BANKING SYSTEM IN INDIA

Important Points on RBI


 Reserve Bank of India is the Central Bank of the country.
 The Reserve bank of India was established on 1st April, 1935 with a capital of Rs.5 crore on
the recommendations of Hilton Young Commission. This capital of Rs.5 crore was divided
into 5 lakh equity shares of Rs. 100 each.
 The Reserve Bank of India was the general administration and direction of RBI is managed by
a Central Board of Directors consisting of 20 members.
 RBI has its headquarters at Mumbai.
 The Reserve Bank of India was nationalized on 01, January, 1949.
 RBI functions are governed by RBI act 1934.

 RBI generally reviews the monetary policy every three months on a quarterly basis.The
objective of monetary policy of RBI is to control inflation; discourage hoarding of
commodities and encourage flow of credit into neglected sector.
 Prime lending rate is not decided by RBI. Prime lending rate is decided by the individual
banks .
 The quantitative instruments of RBI are – bank rate policy, cash reserve ratio and statutory
liquidity ratio.
 RBI is lender of the last resort, it means that RBI advances credit against eligible securities.
 Government of India decides the quantity of coins to be minted. For issuing notes, RBI is
required to hold the Minimum Reserves System of Rs. 200 crore of which note less than Rs.
115 crore is to be held in gold.

Note :- The new Rs 500 and Rs 2000 bank notes: Prime Minister Narendra Modi announced
trashing of old Rs 500 and Rs 1000 bank notes to curb black money, RBI has released the details of
newly minted Rs 500 and Rs 2000 bank notes.

 The RBI will issue ₹ 500 denomination banknotes in Mahatma Gandhi (New) Series with
inset letter 'E' in both the number panels. The note will have the signature of Governor Dr
Urjit R Patel and will bear the year of printing '2016' and Swachh Bharat Logo printed on the
reverse of the bank note.
 The new size of the note is 66mm x150mm and the new colour of the note is stone grey.
 On the back side of the note, an image of the Red Fort with Indian flag has been placed.
 Other features include intaglio printing of Mahatma Gandhi portrait, Ashoka Pillar emblem,
bleed lines, circle with ₹ 500 in the right, and the identification mark to enable the visually
impaired person to identify the denomination.

Rs 2000 new currency:


 RBI will start distributing the new ₹ 2000 denomination banknotes in the Mahatma Gandhi
(New) Series, without the inset letter, bearing the signature of Governor Dr Urjit R Patel, and
the year of printing '2016' printed on the reverse of the banknote.
 The new note has Motif of Mangalayan (Mars mission) on the reverse. The colour of the
note is magenta and the size is 66 mm x 166 mm. Other key features include geometric
patterns aligning with the overall colour scheme, both at the obvers ..

Interest Rates decided By RBI


 Repo Rate: Repo rate is the rate of interest which is levied on short-term loans taken by
commercial banks from RBI. A reduction in the repo rate will help banks to get money at a
cheaper rate. When the repo rate increases, borrowing from RBI becomes more expensive.
 Reverse Repo Rate: This is exact opposite of Repo rate. Reverse repo rate is the rate at which
commercial banks
charge on their surplus
funds with RBI. Banks
are always happy to
keep money with RBI
since their money is in
the safe hands with a
good interest. An
increase in Reverse
repo rate can cause the
banks to transfer more funds to RBI due to these attractive interest rates.
 CRR Rate: Cash reserve Ratio (CRR) is the amount of cash funds that the banks have to
maintain with RBI. RBI is using this method (increase of CRR rate), to drain out the excessive
money from the banks.
 SLR Rate: SLR (Statutory Liquidity Ratio) is the amount a commercial bank needs to
maintain in the form of cash, or gold or government approved securities (Bonds) before
providing credit to its customers. SLR is determined and maintained by the RBI in order to
control the expansion of bank credit. SLR is determined as the percentage of total demand and
time liabilities.
 Bank Rate : Bank rate is the rate of interest which is levied on long term loans and advances
taken by commercial banks from RBI. Changes in the bank rate are often used by central
banks to control the money supply.

