RE: September 20, 2018 Incident Involving Presumed Hurricane Florence Displaced Victims
Please be advised that this Memorandum is to serve two purposes: to provide factual aecount/substantiation
as it pertains to the incident that occurred on Thursday evening, September 20, 2018 through Wednesday,
September 26, 2018 and serve as a descriptive commentary for City Council members to utilize.
On Thursday, September 20, 2018 at 4:59 pm I was informed oy I cn City
Manager of a possible situation involving displaced citizens from Hurricane Florence transported to
the Wayne County Library’s comer bus stop by Goldsboro-Wayne Transportation Authority
(GWTA) without shelter options from the information relayed to him by Councilman Antonio
Williams c location, I made five (5) calls: one to Pastor [AEE Bricige Church;
to — | Bethel Church; —_—aal Fordham House, to the Men’s Shelter,
Salvation Atmy; and to the Shelter Supervisor, Emergency Operation Center to gather additional
information and obtain a preliminary list of resources,
Left a message for Pastor nd the Shelter Supervisor detailing the matter at hand and the need
for assistance. I was informed during my calls with Pastor the Fordham House, and the
Salvation Army of their inability to assist at this time. In the case of the Fordham House and the
Salvation Army, they were full to capacity and the Bridge’s capacity/resources were directed with
assistance elsewhere related to Hurricane Florence.
Upon arriving on location, 1 observed ten individuals with numerous bags, a reporter, Councilman
Williams, and Ms. (EEE Before exiting my vehicle where I had parked across the street in
the adjacent driveway of First Presbyterian Church, I received a call from [EEE Office of
Emergency Services Director returning my previous call. I informed Mr. Mot the current
ituation and he informed me of the following information:
@ ‘The ten individuals in question had been determined from the intake process upon their
arrivals to the Shelters as pre-disaster homeless individuals and not displaced individuals of
Hurricane Florence. Therefore, once the Shelters were no longer operational, Wayne County
could not continue (o provide shelter to those individuals beyond an open site, Only victims of
Hurricane Florence could transition to State or Federal temporary housing options. Each
individual was informed of this impending situation by Shelter Social Workers several days in
advance and during the intake process. They were offered possible services to assist them
‘once the Shelters permanently closed and were informed of locations/agencies that could
assist pre-disaster homeless individuals with sheltering (ie., Fordham House and Salvation
Army).
