1. INTRODUCTION
Greetings from Manipal Academy of Higher Education (MAHE), Manipal to all the candidates who have
appeared for Manipal Entrance Test (MET) 2019.

We welcome all successful candidates for BTech Common Counseling 2019. All the candidates are requested
to read the instructions carefully, before participating in the counseling process.

1.2 Eligibility Criteria


The candidates who fulfill the following eligibility criteria can participate in the 2019 counseling process
 Candidate should have MET 2019 rank

 Candidate should have passed in 10+2 / A Level / International Baccalaureate (IB) / American High
School Diploma o r equivalent examination from a recognized board with Physics, Mathematics and
English as compulsory subjects.
 Candidate should have minimum aggregate marks of 50 % in Physics, Mathematics and one of the
optional subjects (as mentioned 1.2.1) put together. In each of these subjects, candidates should
have scored at least minimum pass marks prescribed by the board.
 Candidates have appeared for 10+2 / A Level / IB / American High School Diploma or Equivalent board
examination and are awaiting their results, are also eligible for the counseling provided they fulfill the
above criteria when their result are declared. Results MUST be made available to us, on or before 15
June, 2019.

Note:
 If a candidate fails in one / more subjects in 10+2 / A Level / IB / American High School Diploma, he /
she is NOT eligible to participate in the counseling. Allotted Seats to students awaiting their results, will
be cancelled immediately if they do not fulfill the above eligibility criteria.
 For Candidates who possess a Senior Secondary Certificate from any Foreign Board / University and
seek admission, are required to apply and obtain a certificate from the Association of Indian
Universities (AIU) www.aiu.ac.in certifying that the examination passed is equivalent to the Indian
Senior Secondary Examination. This certificate has to be submitted at the time of Counseling.

1.3 Counseling Process


Counseling involves 7 rounds as follows
 Round 1 (Physical round) requires Physical presence of the Candidates at any one of the 4 Counseling
venues for Registration, Document Verification, Branch selection & Fee payment and Hostel booking* (
* - if required).
 Round 2 to 5 (Online round) applicable for only those candidates who have registered in Round 1. Fresh
registration is also possible in 5th round.
 Round 6 (Intra Institute round) applicable for those candidates who have taken admission and
attending the classes in the respective Institutes.
 Round 7 (Spot round) applicable for Candidates who have not taken admission in any of the 3
campuses.

1.3.1 Counseling Venues


The candidates are required to report to any one of the Counseling venues as per the counseling schedule in
1.3.2. For the first round of counseling, there will be four venues viz. Manipal, Sikkim, Jaipur and Hyderabad.

*If original eligibility document is not available, candidates can bring the internet copy of the marks card
duly attested by the college principal. (In case of internet copy of results, candidates are required to provide
the userid and password to verify the results online in website / portal of respective board).
Qualification obtained from Boards established by: (i) An Act of Central/State Government, (ii) A Gazette
Notification of Central/State Government, (iii) Executive orders issued by Central/State Government are only
considered.
If a Result awaited Candidate fails in any one of the subject(s), he/she is required to inform the Admissions
Office MAHE Manipal at admissions@manipal.edu immediately after declaration of the results. The allotted
seat will be cancelled, Candidate will be out of counseling temporarily and permitted to enter only in the 5th
round on fulfillment of the eligibility criteria.

3. COUNSELING PROCEDURE
There are seven rounds of counseling: Round 1 (Physical round), Rounds 2 – 5 (Online rounds), Intra-institute
sliding (Physical round) and Spot Round (Physical round). Depending on the vacancy (if any), an additional
round of counseling may be conducted before / after the Spot round.

Candidates will have to confirm their participation in the Counseling process by logging into
https://counseling.manipal.edu and update the Candidate profile details
 Marks obtained in Mathematics, Physics, English and any one of optional subjects
 Demand Draft Details (DD Number, Date, Amount)
 Tentative reporting venue. (This is only for planning arrangements at Counseling venue)

On completion of data entry candidates MUST download, print and bring the hard copy of Common
Registration Form for the Registration and Document verification process at the preferred Counseling venue.

All candidates will receive an email / SMS on activation of Counseling portal. Candidates will have to be
physically present at the Counseling venue for Registration and Document verification in order to be eligible
for Rounds 1 – 5.