 MSF Rate:- MSF (Marginal Standing Facility) Rate is the rate at which banks can borrow
overnight from RBI. This was introduced in the monetary policy of RBI. Banks can borrow
funds through MSF when there is a considerable shortfall of liquidity. This measure has been
introduced by RBI to regulate short-term asset liability mismatches more effectively.
 MCLR (Marginal Cost of Funds based Lending Rate) : The RBI mandates Banks to
calculate the lending rate taking into account the marginal cost of funds. For transparency in
the cost of loans and in leading rates, RBI mandated bank to change from PLF (Prime
Lending Rate) to Base Rate and now it has changed it to MCLR system, in Base rate system,
It was left to the indicidual banks as to what cost it used, which typically was the average cost
of the funds. With MCLR system we would move closer to International manner of
Benchmark rates. It was started from 1st April, 2016
Factors for calculation of MCLR :
1. Marginal cost of funds (Marginal funds refer to money raised by banks in the last month
or quarter before the lending rate review)
(a) Interest at which banks borrow money i.e. repo rate (weightage 92%),
(b) Return on equity ( a measure of banks’ profitability) weightage 8%),
2. Negative carry on account of CRR (cost banks incur on account of keeping reserves with
RBI),
3. Operating costs
4. Tenure premium (longer the loan-term, higher the interest). The actual lending rate will
be MCLR plus spread (depending on credit risk of the borrower). Banks can review
MCLR once a quarter till March 2017, after which they will have to publish the MCLR on
a monthly baiss.
 RBI has changed interest rate - On 4 October 2016, the Reserve Bank of India in its 6th bi –
monthly policy review, key policy interest rates have changed on the basis of an assessment of
the current and evolving macroeconomic situation in the country.

Important Banking Concepts

 NOSTRO Account - A Nostro account is maintained by an Indian Bank in the foreign


countries.
 VOSTRO Account- A Vostro account is maintained by a foreign bank in India with their
corresponding bank.
 LIBOR (London InterBank Offered Rate): An interest rate at which banks can borrow
funds, in marketable size, from other banks in the London interbank market.
 CASA: CASA Stands for Current Account and Savings Account. The CASA ratio shows how
much deposit a bank has in the form of current and saving account deposits in the total
deposit. A higher CASA ratio means better operating efficiency of the bank.
 Dishonour of Cheque: No payment of cheque by the paying banker with a return memo
giving reasons for the non payment.
 CTS (CHEQUE TRUNCATION SYSTEM): CTS is basically an online image-based
cheque clearing system where cheque images and Magnetic Ink Character Recognition
(MICR) data are captured at the collecting bank branch and transmitted electronically.
Truncation means, stopping the flow of the physical cheques issued by a drawer to the drawee
branch.
 Fiscal Deficit: A deficit in the government budget of a country and represents the excess of
expenditure over income. So this is the amount of borrowed funds require by the government
to meet its expenditures completely.
 Non Performing Assets (NPA): An asset, including a leased asset, becomes non performing
when it ceases to generate income for the bank.The Duration of NPA declaration is of 90
days.
 IFSC: IFSC code means Indian Financial System Code. RTGS and NEFT payment system of
Reserve Bank of India (RBI) use these codes. IFSC code consists of 11 Characters identified
as under (Lets take an example of SBI, Madhapur Hyderabad):- First 4 digits show the
Identity of the bank. i.e. SBIN 5th digits in default as ZERO (for future use) i.e. 0 Last 6
Characters display the Branch Identity. i.e. 004187 So IFSC Code is SBIN004187
 MICR:MICR code means Magnetic Ink Character Recognition code which contains 9 digits,
like 380002006 appearing at the bottom of the cheque, following the cheque number. Each
Bank Branch has a unique MICR code. First 3 digits:- City PIN Code + Next 3 digits :Bank
Code +Last 3 Digits-Branch Code
 Commercial Paper: Commercial Paper (CP) is an unsecured money market instrument
issued in the form of a promissory note. Corporate, primary dealers (PDs) and the All India
Financial Institutions (FIs) are eligible to issue CP. Maturity period: between a minimum of 7
days and a maximum of up to one year from the date of issue. CP can be issued in

