Subject: State wise and year wise targets for installation of 40,000 MWp Grid Connected
Solar Rooftop systems.
Dear Sir/Madam,
Government of India has set a target of installing 40 GW grid connected solar rooftop
systems in the country by 2022. The ongoing ‘Grid Connected Rooftop and Small Solar Power
Plants Programme’ aims to promote installation of grid connected solar rooftop systems in
residential, industrial, commercial and institutional sectors in the country.
2. The State Nodal Agencies, Solar Energy Corporation of India and Distribution
Companies (DISCOMs) of the respective States are the designated agencies for the
implementation of grid connected solar rooftop programme. The Subsidy/Central Financial
Assistance (CFA) for the programme, if any, will be provided through these implementing
agencies
3. Financial resources from various other sources including State Governments budget,
loans from public and private sector banks under priority sector, subsidy from MNRE are
required to be utilized for this purpose. Private sectors investment is the key to promote this
sector. MNRE is also taking initiatives to arrange funds at a reasonable rate of interest from
International financing agencies i.e, World Bank, KW, ADB etc. for grid connected solar rooftop
programme,
4. Further, Ministry of Power is implementing an ‘integrated Power Development Scheme
(IPDS). IPDS has a provision for promoting Grid Connected Solar Rooftop Systems with net-
metering in Government buildings, all new grid sub-stations to be established under IPDS and
any other grid-substation to be strengthened under IPDS. The support for project will be 60% as
grant (85% for Special Category State). 15% as additional grant (5% for Special Category State)
shall also be available on achieving milestones defined under the scheme.
5. Grid connected solar rooftop systems can come up in a big way with supportive State
Government policies and SERC regulations. It is encouraging to note that 14 nos. of States
policies and 19 nos. of regulations from the SERC have been notified in the country
6. The State wise tentative targets for installation of the grid connected solar rooftop
systems are given in the Annexure. This has been arrived at by dividing the 40,000 MWp
country target in proportion of the State wise power consumption and consequent solar power
requirement to meet the corresponding Renewable Purchase Obligations.

— ee7. This can be easily achieved if :
i. All State Government Departments and organizations are involved.
ji, The Regulations and policies are put in place by the all States.
iii, Urban Local Bodies (ULBs) bring out appropriate bye-laws for installation of solar rooftop
systems in buildings.
iv. Financial Institutions/banks provide concessional loans.
v. Government motivates the residential, commercial, industrial and institutional sectors.
vi. Publicity campaign is launched.
8. There is a lot of roof space available on Government buildings, educational institutions,
hospitals etc. We therefore request that a plan be prepared for achieving the enclosed targets
for the State, For this (i) An assessment may be made about available roof space (ii) Policies to
promote rooftop should be put in place (ii) Action on the above may be initiated and respective
Government departments may be requested for action pertaining to their area of working.
9. This will also be discussed in the meeting of Secretaries scheduled on 7" July, 2015 at
Vigyan Bhawan, New Delhi,
