Inca 3. Special Pay An amount equivalent to the last increment of the scale of pay will be paid as ‘Special Pay’ on completion of one year aiter reaching the maximum of the respective scale. The amount of ‘Special Pay’ will be as under and it will rank as ‘Pay’ for all purposes (eg. Dearness Allowance, superannuation benefits, etc.) and will be taken into account for fixation of pay on promotion: Grade Amount i Ale | %1100/- | ii) c 4160/- iil) D %1300/- _| Ly | E %1600/. This Special Pay hitherto payable to Officers in Gr.'F" has been merged in the scale of pay. 4, Stagnation Increment/s i) Officers in Grades ‘A’, ‘8 and 'C’ shall draw first stagnation increment, equivalent to the last increment in their respective scale of pay, three years after reaching the maximum of the respective scale of pay ii) The second stagnation increment will be admissible on completion of three years from the date of receipt of the first stagnation increment, as above, subject to normal rules. iil) Further, Officers in Grade increment, equivalent to the last increment in their respective scale of pay, on and Grade 'C’ shall draw the third stagnation completion of three years of service after earning second stagnation increment Provided that an Officer in Grade B or Grade C who is alreagy in receipt of two stagnation increments on of before November 1, 2007, shall be eligible for the third stagnation increment on November 1, 2007 or on compietion of three years later. Accordingly, Officers in Grade 'B' or Grade 'C' who had received their second stagnation after earning the second stagnation increment, whichever increment on and from November 1, 2002, the third stagnation increment shall be granted on and from November 1, 2007 Further, Officers in Grade 'B' and Grade 'C’ shail also draw the fourth stagnation increment equivalent to the last increment in their respective scale of pay on completion of three years of service after eaming third stagnation increment. iv) The instructions contained in paragraph 4(jii) of Administration Circular No.10 dated November 21, 2005 will remain unchanged. 5. Special Functional Allowance With effect from November 1, 2007, the Special Functional Allowance will be payable to the following categories of Officers only, as under: Private Secretaries in Grade *500/- p.m. etariss in Grade %625/- p.m. Note: Private Secretary in Grade ‘A’ on Personal Promotion to Grade 'B’ shall draw Special Functional Allowance of 7625/- p.m. 6. JAIB/CAIIB Allowance With effect from November 1, 2007, the JAIIB/CAIIB Allowance stands revised as under i) For Part | of CANIB JANIB %900/- p.m. li) For Part 1 of CAUB %1100/-p.m. (i.e. %2000/- in all) Entire CAIIB Allowance will continue to rank for Dearness Allowance and superannuation benefits. T. Dearness Allow: i) With effect from November 1, 2007, the rate of Deamess Allowance for every tise or fall of 4 points over 2826 points of the All India Working Class Consumer Price Index (Base 1960 = 100) shall be at 0.15% of pay. ii) A Chart showing Dearness Allowance payable to officers on revised basis trom November 2007 to October 2010 is enclosed (Annex Il) 8, House Allowance House Allowance will be paid @ 10% of pay, rounded off to the next higher rupee, without any ceiling Notes: (i) Officers who have been provided residential accommodation by the Bank shall not be paid House Allowance. The Licence Fee will be recovered from them @ 1.2% of pay at starting stage of the revised incremental scale of pay as applicable to their Grade, rounded off to the next higher rupee. Additional Rent / Licence Fee will be heh recoverable in respect of earning relatives / friends as per the existing rules. (i) Officers staying in their own accommodation shall be eligible for House Allowance to the extent of 180% of the normal rate of House Allowance, rounded off to the next higher rupes 9. Local Allowance Local Allowance will be paid @ 5% of pay (rounded off to the next higher rupee), subject to the maximum of %1300/- p.m, for Officers in Grades ‘A’ to 'C’ and 21600/- p.m, for Officers in Grades 'D' & 'E'. Local Allowance will not be payable to Officers in Gr, 'F" with effect from November 1, 2007. (Please see Note at Example 4 on page 4 of Annex |). 10, Family Allowance Family Allowance wil be paid @ 4% of pay (rounded off to the next higher rupee), subject to the maximum of 271C0/- p.m. for Officers in Grades ‘A’ to °C’ and 212001- p.m. for Officers in Grades ‘D’ & 'E’, Family Allowance will not be payable to Officers in Gr. 