denominations of Rs.5 lakh or multiples thereof. Only a scheduled bank can act as an IPA
(Issuing and Paying Agent)for issuance of CP.
 Treasury Bills: Treasury bills (T-bills) offer short term investment opportunities. They are
useful in managing short-term liquidity. At present, the Government of India issues three
types of treasury bills through auctions, namely, 91 day,182 day and 364 day. There are no
treasury bills issued by State Governments. Treasury bills are available for a minimum
amount of Rs.25,000 and in multiples of Rs. 25,000. Treasury bills are issued at a discount
and are redeemed at par.
 Certificates of Deposit (CD): Certificate of Deposit (CD) is a negotiable money market
instrument and issued in dematerialised form or as a Usance Promissory Note against funds
deposited at a bank or other eligible financial institution for a specified time period.
 Note: CDs can be issued by (i) scheduled commercial banks{excluding Regional Rural Banks
and Local Area Banks}; and (ii) selected All India Financial Institutions (FIs) that have been
permitted by RBI Minimum amount of a CD should be Rs.1 lakh, and in multiples of Rs. 1
lakh thereafter. The maturity period of CDs issued by banks should not be less than 7 days
and not more than one year, from the date of issue.
 Participatory Notes or P-notes: are derivative instruments, used by Foreign Institutional
Investors (FIIs) who are not registered with SEBI. P Notes, mostly used by overseas HNIs
(High Net worth Individuals), hedge funds and other foreign institutions, allow them to invest
in Indian markets through registered Foreign Institutional Investors (FIIs), while saving on
time and costs associated with direct registrations.
 Debit: Meaning: (a record of) money taken out of a bank account.
 Debt: Meaning: money, which is owed to someone else, or the state of owing something:
 Payee: Meaning: a person who money is
paid to or should be paid to.
 Cheque: Cheque is a negotiable
instrument containing conditional order
to pay sum of money to the person
mentioned on it or to the bearer of the
instrument.
 Crossing: Two parallel lines drawn on
the top left corner of the cheque
 Account Payee Cheque: Account payee

 Mutilated cheque: It is a damaged cheque.
 Bounced Cheque: It is nothing but an ordinary bank check that any bank can refuse to encash
or pay because of the fact that there is no sufficient balance in the bank account of the
originator.
 At Par cheque: It is payable anywhere in India.
 Multi-city cheque: A cheque which is payable in any branch of a particular bank.

 Travelers Cheque: Cheques issued by a bank and function as cash but are protected against
loss or theft when travelling.
 Collateral: A borrower needs to provide some kind of security to the bank in case of high
ticket loans, such security is called collateral.
 ECS (Electronic Clearing Scheme) :- ECS is an electronic mode of funds transfer from one
bank account to another.It can be used by institutions for making payments such as
distribution of dividend interest, salary, pension, among others.It can also be used to pay bills
and other charges such as telephone, electricity, water or for making equated monthly
installments payments on loans a well as SIP investments. ECS can be used for bothcredit and
debit purposes.
 EMI (Equated Monthly Installments):EMI is equated monthly installment. EMI is monthly
basis repayment of the loan amount taken. A loan amount, be it home loan, car loan or
personal loan is paid back through a series of monthly payments. The monthly payment is in
the form of postdated cheques drawn in favour of lender. EMI are paid until the total amount
due is paid up. EMI is directly proportional to the loan amount taken and inversely
proportional to time period.
 OD(Over Draft):The word overdraft means the act of overdrawing from a Bank account. In
other words, the account holder withdraws more money from a bank account than has been
deposited in it.
 OMO (Open Market Operations): When the central bank chooses to buy or sell govt bonds
in the open market, in order to increase or decrease the amount of money as well as interest
rates in the banking system.
 POS (Point Of Sales): The place where sales are made. On a macro level, a point of sale may
be a mall, market or city. On a micro-level, retailers consider a point of sale to be the area
surrounding the counter where customers pay.Also known as "point of purchase".
 Basis points: It is the increase in interest rates in percentage terms. For instance, if the interest
rate increases by 50 basis points (bsp), then it means that interest rate has been increase by
0.50%. One percentage point is broken down into 100 basis points. Therefore, an increase
from 2% to 3% is an increase of one percentage point or 100 basis points.
 Bank For International Settlements - Established in 1930, it is the oldest international
financial organization, and was created to administer the transaction of monies according to the
Treaty of Versailles. Among others, its main goals are to promote information sharing and to
be a key center for economic research. The BIS is located in Basel, Switzerland, and has
representative offices in Mexico City and Hong Kong. Member banks include the Bank of
Canada, the Federal Reserve Bank and the European Central Bank.
 Floating Rate: An interest rate that is referenced to a market rate and is revised as per the
change in the interest rates in the economy. When interest rates in the economy rise, floating
rates rise and vice versa.
 Inflation: Decreasing the value of money in this state money looses the value hence prices
will go up
 CBS (Consolidated Banking Statistics/Core Banking Solution):- CBS Is the process which is
completed in a centralized environment i.e. under which the information relating to the
customer account like financial dealings, profession, income, family members, etc. These info
is stored in a central server of the bank which is available to all the networked branches
instead of the branch server. The word CORE in CBS stands for Centralized Online Real
Time Exchange.
 NFA (Non-Foreign Exchange Assets) :The value of overseas assets owned by a nation,
minus the value of its domestic assets that are owned by foreigners, adjusted for changes in
valuation and exchange rates.A nation's Net Foreign Assets (NFA) position is also defined as

