Order 23, mananatiling 850,000 tonelda lang ang limitasyon sa aangkating bigas hanggang sa
taong 2020. Ibig sabihin ayon kay Agriculture Usec. Segfredo Serrano – sa susunod na tatlong
taon ay hindi mangangamba ang mga magsasaka sa dami ng imported na bigas sa merkado.
Layon din sa paglalabas ng EO na mapanatiling mababa ang taripa ng mga piling imported
World Trade Organization (WTO) kung saan napagkasunduan noon na lilimitahan ang pasok ng
imported rice sa bansa kapalit ng mababang taripa sa ibang produkto. Aminado naman ang
aangkating bigas para sa mga magsasaka. Kaya sa mga panahong epektibo ang EO, balak ng
DA na palakasin pa ang sektor ng pagsasaka. Samantala, tiniyak naman ni DSWD Sec. Judy
Bibigyan ang mga magsasaka ng “package support program” kabilang na ang P10
bilyong Rice Competitiveness Enhancement Fund para mas madagdagan ang
kanilang ani at mailaban ang kanilang ani sa murang imported na bigas.

Iceland's resolution seeks a comprehensive report on the human rights situation in the
Philippines, including alleged extrajudicial killings under the Duterte administration's
drug war.
It also calls on the Philippine government to work with the UN rights body's High
Commissioner, including facilitating country visits and refraining from intimidation or
retaliation.
It also expressed concern over alleged threats, intimidation, and attacks against UN
special rapporteurs, including Vicki Tauli-Corpuz (indigenous peoples' rights) and
Agnes Callamard (extrajudicial, summary or arbitrary execution).
Immediately after the vote, Locsin scoffed at the rights body's adoption of the
resolution, warning "there will be consequences." President Rodrigo Duterte,
meanwhile, said he wants to find out the purpose of the Iceland call.
Rights groups have claimed that tens of thousands have died in the Philippine
government's drug war. Police have, meanwhile, said the figure is just at
over 6,000 from the start of the Duterte administration in July 2016 until the end of
May.