3.1 First round of counseling (31th May - 9th June 2019): Physical round
 Registration
The physical presence of the candidate at the counseling venue is mandatory. If a candidate is unable to be
physically present for the counseling due to unavoidable circumstances, he / she may authorize another
individual to represent him / her at the counseling. The authorized representative MUST carry the letter
of authorization (Appendix C) and all the documents listed in under Table 3. Candidate / Authorized person
should be physically present at the counseling venue for Document verification. This registration will be valid
for the first 5 rounds of counseling.

 Document Verification
The candidates MUST produce all documents in originals for verification (Table 3) along with one set of self-
attested photocopies and 2 recent passport size photographs. The original documents will be returned after
the verification.
If original eligibility document is not available, candidates can bring the marks card issued by the college
principal, duly attested.
If result is awaited, candidates are required to submit a letter from the college principal stating that the
Board result is yet to be announced.
In case of internet copy of result, you are required to provide the userid and password to verify the
results online in website / portal of respective board

 Fee Payment
The 1st installment Program fee of Rs 3,35,000/- is to be paid by submitting TWO separate account payee
demand drafts (DD) in favor of Manipal Academy of Higher Education payable at Manipal or Udupi as follows,
irrespective of choice of campus made. NO other Demand Drafts will be accepted.

o Rs. 3,25,000/- towards first year Program Fee
o Rs. 10,000/- towards Caution Deposit / Waitlist Deposit

Note:
a. Both the demand drafts must be submitted along with the documents during document verification
irrespective of the Scholarship eligibility.
b. If a candidate takes a seat, Rs.10,000 will be considered as Caution deposit. While if a candidate does
not take a seat and chooses to only waitlist, Rs.10,000 will be considered as Waitlist Deposit.
c. After class commencement at MU Jaipur / SMIT Sikkim, the excess fee paid by the students at the time
of Counseling will be refunded or adjusted towards Hostel / Mess / Second year fee.

 Seat Allotment
Seat will be allotted as per MET 2019 Rank and subject to seat availability. On seat allotment, both the DD’s
(Rs. 3,25,000/- and Rs. 10,000/-) will be retained. Provisional Admission order and receipt(s) for the payment
made, will be given to the candidate on completion of the admission process.

After seat allotment, candidates who require hostel facility should contact the Chief Warden’s Office
of the allotted institution for hostel enrollment. The url’s for booking the hostels will be made available at the
hostel counters at the counseling venues.

Candidates should report to the allotted Institute on or before the Reporting date mentioned in the
Provisional Admission order.

Note
Mere inclusion in the merit list and call for counseling does not guarantee allotment of Seat. This will exclusively depend
on the candidates all India rank, the number of candidates attending the counseling, their choice of course / institution
and the number of seats available.

 Waitlist
The following candidates are eligible for waitlist
(i) Registered candidates who have taken / got a seat in first round and wish to participate in subsequent
rounds of counseling (Provisionally admitted candidates)
(ii) Registered candidates who have not taken / got the seat in the first round by submitting DD of Rs.10,000
at the time of seat allotment. (Waitlisted candidates)

Note: Candidate cannot opt to waitlist for a branch that is currently available for selection at the time of
seat allotment, on the day of counseling. For example, if seat(s) in BTech Computer Science at MIT Manipal
are available, Candidate CANNOT waitlist BTech Computer Science at MIT Manipal at the time of seat
allotment, on the day of counseling. Waitlisting is only possible after all seats in the branch of interest, are
NOT available for selection at the time of seat allotment, on the day of counseling.

 Waitlist Procedure
(i) The wait listing process for 2nd, 3rd and 4th rounds is online and is only for candidates who have physically
visited the Counseling venue and registered for the 1st round.