the cumulative change in its current account over time. The net foreign assets position
indicates whether the nation is a net creditor or debtor to the rest of the world. A positive NFA
balance means that it is a net lender, while a negative NFA balance shows that it is a net
borrower. An alternative definition of
“Net Foreign Assets” from the World
Bank is that it is the sum of foreign
assets held by monetary authorities
and deposit money banks, less their
foreign liabilities.
 Self Help Group is a homogeneous
group of micro entrepreneurs with

amount they can conveniently save

agree to contribute to a common fund

 Banking Ombudsman Scheme 2006:- The Banking Ombudsman Scheme enables an
expeditious and inexpensive forum to bank customers for resolution of complaints relating to
certain services rendered by banks. The Banking Ombudsman is a senior official appointed by
the Reserve Bank of India to redress customer complaints against deficiency in certain
banking services. All Scheduled Commercial Banks, Regional Rural Banks and Scheduled
Primary Co- operative Banks are covered under the Scheme.
 India Security Press ( Nasik stamps)- Postal Material, Poatal Stamps, Non-Postal Stamps,
Judicial and Non-judicial Stamps, Cheques, Bonds, NSC, Kisan Vikas Patra, Securities of
State Governments, Public Sector Enterprise and Financial Corporations.
 Security Printing Press (Hyderabad)- Established in 1982 for meeting the demand for postal
Material by southern states It also fulfils the demand for Union Excise Duty Stamps of the
Country.
 Currency Notes Press (Nasik Road) – Since 1991, this press prints currency notes of Rs 1,
Rs.2, Rs.5, Rs.10, Rs.50, and Rs.100. (Earlier printing of Rs.50, and Rs.100 currency notes
was not done here).
 Bank Notes Press (Dewas)- Currency notes of Rs.20, Rs.50, Rs.100 and Rs.500 are printed
here.
 Modernized Currency Notes Press –two new modernized currency notes press are under
establishment at Mysore (Karnataka) and Salboni (West Bengal).
 Security Paper Hoshangabad (Established in 1967-68) makes production of bank and
Currency notes paper. Coins are minted at four places- Mumbai, Kolkata, Hyderabad and
Noida.

 PRIORITY SECTOR LENDING: In India every Domestic Commercial Bank has to lend
40% of its total lending (NBC = Net Bank’s Credit) to the Priority Sector and Foreign Bank
also have to provide 40% to these sector Indian banks have to lend 18% to Agricultural Sector
and 10% to Weaker Sections. Priority Sector includes SC/ST, Minority Community, Small &

