Subject: Eligibility to claim export subsidy for ITES

Dear Sir,

We thank you very much for your continuous support to Dhaka Bank Ltd. We write to inform you that
‘VIRGO’ is one of our valued clients of Dhanmondi Model Branch. They are operating a Call Centre of
international repute in Dhaka, Bangladesh since 2009. Virgo is currently providing Visa related queries
for not only Bangladeshi nationals within and outside the country but also to the non-Bangladeshis who
seek help for Visa related issues. They have also started providing email support to Nepal in 2016.
Monthly invoices are being submitted to Aegis India and Virgo CCSL is positively contributing by
providing IES services to Aegis India and the US Government. They have also extended all out support to
Bangladeshi Nationals and indeed, providing direct services to Nepal.

As per Foreign Exchange Circular No.03 dated 08.02.2019, our client Virgo submitted 5 (five) files to
claim export cash incentive. We have forwarded all those files to our Bank nominated Audit firm named
HODA VASI CHOWDHURY & CO.

However, after checking the files they have observed that Virgo has entered into a contract (LOI) for
customer contact centre with Aegis Ltd., India. In the contract it is mentioned that Virgo shall provide
information on Visa application process, types, documentation, appointment, scheduling etc to USA Visa
applicants and the country of service is mentioned as “Calls from Bangladesh” only. So, the call centre
support services are sought for from Bangladesh and those are attended from Bangladesh as well.
Although the fees are received from overseas, but unless the service provided crosses the geographical
border of Bangladesh it cannot be termed as Export. With reference to this, the Audit Firm did not
consider the service as an Export and hence, Virgo is not eligible for cash subsidy. The details and the
audit opinions are attached herewith.

Now, our client Virgo asked us to refer the matter to Bangladesh Bank for final opinion. We hereby see
your kind concern regarding whether they are eligible for export subsidy or not. We hope this clarifies
the issue, nevertheless we request you to give your final opinion so that we can proceed further.
