Mr. Byrnie Rivera, HRMO All School Heads All Public School Teachers All Others Concerned SUBJECT: _ CLARIFICATORY GUIDELINES ON THE POLICY CONCERNING THE 6 - HOURS ACTUAL TEACHING OF PUBLIC SCHOOL TEACHERS DATE: July 20, 2016 1. For the information and guidance of all concerned, the Schools Division Office issues this Clarificatory Guidelines on the Policy Concerning the six (6) Hours Actual Teaching of Public School Teachers, 2. On January 28, 2008, the Civil Service Commission issued its Resolution no. 080096 pertaining to Government Teachers’ Work Hours. It was resolved that public school teachers are not exempt from the eight (8) hours of work provided for in RA 1880 and what is limited to six (6) hours as provided in RA 4670 is only the work hours devoted to actual classroom teaching. It was further resolved that the remaining two (2) hours work that complete the public school teachers’ required 8-hour work day may be spent within or outside the school premises, provided that the Secretary of ‘the Department of Education shall provide for pertinent guidelines. 3. On June 18, 2008, the Department of Education issued its DepEd Memorandum No. 291 s. 2008, entitled, Guidelines for the Implementation of CSC Resolution No. (080096 on Working Hours for Public Schoo! Teachers. The Department has provided the g 2neral guidelines to be observed by all public elementary and secondary schools. 4, An addendum to DM 291 s. 2008 was made in DepEd Order No. 16 s. 2008 which further clarified the implementation of the provisions of the general guidelines set forth in its previous memorandum, 5. The Regional Office issued an unnumbered Regional Memorandum, entitled, Ensuring Equitable Workloads for Public Servants in DepEd Calabarzon on June 23, 2015 which provided the policy concerning the six (6) hours actual teaching of public school teachers. 6. In reference to the aforecited memoranda and order, the following provisions are reiterated and expounded for the benefit of the Public School Teachers in the Schools Division of Lucena City: 2. DM No. 291 s. 2008 allows teachers to render 6-hour actual teaching work inside the school campus and to spend the remaining two (2) hours per day outside of the school campus to prepare and/or perform the following: = Lesson plans (all / dlp), action/work plans, instructional materials, evaluation J assessment of rubrics; = Preparation and checking of exercises recording of academic performance and classroom accomplishments; = Conduct of research; = Attendance to seminars, workshops, and similar programs; = Counseling, mentoring, coaching of students, including home visitations; + Consultation and conferences with parents; + Performance of coordination activities and recognized community social services; and = Participation in the improvement and maintenance of schoo! facilities b. DO No. 16 s. 2009 explicitly provides that the six (6) hours actual classroom teaching shall cover the full teaching load of a teacher as indicated in the class program. Advisorships and / or special assignments for the entire school year combined shall be considered as one teaching load. And the time interval between actual classroom teaching shall be counted as part of the two (2) hours spent for teaching-related activities except lunch breaks and recess periods. . The Regional Memorandum clarified that the actual teaching load refers to the time a teacher has been scheduled to hold classes in a given school day. In cases where class meetings are nat scheduled on a daily basis, the six (6) hours actual teaching shall be deemed fulfilled once the total teaching-learning activities facilitated by the teachers totals 30 hours or 1800 minutes per week. 4d. The mechanism for the above mentioned two (2) hours work done by teachers ‘outside the school premises shall be agreed upon by the principal with the teachers, parents and students, preferably through the School Governing Council ‘ar any established mechanism for school ~ community partnership. The means, manner and mode whereby the teacher wish to spend the two (2) hours will depend on whatever agreed upon at the school level taking into account the Unique conditions in schools such as the shifting of classes, if applicable, the availability of faculty rooms, classrooms and teachers, and the nature of the teaching related duties to be given priority, among others. fe. To ensure that the two (2) hours for teaching ~ related tasks are fulfilled by the teachers, each teacher shall prepare a Monthly Plan of Activities to carry out these tasks. This Monthly Plan must be approved by the School Head (see attached template of the Monthly Plan} {Such Monthly Plan will serve as an authority for teachers to leave the campus on official time after rendering the 6 — hour actual teaching. Teachers who have rendered the six (6) hours of actual classroom teaching duly reflected in their daily time cards shall be deemed to have completed the required daily working hours and must not be declared to have incurred undertime in the report of attendance and must not be subjected to salary deductions by the concerned payroll services unit. Ateacher assigned to facilitate learning activities beyond 6 hours per day shall be entitled to service credits. For every accumulated 6 hours of actual teaching overioad, it will be equivalent to one day service credit. h. The School Head shall submit a written report to the Civil Service Commission (CSC) Field Office, the concerned COA Auditor and the Schools Division Office. The Schools Division Superintendent shall closely monitor and validate ‘compliance to the agreed scheme of implementation. 7. IMMEDIATE DISSEMINATION OF AND STRICT COMPLIANCE WITH THIS GUIDELINES 1S DESIRED.