 CURRENCY PEG: Means a fixed exchange rate. A fixed exchange rate is usually used to
stabilize the value of a currency against the currency it is pegged to this makes trade and
investments between the two countries easier and more predictable and is especially useful for
small economies. A country’s exchange rate regime under which the government or central
bank ties the official exchange rate to another country’s currency (or the price of gold) the
purpose of a fixed exchange rate system is to maintain a country’s currency value within a
very narrow band. Also known as pegged exchange rate.
 Fiscal Deficit: This is the gap between the Government’s total spending and the sum of its
revenue receipts and on-debt capital receipt. It represents the total amount of borrowed funds
required by the Government to completely meet its expenditure The gap is bridged through
additional borrowing from the Reserve Bank of India, issuing Government securities etc.
Fiscal deficit is one of the major contributors to inflation.
 Primary Deficit: The primary deficit is the fiscal deficit minus interest payments. It tells how
much of the Government’s borrowings are going towards meeting expenses other than interest
payments.
 Deficit Financing: It is a practice resorted to by modern government of spending more money
than it receives in revenue. It is a policy of bridging a deficit between governments
expenditure and revenue Deliberately budgeting for a deficit is called deficit financing This
practice was popularized by Prof. J. M. Keynes to deal with the depression and
unemployment situations and to stimulate economic activity deficit financing, though having
inflationary effects has now become a common practice in all countries.
 Asset Management Companies:-A company that invests its clients' pooled fund into
securities that match its declared financial objectives. Asset management companies provide
investors with more diversification and investing options than they would have by themselves.

Mutual funds, hedge funds and pension plans are all run by asset management companies.
These companies earn income by charging service fees to their clients.
 Liquidity Adjustment Facility(LAF):- A tool used in monetary policy that allows banks to
borrow money through repurchase agreements. This arrangement allows banks to respond to
liquidity pressures and is used by governments to assure basic stability in the financial
markets.
 Bancassurance:- It is the term used to describe the partnership or relationship between a bank
and an insurance company whereby the insurance company uses the bank sales channel in
order to sell insurance products.
 Balance of Trade:- The value of a country’s exports minus the value of its imports.
 Balance of Payments:- A list of all of a country’s international transactions for a given time
period, usually one year. Payments into the country (receipts) are entered as positive numbers,
called credits;Payments out of the country (payments) are entered as negative numbers called
debits. A single numbers summarizeall of a country’s international transactions.
 IMPS:- Immediate Payment Service. It is an instant inter bank electronic fund transfer service
through mobile phones. Both the customers must have MMID (Mobile Money Identifier
Number).
 NBFC:-A Non-Banking Financial Company (NBFC) is a company registered under the
Companies Act, 1956 engaged in the business of loans and advances, acquisition of
shares/stocks /bonds /debentures/securities issued by Government or local authority or other
marketable securities of a like nature, leasing, hire-purchase, insurance business, chit fund
business.
Difference between BANK & NBFC:
NBFCs lend and make investments and hence their activities are akin to that of banks; however
there are a few differences as given below:
 NBFC cannot accept demand deposits;
 NBFCs do not form part of the payment and settlement system and cannot issue cheques
drawn on itself;
 Deposit insurance facility of Deposit Insurance and Credit Guarantee Corporation is not
available to depositors of NBFCs, unlike in case of banks.

NEFT AND RTGS


 NEFT: National Electronic Funds Transfer (NEFT) is a nationwide payment system
facilitating one-to-one funds transfer. Under this Scheme, individuals, firms and corporates
can electronically transfer funds from any bank
branch to any individual, firm or corporate having
an account with any other bank branch in the
country participating in the Scheme.
 Limit using NEFT:
 There is no limit – either minimum or maximum –
on the amount of funds that could be transferred
using NEFT.
 However, maximum amount per transaction is
limited to Rs.50,000/- for cash-based remittances
and remittances to Nepal.
 RTGS: Real Time Gross Settlement, which can be
defined as the continuous (real-time) settlement of
funds transfers individually on an order by order basis (without netting). 'Real Time' means

the processing of instructions at the time they are received rather than at some later time;
'Gross Settlement' means the settlement of funds transfer instructions occurs individually (on
an instruction by instruction basis).
 Limit using RTGS:
 The RTGS system is primarily meant for large value transactions. The minimum amount to
be remitted through RTGS is Rs. 2 lakhs.
 There is no upper ceiling for RTGS transactions.

