who live within a society are expected to
uphold
• Unique set of normal behavior
• Universal social behavior
• Examples: good manners and common sense

• Identify basic attributes that society needs in the
goods or services
• Produce the goods and services regarding all the
differences
• Maintain balance between the resources taken
from the society and given to the society
• Example: “public value scorecard” (PVS)
