SUBJECT : SIMULTANEOUS REGIONAL AND PROVINCIAL
REORGANIZATION OF NMYL LOCAL CHAPTERS
The National Movement of Young Legislators (NMYL) will be conducting its
‘Simultaneous Reorganization of Regional and Provincial Chapters that will serve as a
venue for the (a) registration of members; (b) election of Provincial and Regional
Executive Committees; and (c) capacity building of members on technical topics that
are relevant to their role as local legislators.
The following is the schedule of the reorganization activities in clusters:

In view of the above, and upon the request of Atty. Enrique V. Dela Cruz, Jr., Interim
National President of NMYL, Provincial Governors and City/Municipal Mayors are
hereby encouraged to authorize their Vice Governors, Vice Mayors and members of
the Sanggunian who are members of the NMYL to attend the above-mentioned activity
on official business.

oOThe payment of applicable travelling expenses and participation fee, if any, as well as
term dues as prescribed by the NMYL Constitution and By-Laws, may be authorized
chargeable against local funds, in accordance with, and subject to applicable
limitations prescribed in COA Circular No 2012-003 dated October 29, 2012, and to
the usual accounting and auditing requirements and to all pertinent laws, rules and
regulations. Likewise, the participating local government officials are reminded of the
provisions of DILG Memorandum Circular No. 2018-25 dated February 28, 2018,
prohibiting local government officials and employees from entering, staying and/or
playing at gambling casinos.
‘The NMYL Interim National President shall submit to the Secretary of Interior and Local
Government, through the Director of the Bureau of Local Government Supervision, a
consolidated Post-Activity Report within fifteen (15) days after the conduct of the last
batch of the regional and provincial reorganizations, with the following prescribed
format:
I Executive Brief;
IL List of Participants;
Il Election Results;
NM Output of Technical Sessions;
V. Issues and Agreements or Recommendations, if any; and
VI. Appendices, if any.

DILG Regional Directors are hereby directed to provide necessary technical assistance