RTGS vs NEFT
NEFT is an electronic fund transfer system that operates on a Deferred Net Settlement (DNS) basis
which settles transactions in batches. Contrary to this, in the RTGS transactions are processed
continuously throughout the RTGS business hours.

population in the world. India's central bank made the proposal in its annual report, marking a
shift in stance by the RBI, which has previously said Islamic finance could be offered through
non-bank channels such as investment
funds or cooperatives.
 RBI allows banks to issue Masala
bonds : The Reserve Bank of India
(RBI) announced a raft of measures to
boost investor participation and
market liquidity in both the corporate
bond and currency markets. The
central bank will allow commercial
banks to issue rupee bonds in overseas
markets — known as Masala bonds,
both for their capital requirement and
for financing infrastructure and
affordable housing.
 RBI curbs large loans to single group :
RBI announced a series of measures
to prevent banks from building up
large exposures to a few big
corporates and move them to the bond
market. The measures come after a
handful of distressed borrowers wiped
out profits of several banks due to large loans going bad. As a first step, the RBI proposed to
cap the exposure limit of banks to a single borrower group at 25% of lenders equity capital. At
present, banks can go up to 55% of their tier-I capital in case of infra loans. Whereas in the
case of individual entities, the limit has been raised from 15% to 20%.
 RBI Clears Unified Payment System : RBI cleared a Unified Payment System, - a platform
which links bank account numbers to virtual payment addresses (aliases), helping one to use
the app to access one's accounts in different banks. The UPI-enabled app in effect turns one's
smart phone into a bank and has come as a boost to a cashless economy. Anyone can now
send money to others without even knowing the recipient's account number using an email-
like alias through a mobile banking app.
 RBI eases priority sector norms to boost cash flow to MSMEs : The Reserve Bank included
factoring transactions under priority sector lending with an aim to increase cash flow to small
and medium enterprises. Factoring is a type of financial transaction and debt or finance in
which a business sells its invoices to a third party, called a factor, at a discount.
 RBI committee to study household finances: The RBI set up a committee which will study
various facets of household finance in India. The committee will have representatives of
financial sector regulators such as SEBI, IRDAI, and PFRDA apart from RBI. The committee
will be chaired by Dr. Tarun Ramadorai, Professor of Financial Economics, University of
Oxford, and will have representation from financial sector regulators.
 RBI launches portal to curb illegal money pooling, deposit taking by firms: To address the
menace of illegal deposit taking/ money pooling, the Reserve Bank of India along with other
financial sector regulators launched a website www.sachet.rbi.org.in. It will enable members
of the public to obtain information regarding entities that are allowed to accept deposits, lodge
complaints and also share information regarding illegal acceptance of deposits by
unscrupulous entitles.

will be renamed as the Prohibition of Benami Property Transactions, PBPT, Act, 1988. The
new legislation provides for seven years imprisonment and fine for those indulging in illegal

 Finance Ministry announced sixth tranche of sovereign gold bonds. The duration of the bond
will be for a period of eight years with exit option from the fifth year to be exercised on the
interest payment dates. Minimum investment of 1 gm will be allowed while the maximum

► India, Mauritius sign protocol to amend the DTAA


India and Mauritius on May 10, 2016 signed a protocol at Port Louis to amend the Double
Taxation Avoidance Agreement (DIM), under which capital gains earned by a Mauritian entity
will be taxable in India at the full domestic tax rate from financial year 2019-20 onwards.
The island nation with just 1.3 million people was the biggest single source of foreign direct
investment into India in 2014.15, accounting for about 24 per cent of $24.7 billion FDI. Singapore
accounted for 21 per cent.

► India, Maldives discuss ways to maintain peace In Indian Ocean


India and Maldives on August 16, 2016 discussed strategic perspectives for maintaining peace
and security In the Indian Ocean region amidst China's efforts to increase its footprint even as
Maldivian Foreign Minister Mohamed Asim briefed the Indian side of the recent developments in
his country.
The two ministers reaffirmed their resolve to continue strengthening the bilateral partnership
between India and Maldives, with the visiting dignitary emphasising that his visit was in line with

India and Maldives on April 11, 2016 signed two agreements for the Exchange of Information
with respect to Taxes and for the Avoidance of Double Taxation of Income derived from the
International Air Transport during the visit of the President of Maldives to the national capital.
The Agreement for the Exchange of Information with respect to Taxes is based on international
standards of transparency and exchange of information. It covers taxes of every kind and
description imposed by India and Maldives. The Agreement enables exchange of information,
including banking information, between the two countries for tax purposes, which will help curb
tax evasion and tax avoidance.