'F” with effect from November 1, 2007. (Please see Note at Example 4 on page 4 of Annex |) 41, Grade Allowance 11.1. In partial modification of the instructions contained in paragraph 2 of Administration Circular No.6 dated January 31, 2007, the "Central Banking Allowance for Officers” shall be renamed as “Grade Allowance" and the same shall be paid to all eligible confirmed Officers, as under: | Grade [Quantum of Grade | Allowance (per month) from Novombor 1, 2007 to March 31, 2009 a molo a> 14.2 With effect from April 1, 2009, all Officers will be eligible to draw the Grade Allowance applicable to their Grades as under. Special Allowance (SA) In partial modification of the instructions contained in paragraph 2(i) of Administration Circular No.11 dated November 21, 2005 on grant of Special Allowance, the amount payable as Special Allowance stands revised as under with effect from November 1, 2007. (@) Officers in Grades ‘A’, 'B),'C' and 'D’ %2500!- p.m, (b) Officers in Grade 'E" 5500/- p.m. 13. Fitment in the revised scales Tho ‘existing officers’ (i.e. those who were in the service of the Bank on or after November 1, 2007 upto September 8, 2010) will be fitted in the revised pay-scales on stage to stage basis, as per the fitment chart given in Annex |, Officers joining the service of the Bank on or after September 9, 2010 shall be fitted in the revised scales of pay. 14, Personal Allowance a) Personal Allowance (granted in terms of Administration Circular No.5 dated November 22, 1995), will remain unchanged at 7550/- p.m. and the same will be admissible to cligible officers on completion of one year after reaching the & : maximum of the respective revised scale. The entire amount of Personal Allowance of €550/- will rank for superannuation benefits b) Personal Allowance once drawn will continue on non-adjustable basis even on promotion from one grade to another. ¢) Personal Allowance, as stated above, will not be granted to an Officer who has joined the Bank after November 21, 1995. 15. Fixed Personal Allowance (FPA) a) The Fixed Personal Allowance granted in terms of paragraph 11(ili) of Administration Circular No 10 dated November 21, 2005 stands revised with effect from November 1, 2007 as under Grade | Amount of | Amount ranking for FPA p.m. | superannuation benefits (2) Q) (1) {| ____d AIB | %4180/- ROOF fe eager | TEOE SY / oD 43057 13007 a a b) FPA is acimissibie to eligible officers one year after reaching the maximum of the revised incremental pay scale. CAIIB Allowance, if any, will be payable on completion of one year after drawal of FPA, as hitherto ©) FPA once drawn will continue on non-adjustable basis even on promotion from ‘one grade to another. The quantum of Fixed Persenal Allowance will stand revised to that applicable for the next higher grade en completion of one year after reaching the maximum of pay scale of that grade. d) FPA is not admissible to Officers joining the Bank after November 1, 1983. 46, Special Compensatory Allowance The quantum of Special Compensatory Allowance (SCA) granted in terms of the circular CO. DAPM, No, G 47 / 1084 / 17.31.00 / 2003-2004, dated June 2, 2004 will remain unchanged and will continue to be payable to existing recipients thereof only. The rates of SCA in the revised scales of pay shall be as under: Pal Amount of SCA | a) upto t43550/- 500/- p.m. b) Above t43550/- * | 8625/- p.m. * Officers in Grade 'F' will be granted Special Compensatory Allowanes at the rate of %1000/- p.m. with effect from November 1, 2007. Note: The term ‘pay’ for payment of SCA means only the pay drawn by the officer in the scale of pay applicable and it does not include Special Pay, Special Personal Pay, Personal Pay, Stagnation Increments or any amount otherwise treated as pay for any purpose at present or in the future. 17. Deputation Allowance With effect from November 1, 2007, Deputation Allowance stands revised as under: a) | an Officer deputed to an organisation 4% of Pay wilh a maximum at the same centre of €1200/-pum, b) | an Officer deputed al outstation centre 7.75% of Pay with | maximum of %2300/- p.m. | 18. Medical Expenses The quantum of annual limits for reimbursement of medical expenses on declaration basis for outdoor treatment taken from private medical practitioners shall be revised as. under: Officers in Grades ‘A, ’B' and ‘C 24000 Officers in Grades 'D’, 'E' and ‘ %5500 Pee NE ene eS | For the year 2007, the reimbursement of medical expenses under the Scheme shall be enhanced proportionately for two months i.e. for November and December 2007. 