(ii) Candidates who have taken / got a seat in first round and wish to participate in subsequent round(s) of
counseling, can opt for waitlist without any further additional payment.
(iii) First round registered candidates who have not taken / got the seat in the first round, can opt for
waitlist with DD payment of Rs.10,000/- as waitlist deposit. In case the candidate is not allotted any seat
in any rounds of counseling, the waitlist deposit will be refunded within 1 month of completion of all
rounds of Counseling. For this the candidates are required to update the Account details (Name of the
account holder, A/c Number, Bank Name, Branch Address and IFSC code) in the Counseling portal by 15
August 2019. The site is Safe and Secure.
(iv) Arrangements will be made at the Counseling venues, for the candidates to fill up the online waitlist
form by giving choices as per their order of campus / branch preference
(v) For online waitlisting, Candidates must login to https://counseling.manipal.edu with Application number
as login ID and OTBS password as password. The candidate can fill in as many choices as possible from
the list as per preference and must click on SAVE / UPDATE button. Clicking the SAVE / UPDATE button
will lock the options provided for that round. Hence, Candidates are requested NOT to fill in the choices
of branches / institutes in which they are NOT interested.
(vi) If the candidate wants to participate in the subsequent round of counseling, he / she can login to the
candidate portal https://counseling.manipal.edu and modify the choices, and click on SAVE / UPDATE
button and MUST lock the choices. If a candidate does not modify his / her choices, then the choices
given in the previous round will be considered for the next round of seat allotment until fifth round of
counseling.
(vii) However, if the candidate remains unallotted after the fifth round seat allotment, then he / she will
be eligible for spot round only. The choices provided will become null and void on completion of fifth
round.
(viii) If the candidate forgets the password, click on “forgot password” to receive the password via SMS and
e-mail

3.2 Second, Third and Fourth Rounds of Counseling (18 June - 06 July 2019): Online
The following first round registered candidates are eligible for second, third and fourth round of counseling
 First round registered candidates who have secured a seat (Provisionally admitted candidates) and willing
to participate in the next round(s)
 First round registered Candidates who have not secured a seat (waitlisted candidates) and willing to
participate in the next round(s)

3.2.1 Filling / Modifying Filled Choices


 For Filling / Modifying Filled Choices, Candidates must login to https://counseling.manipal.edu with
Application number as login ID and OTBS password as password. The candidate can fill in as many choices
as possible from the list as per preference and must click on SAVE / UPDATE button to save the changes.
 Candidates are advised to click on LOCK CHOICES button to lock their choices before the deadline. If a
candidate fails to lock the choices within the stipulated time, last saved choices will be automatically
locked after the deadline. Hence, Candidates are advised to fill in the choices (institutes and branches)
of their interest only.
 Seats will be allotted as per MET 2019 rank, availability of vacancy and choice. All candidates MUST login
to portal https://counseling.manipal.edu to check the Seat Allotment status as per Counseling schedule

(Table 2). Non receipt of SMS / Email confirmation will not be considered as a reason for nonpayment
of tuition fee within specified deadline.
 Once the seat is allotted
o If the Provisionally admitted candidate gets upgraded to a new branch in subsequent round(s),
 The previously allotted branch will be cancelled, The provisional admission order of the
previous branch will be null and void
 The candidate can download the new Provisional Admission order from the Counseling
portal.
 There is no provision to the candidate to revert back to the previously allotted branch.
 If the candidate wishes to withdraw, they are required to complete the withdrawal process
in the Counseling portal https://counseling.manipal.edu and the fee paid will be refunded
as per refund policy. On withdrawal, the candidates will be out of Counseling process and
will now be considered as Withdrawn candidates.
o If the waitlisted candidate gets a seat allotment for the first time,
 The candidate has to confirm / accept the seat by paying the first year Program Fee (Rs.
3,25,000) via Online / RTGS within the deadline for that round (Transaction charges to be
borne by the applicant). On receipt of payment and confirmation by the University, the
candidate can download the Provisional Admission order from the Counseling portal. The
waitlisted candidate will now be considered as Provisionally admitted candidate.
 On seat allotment, if the first year Program Fee (Rs. 3,25,000) is not paid before the
deadline specified for that round, candidate is out of the counseling process and will also
forfeit the waitlist deposit of Rs. 10,000. These candidates will now be considered as
Exited candidates with forfeiture of waitlist deposit.

3.3 Fifth round of Counseling (06 – 14 July 2019): Online


The following candidates are eligible for fifth round of counselling
 Candidates who have not registered during the first round i.e; they are participating in the counseling for
the first time (New Registrants)
 Already Registered candidates (Provisionally Admitted / waitlisted) candidates
 Withdrawn candidates and Exited candidates with forfeiture of waitlist deposit - Candidates who have
Withdrawn / exited with forfeiture of waitlist deposit. On rejection of allotted seat (by Provisionally
Admitted / Waitlisted candidates), Re-entry is possible only in the Fifth / Spot round as new registrants by
paying waitlist deposit of Rs.10,000 online.