► Afghan Resource Centre established In JNU


With an aim to boost studies on India-Afghanistan relations, an Afghan Resource Centre was in
June, 2016 established at Delhi's Jawaharlal Nehru University. It has been established by India-
Afghanistan Foundation. It provides a fine library and free Internet connection for students.

► India approves $318 million loan for Sri Lanka Railways


India on July 27, 2016 approved a $318 million loan for Sri Lanka Railways to upgrade its
communications system and rolling stock in the Tamil-dominated north.
The Sri Lankan Cabinet had approved a proposal by Prime Minister Rang Wickremesmghe to
enter into an agreement with Exim Bank of India for the loan. India has already given loans of
about $996 million to develop Sri Lanka's railway service which were used to improve northern
and southern railway lines and buy engines and power sets.

► India, Sri Lanka agree to start talks for ETCA


India and Sn Lanka on July 4, 2016 agreed to start negotiations on fast-track basis for the
proposed Economic and Technology Cooperation Agreement (ETCA) and conclude the talks
before end of the year.

► 1st cargo truck from Bangladesh arrives in Delhi


In a historic event, the first Bangladeshi vehicle
laden with imported consignment rolled into a customs
depot in New Delhi on September 5, 2016 as part of an
accord that has done away with trans-shipment of
goods from one country's truck to another at
international borders, a time consuming and costly
process.
It has been made possible under the Bangladesh-
Bhutan-lndia-Nepal (BBIN) Motor Vehicles
Agreement, which was signed in June last year. The
measure would also allow the BBIN region to fully
exploit its potential for integration through trade. The
truck had left Dhaka on August 27 and entered India
through Petrapole land border in West Bengal.

► Bangladesh, India sign agreement for joint coal fired power plant
Bangladesh-India Friendship Power Company (Pvt) Limited (BIFPCL), a joint venture
enterprise. Inked the deal with Bharat Heavy Electricals Limited (BHEL). BHEL was selected
under an open international tender for constructing the super thermal plant at Bangladesh's
Southwestern Rampal near the Sundarbans. India's Exim Bank will provide $1.49 billion for the

project, scheduled to start generating power in 2019.

► India-Bangladesh transit facility becomes operational


India-Bangladesh transit facility, under the revised Inland Water Transit and Trade Protocol,
became operational. A ship from Kolkata carrying 1000 tonnes of steel and iron sheets reached
Ashuganj riverport in Bangladesh on June 15. From there it transit through Bangladesh territory
and reached its destination in Tripura on June 19.

► India-Bangladesh feeder service begins


The maiden coastal feeder service between India and Bangladesh commenced alter facing a
minor hitch, at Chittagong Port in Bangladesh. As per the schedule, MV Harbour-1, the container
vessel owned by Neepa Paribahan, was to arrive at Krishnapatnam Port in Andhra Pradesh.

► India, Bhutan to renew bilateral trade, transit pact


India and Bhutan on July 6, 2016 agreed to renew their bilateral 10-year agreement on trade,
commerce and transit, which is expiring at the end of July, following two days of talks that
concluded in New Delhi. Till the new agreement is signed after obtaining the necessary internal
approvals, both sides decided to extend the existing one by a year. During the last financial year,
India exported goods worth over $440 million to Bhutan and imports were valued around $280
million.

►India, China hold Financial and Economic Dialogue


China and India on August 19, 2016 held their 8th high-level Financial and Economic Dialogue
in Beijing to strengthen trade and economic cooperation, with the two fast-developing nations. In
both the countries in which officials of both the countries brief each other about their economic
and fiscal policies and discuss issues of structural reforms and bilateral investment flows and
economic cooperation.

► India-Thailand review entire gamut of diplomatic relations


The two sides held deliberations on the entire gamut of bilateral relations, including the follow
up of the outcomes of the recent state visit of Thai Prime Minister General Prayut Chan-O-Cha.
Issues were discussed included celebration of 70th anniversary of diplomatic relations next year.

Thailand Prime Minister General Prayut Chan-O-Cha arrived in New Delhi on June, 2016.
Following the talks two agreements, Executive Programme of Cultural Exchange (Extension of
CEP) for 2016-2019 and an MoU between Nagaland University and Chiang Mai University,
Thailand, were signed.
Trade and attracting investments from Thailand were high on the agenda. Bilateral trade In the
last 15 years has grown eight times and currently it is $7.93 billion. India's export to Thailand is
worth about $2.63 billion and India's imports amount to nearly $5.3 billion.

