the dossiers and other connected papers of finally eecommended candidates on the. basis ofthe Engineering Services Examination 2018, 2 Keeping in view the provisions of the Engineering Services Examination Rules 2015, allocation of candidates has been done stricly ov the basis of ranks secured by’ the candidates, order of preferences for the various services/posts exercised by them, medical requirements of various services and medical fitness of the candidates for services allotted to them, availabilty of vacancies in their category at their turn and physical requrements/functional classification, 2 prescribed for the Various servicesposts and physical requirementsfunctional ciassficaion possassed by the candidates. Lists detaling allocation of _ candidates to the different servicesiposis are enclosed as Annexure- |, Six One Leg (Ol) Affected candidates ‘of Civil Engineering discipline have been adjusted agains! the vacancies identified for ‘One Arm (OA) Affected candidates in IDSE, IOFS, AEE(P&T) ang AEE(QS&C). This Is 48 per Ministry of Social Justice and Empowerment's Notification No, 16-16/2010-DD.II {ated 29.07.2013 that identies Civil Engineering Posts suitable te be manned by OA of OL affected sub-category. Allocation of Shri Neeraj Kumar (C-148) to AEE(QSEC) is provisional pending receipt of clarifications from UPSC. 3 It has not been possibie to fl all the vacancies in some servicesipasts. A statement showing the number of vacancies which could noi be filed in various servicesiposts is at Annexure Il. Some of these vacancies will be filed later through Reserve List of ESE-2015. 4 ‘The Medical Reports of candidates, clearances in respect of Provisional and Conditional candidature of candidates received from UPSC have been placed in their respective dossiers 6. The verification of character and antecedents in respect of the candidates, indicated in Annexure 1 is to be made by the Cadre Controling Authorities concemed a8 stipulated in DOP&T’s OM No. 13012/1/2007-AlS-Idated 27.2007 and 41.2008, The cadre contioling Minisries / Departments are requested to obtain Attestation Forms from candidates allotted to servicesiposts under their control for the purpose of Verification of their character and antecedents from the concemed District Autherltes. A copy of the modified Verification Rol format to be used for verifing the character and antecedents of the candidates alloted is enclosed Page ofS 6 Details of candidates whose candidature is Conditional on account of submission of certain documents as indicated against thelr names are gWeit in ‘Annexure -IV. The said documents may be obtained from the candidates and sent to Union Public Service Commission. Offers of appointment to these candidates need not, however, be withheld on this account 7. Participating Ministries are advised to inform candidates that offers of appointment issued are provisional subject to clearance from the cadre controling ‘authority regarding completion of verification oftheir character and antecedents, 8 While issuing offers of appointment, detailed instructions contained in Union Public Service Commission's letter referred to above and DOPAT's instructions, issued from time to time may be followed. In addition, clause relating to verification acceptance of caste certificates etc. may also’ please be incorporated in the appointment letters, 2 Copies of Scheduled Castes, Scheduled Tribes or OBC Certificates ‘submitted by the candidates claiming to beiong to the respective Categories have been placed in their respective dossiers by the UPSC itself. The clas of these candidates {or belonging to communities have been accepted by the Commission on the basis of {he original Certificates submitted by them, As cases have occurred where candidates ‘obtained the Scheduled Caste! Scheduled Tribe! OBC Certificates even though they did ot actually belong to these Communities, the Cadre Controling Authorities/Participating Ministies may, if they consider it necessary, vetfy further the Cofrectness of these documents. There may be some cases wiers though the OBC. certiicates have been issued to the candidates, the "Creamy Layer" status may be doubtful keeping in view the income! status of the parents of the candidates as per the declaration of the candidates vide column 15 in the Detailed Application Form. I's, therefore, requested that Participating Ministries may, in such cases, ensure thal {candidates do not attract “Creamy Layer" provision and offers of appointment to these candidates may be made after the MinisiyiGCA concerned salsfies itself in this respect also, 10, ‘Statement showing detalis of candidates whose canddature was accepted tinder age concession admissible to departmental candidates is gven in Annexure -V. ‘The fact oftheir continued employment in the department concemed may please be verified before issuing offers of appointment to them, 14 tis advised that arrangements for additional training and coaching to the Candidates belonging to the Scheduled Caste/Scheduled Tribe candidates except those whose names are given in Annexure -VI may please be made in terms of the Ministy of Home Affairs OM No. 2/11/55 ~ RPS dated 7 May 1995 ard in respect of OB, Candidates vide Commission's Order No. 3/08/2008-C.l dated 16.04 2004 so that they ‘may come up to the standard of other direct recruits appointed along with them, 12 As regards allocation of PH candidates, ia PH candidate is not available the vacancy has been alloted to the candidate of the category corcemed and only the ‘reservation should be carried forward (as the reservation for Pus ie horizontal), 13. UPSC may please be kept informed from time to time about the position of appointment of these candidates. Copies of offers of appointment as and wlten issued to them may please be endorsed to the UPSC and the dates of joining of candidates Page of ei. a may also be advised subsequently, Assessment reports on the work & performance of the candidates may be made avaliable to the Commission every year for a period of 5 years subsequent to their appointment. Copies of the Gazette Notfications appointing the candidates to the service to which they have been alloted may also be sent to the UPSC in due course. 14 ‘The candidate(s) may be informed that in case at any stage itis found that any Cerlfcate/Documentfestimonial etc. as furnished by himvher and having a bearing fon hisiher eligibility is not in ofder, his/her appointment shall be cancelled forthwith without prejudice to any punitive action under the relevant rues, 18, In case the candidates do not accept offer of appointments, their dossiers may please be returned to UPSC directly under intimation to this Office. Replacements against such candidates will nat be provided, It may slease be noted that UPSC has time to time relterated that Reserve list is not a waiting list to cater to vacancies arising out of other reasons such as candidates not turing up to join, being found medically unfit, left out on account of medical fitness for limited services, resignation or any other reasons. 18 ‘A responsible official wth due authority may please be deputed to collect the dossiers from Section Offier/E(GR}I, Room No, 305, Rail Bhavan Reisina Road, New Delhi-110004.