19, Date of effect and applicability of the revised scales of pay and allowances i) Except to the extent it has been indicated specifically otherwise in the foregoing paragraphs, the revised seaies of pay and allowances as above, for officers will be deemed to have come into effect from November 1, 2007. ii) The revised scales of pay and allowances will apply to all full-time officers of the Bank. The benefit of revision of pay and allowances will also be admissible to the officers who were in service of the Bank as on November 1, 2007 and also to those who were on Isave preparatory to retirement as on November 1, 2007 and ceased 10 be in service thereafter 20. Payment of revised salaries and arrears Offices’ Departments may please take up immediately the work of refixation of pay and draw the salary on revised basis from October 2010 onwards and arrange to make payment of arrears as early as possible. 21. Additional subscription to Provident Fund Officers who were / are making additional subscription to the Provident Fund under Regulation 3 of the Reserve Bank of India Employees’ Provident Fund (Additional Subscription) Regulations, 1950 may be given option to adjust the amount of additional subscription already made by them with reference to their pre-revised pay in the officers grade or revised pay in the substantive / lower grade in Class III from November 1, 2007 onwards, subject to the condition that such modification should not result in overall debit to their Fund Accounts (i. it should not result in any refund of additional subscription already made with reference to their pre-revised pay). An Office Circular may please be issued and the officers concerned may be asked to give the letter of option accordinaly. In the case of those who opt for the adjustment, the rate of additional subscription for the relevant period from November 2007 may be fixed at nil or §, 10, 15, 20, ete. per cent of revised pay so that the amount of additional subscription already made with reference to pre-revised pay is matched with the revised pay as far as possible. If there is any shortfall, it may be recovered from the amount of arrears. 22. Difference payable on account of encashed Ordinary Leave/Gratuity i) Consequent on revision of scales of pay and allowances with effect fiom November 1, 2007, additional amount, it any, admissible to officers for Ordinary Leave encashed by them on or after that date may be paid to them. ji) In respect of an officer, who died while in service during the period November 1, 2007 to September 8, 2010, the difference in leave salary in respect of ordinary leave standing to the officer's credit, computed on the basis of pre-revised and revised pay, may be paid to the nomineeflegal heir of the officer concerned ili) Gratuity The difference in gratuity admissible, if any, on account of revision of pay scales and allowances may aiso be paid in respect of all officers who were in service of the Bank as on November 1, 2007 (including those who were on leave preparatory to retirement as on that date) and ceased to be in service thereafter. @ 23. Apportionment of arrears for Income-Tax purpose ‘As regards the question of apportioning the arrears payable to the officers for the period November 1, 2007 to March 31, 2008 to the financial year 2007-08, for the period April 1, 2008 to March 31, 2009 to the financial year 2008-08 and for the period April 1, 2009 to March 31, 2010 to the financial year 2009-10, a reference is invited to paragraph 4(XIV\(b) of the Government of India Circular No, 489/F.No.275/51/87-.1(B) dated June 25, 1987 from the Ministry of Finance (Department of Revenue) C.B.D.T. enclosed with Circular No. DEBC. Est, 846/4-87/88 dated September 8, 1987. If any clarfication is required in this connection, a reference may be made to the Chief General Manager-in Charge, Department of Expenditure and Budgetary Control, Central Office, Mumbai. 24, Scrutiny of rofixation sheets / arrears calculation sheets Refixation sheets should be checked by an Officer in Grade 'B'. The refixation sheets and arrears calculation sheets, after they are duly checked, should be filed separately and should be made available for Control Self Assessment Audit (CSAA) immediately aiter the arrears have been disbursed. The refixation sheets duly audited should be placed in the service file of the employees concerned 25. Statement of arrears, etc. A statement showing the number of officers and amount of arrears paid to them componentwise, may be sent to this Department immediately after the arrears are disbursed, 26. If any doubt arises as to refixation of pay etc. of any officer, a reference may be made to this Department with full particulars of the case. Representations received from officers in connection with refixation of pay may be referred to this Department with full details of the pre-revised / revised pay along with the comments of the office. 27. The contents of this circular may please be brought to the notice of all officers at your centre. A copy each of this circular may be given to the local units of the Reserve Bank 40 of India Officers Association (RBIOA) and the All India Reserve Bank Staff Officers Association (AIRBSOA) 28.