► Japan relaxes visa rules for Indians


As India gives visa-on-arrival to the Japanese, Tokyo on March 5, 2016 responded by further
relaxing conditions for multiple-entry visas for short-term stay for ordinary Indian passport
holders. Last month, Japan extended the validity period of such visas from a maximum of three
years to five years. The validity of visas for business purposes and also for "cultural and
intellectual figures.' has been extended from 5 to 10 years.

Ministry of Science and Technology on May 27, 2016 signed MoU with Horticulture Innovation
Australia for launching a joint funding call. The funding commitment from BIRAC and
Horticultural Innovation is up to 6 million Australian dollars over a period of three years.

► India 50 yrs behind edu goals: UN


India will be half a century late in achieving its universal education goals. according to a
UNESCO report released on September 5, 2016. This means the country will achieve universal
primary education by 2050, universal lower secondary education In 2060 and universal upper
secondary education in 2085.
The 2030 deadline for achieving sustainable development goals will be possible only if India
introduces fundamental changes in the education sector, the Global Education Monitoring (GEM)
report says. The report says over 60 million children in India receive little or no formal education
and the country has over 11.1 million out-of-school stu dents in the lower secondary level. the
highest in the world.

► UN issues stamp to mark M S Subbulakshmi's birth centenary


To honor the legacy of India's carnatic music legend m S Subbulakshmi, the UN issued a stamp
to mark her birth centenary on August 15, 2016, coinciding with the celebrations of India's 70th
independence day. This year also marks the 50th anniversary of Subbulakshmrs performance at the
UN.

► UNESCO adds three new Indian sites to World Heritage List


UNESCO on July 17, 2016 listed Chandigarh's Capitol Complex and Sikkim's
Khangchendzonga National Park IKNP), home to the world's third highest peak Mount
Khangchendzonga, among its World Heritage Sites. The listing was announced at the 40th session
of The World Heritage Committee meeting in Istanbul, Turkey.
Khangchendzonga National Park (KNP) is the first 'mixed' heritage site from India to make it to
the list. A 'mixed site' exhibits qualities of both natural and cultural significance.
India now has 35 sites, Including 27 cultural properties, 7 natural sites and 1mixed site,
notified as World Heritage Sites.

►India joins Shanghai Cooperation Organisation (SCO)


India, along with Pakistan. signed the memorandum of obligations in June , 2016 at Tashkent,
thereby starting the formal process of joining the Shanghai Cooperation Organisation ISCO) as a
full member. They are expected to become full members by the next meeting at Astana in 2017.

► India's bid to join Nuclear Suppliers' Group failed

known as the International Code of Conduct Against Ballistic Missile Proliferation.

► Indian Aviation Academy acquires full member status at ICAO program


Indian Aviation Academy (IAA), a joint venture of the Airports Authority of India (AM),
Directorate General of Civil Aviation (DGCA) and Bureau of Civil Aviation Security (BCAS) in
June , 2016 acquired full member status at ICAO program. International Civil Aviation
Organization (ICAO), a body of United Nations, has awarded Full Member Status to IAA under
TRAINAIR PLUS Program.

► India to assume vice-chair for Kimberley Process in 2018


India was elected to assume the Vice-Chair for Kimberley Process (KP) in 2018 and the
position of Chair in 2019. EU will assume responsibility as KP Vice-Chair in 2017 and as KP
Chair in 2018.
KP is a joint initiative of the governments, industry and civil societies to stem flow of 'conflict
diamonds' the rough diamonds used by rebel movements to finance wars against legitimate
governments.

► India and WHO sign pact for promoting Traditional Systems of Medicine
Ministry of AYUSH, India and the World Health Organization (WHO) on May 13. 2016 signed
an historic Project Collaboration Agreement (PCA) for cooperation on promoting the quality,
safety and effectiveness of service provision in traditional and complementary medicine.
The PCA was signed to Geneva. The PCA alms to support WHO in the development and
implementation of the 'WHO Traditional and Complementary Medicine Strategy: 2014-2023' and