3.3.1 New registrants


 Register online at https://counseling.manipal.edu (Use application number as login ID and OTBS password
as password)
 The registration process involves three steps: filling the Common Registration Form, payment of wait-list
deposit, choice filling and locking

3.3.1.1 Filling Common Registration Form


 Mention 10+2 Board name as given in the list of recognized boards.
 If 10+2 Board marks are available, enter maximum marks, minimum marks, and marks secured in Physics,
Mathematics, English and any one of the optional subjects listed in section 1.2.1.

 Candidate can also provide additional e-mail id and / or mobile number.
 Click “SAVE / UPDATE” to proceed to the next step

3.3.1.2 Payment of the wait-list deposit


 New Registrants must pay the waitlist deposit of Rs. 10,000/- online. (Transaction charges to be borne by
the applicant)
 After a successful payment of the wait-list deposit, the candidates will be permitted to fill the choices as
per section 3.2.1

3.3.2 Already Registered candidates


 Already registered candidates need not pay the waitlist deposit of Rs.10,000/-
 The registered candidates can fill / modify the choices at https://counseling.manipal.edu

3.3.3 Withdrawn / Exited candidates with forfeiture of waitlist deposit


 On rejection of allotted seat (by Provisionally Admitted / Waitlisted candidates), Re-entry is possible only
in the Fifth / Spot round as new registrants by paying waitlist deposit of Rs.10,000 online
 After a successful payment of the wait-list deposit, the candidates will be permitted to fill the choices as
per section 3.2.1

3.3.4 Fifth Round Seat Allotment


 Seats will be allotted as per MET 2019 rank, seat availability and choices provided.
 On seat allotment, candidates will receive an email confirming the same. The allotment status can be
checked online at https://counseling.manipal.edu as per Counseling schedule in Table 2.
 On seat allotment, candidate has to pay Rs. 3,25,000/- (first year Program Fee) by:
o Option 1: Online Payment through https://counseling.manipal.edu to obtain the Provisional
Admission order instantly on successful transfer.
o Option 2: RTGS Payment in favour of “Manipal Academy of Higher Education” SB A/c 007201000089,
IFSC code ICIC0000072, Address: ICICI Bank, Manipal Branch, Kasturba Hospital Complex, Manipal,
Karnataka. Login to https://counseling.manipal.edu, click on “RTGS payment Details” to submit the
following details Payment Date, Unique Transaction Reference (UTR) Number, Account Holder’s
Name and Amount. Counter slip to be uploaded.
 In case the transaction details is not entered by the candidate in candidate portal as mentioned
above within the fee payment deadline, it will be considered that the payment has not been made,
the candidate will be out-of-the-counseling process and will also forfeit the waitlist deposit of
Rs.10,000.

3.3.5 Provisional Admission Order


 The candidate can download the Provisional Admission order from the Counseling portal if / when the
seat gets upgraded for provisionally admitted candidates OR on receipt of payment and confirmation by
the University for freshly allotted candidates.
 Candidates should report to the allotted Institute on or before the Reporting date mentioned in the
Provisional Admission order.

3.4 Intra-Institute Sliding (Physical Round)
 After five rounds of counseling, if vacancy exists, the intra-institute sliding will be conducted in the
respective Institutes only for those candidates who have joined the institute and have started attending
the classes.
 In intra-institute sliding, the upgradation is possible only within the institute and is NO possibility of
movement across the campus.
 The Intra-Institute Sliding process will be communicated to you by the Admissions office of the respective
Institutes.
 Interested candidates MUST register for intra-institute sliding at the respective institute, submit fresh set
of Choices and confirm by locking the same.
 The seat will be allotted to the candidates as per MET 2019 rank, vacancy and choice
 Information about the branch upgradaton (if any) will be updated under https://counseling.manipal.edu

3.5 Spot round (Physical Round)


 The vacant seat (if any) after the intra-institute sliding will be filled in the spot round as per MET 2019
Rank. The following candidates are eligible for spot round
o Unregistered candidates in any of the previous rounds of counseling.
o Registered candidates who have not got any seat in the previous rounds of counseling.
o Registered and allotted candidates who did not pay the course fees after seat allotment in any of the
previous rounds
o Admitted candidates who have withdrawn subsequently
o Admitted candidates (these candidates have to vacate the seat before participating in the spot round)
 All the candidates who wish to participate in the spot round shall physically report to the respective
Institute at 9.00 AM on the day of the Spot round.
 The candidates should bring the documents listed in Table 4 , along with two account payee demand
drafts (i) Rs. 3,25,000/- and (ii) Rs. 10,000/- in favor of “Manipal Academy of Higher Education” payable
at Manipal or Udupi, before the registration for spot round.
o Those who have already paid the wait-list fee (Rs.10,000) for registration may bring a demand draft
for the balance amount (Rs. 3,25,000)

MET 2019 rank, vacancy and choice
 Candidates are advised to carefully choose their branches. O n a l l o t m e n t , candidate has to
mandatorily accept the same.
 T h o se who have got the seat in the spot round w i l l have to collect the admission order and report
to the allotted institute as per the date mentioned in the admission order.
 However, if a candidate is not allotted a seat, then the fee collected will be refunded.

4. OPT OUT OF COUNSELING


It is an important step for the following categories of candidates

4.1 Provisionally Admitted Candidates


 If the Provisionally admitted candidate is satisfied with the seat allotted in any of the rounds and do not
want to participate in the subsequent rounds, he / she has to opt out from the counseling. To opt out, the
candidate must login to the candidates’ portal https://counseling.manipal.edu and click on “OPT OUT”
button.
 If the candidate does not opt out, the choices provided will be considered for subsequent rounds for
upgradation as per the vacancy. If the seat is upgraded in the subsequent rounds, candidate has to accept
it and he/she has no choice of retaining the previously allotted seat. For example, a candidate has been
upgraded to Electrical Engg, Manipal University Jaipur (MUJ) from previously provisionally admitted
branch of Biomedical Engg at MIT Manipal, then the candidate has to accept the Electrical Engg branch at
Manipal University Jaipur (MUJ).

4.2 Un Allotted Candidates


 If the candidate is not allotted any seat in any of the rounds and do not want to participate in the
subsequent rounds, he/she has to opt out from the counseling. To opt out, the candidate must login to
the candidates’ portal https://counseling.manipal.edu and click on “OPT OUT” button.
 If the candidate does not opt out, the choices provided will be considered for subsequent rounds for
allotment as per the vacancy. If the seat gets allotted in the subsequent rounds, candidate will have to
confirm the seat by paying the first year Program Fee on or before the deadline specified for that round.
If the fee is not paid before the deadline specified, he/she will be out of the counseling process and will
forfeit the waitlist deposit of Rs. 10,000.

5. WITHDRAWAL
5.1 Before Class commencement (Candidates admitted in Round 1 – 5)
 All withdrawal must be made through Candidates portal https://counseling.manipal.edu The date of
submission of request will be considered as date of withdrawal. The refund will be processed as per UGC
refund policy (Refer section 7). Request for withdrawal via email / telephone / SMS / Whatsapp will NOT
be considered.

9. ADVISORY
 We have NO agents or middlemen for admissions and all admissions can be secured only by merit in
the all India Manipal Entrance Test (MET) 2019 and counseling process.

 Mere inclusion in the merit list and call for counseling does not guarantee admission to a course. This
will exclusively depend on the candidates all India MET rank, the number of candidates attending the
counselling, their choice of course / institution and the number of seats available.

 Absence of the candidate / authorized representative at the indicated reporting time and date, will
result in the instantaneous forfeiture of any claim for the seat. The choice of course made by the candidate
/ representative is final & binding, and cannot be altered later under any circumstances.

 All admissions are subject to fulfillment of all the eligibility conditions by the candidate. If it is found at
a later stage, during active verification, that the candidate has given false information / certificate or is
found to have concealed some information his / her admission will be cancelled without any notice. It is
the responsibility of the candidates to ensure that they fulfill all the eligibility requirements for the
course(s) applied. Jurisdiction for dispute if any shall be at Udupi court only.
