OFFICIALS FOR THE SCHOOL YEAR 2018-2019 To: — Chief Curriculum and Implementation Division Chief Schools Governance Operation Division Education Program Supervisors Public Schools District Supervisors / Acting PSDS Public Elementary and Secondary School Heads Private Elementary and Secondary School Heads District PESS and Culture and Arts Coordinators 1. In preparation for the forthcoming Central Visayas Regional Athletic Association Meet which is scheduled in the month of February, 2019 and in order to meet the legitimate demands of improving and developing the skills of our athletes/performers, this office announces the Division of Bohol Sports, Culture and Arts Program and the documents required of athletes/performers to qualify for the participation thereof are issued for the information and guidance of the field for school year 2018-2019 Events to be competed shall be based on Section 27, Rule VI - Sports Events and Standards of Enclosure to DepED Order No. 43, s. 2016, Each districtdelegation is given the option to select what events they will specialize and participate. In the Bohol Provincial Athletic Meet, each team/delegation shall compose/participate a minimum of five (5) Individual/Dual events and three (3) team sports. Likewise, events 10 be contested for Culture and Arts are as follows: Kuradang (Teachers Category), Sayawit (Sec.) Ukulele and Flute Ensemble (Elem.), Guitar Ensemble (See.), Culture Mapping, Dance Sports (Elem. & Sec.), The above activities are tentatively scheduled, 10 wit July/August 2018 ~ School Meet / Intramurals/Zonal Meet ‘August 2018 ~ District / Municipal Athletic Meet September 2018 ~ Sub-Congressional Disirict Athletic Meet October 2018 - Congressional Athletic Meet November 20-23, 2018 - Bohol Provincial Athletic Meet December 2018 ~ Pre-Training (School-Based) January 2019 ~ Centralized Training February 2019 = CVIRAA Meet April 2019 - Palarong Pambansa All High Schools will conduct their own intramurals, The town or district with more than one high schoo! shall conduct an interschool athletic meet before participating in the Sub- Congressional District Athletic Meet. NO athletic meets shall be held without the prior approval of this office. If possible, competitions should be done on weekends in order to minimize the withdrawal of teachers and pupils/students from their classes. Service Credits/CTO shall be granted to those who serve the said activities during Saturdays and Sundays. ‘The cut-off date for the age requirement of the Elementary School athletes is January 1 2006 while that of the Junior and Senior High School athletes is January 1, 2001 ‘The required documents are the following: Sports a. Original and photo copy of Birth Certificate issued by National Statistics Office (NSO)Philippine Statistics Authority (PSA) or Birth Certificate issued by foreign country and valid passport or document issued by Bureau of Immigration or Department of Foreign Affairs showing Filipino citizenship. (IN LIEU OF NSO/PSA BC)Passport (for Foreign Born Filipino Citizen in lieu of NSO/PSA Birth Certificate) showing the following Age Eligibility of Athletes. Late registration may be accepted the same was issued one (1) year prior to current Palarong Pambansa, b. Photocopy of Form 137 from the original with fresh/original signature of teacher- adviser/registrar and Principal using blue ink. ¢. Medical and Dental Certificate (Note: Additional three (3) medical forms for Gymnastics and all combative sports) d. Parent's / Guardian’s Consent. Culture and Arts; (Pupil/Student Category) a. Medical Certificate b. Certificate of Enrollment signed by the Principal c. Parent’s Permit d. Photocopy of Form 137 from the original with fresh/original signature of teacher- adviser/registrar and Principal using blue ink. (Teachers Category- Culture and Arts) a. Certified Photocopy of Service Record/Appointment b. Medical Certificate PSDS/Acting PSDS, District PESS, Culture and Arts Coordinators are directed to coordinate with the municipal, congressional and provincial government officials in the organization and conduct of the athletic meets PSDS's and BDCASS members are advised to monitor and assist the conduct of athletic meets. Expenses and per diems incurred during the monitoring are chargeable against school MOOE, local funds or any other school funds subject to the usual accounting rules and regulations. 10, WL 12, Incls, All school administrators with participating athletes/performers are instructed to inform their teachers to give make-up activities on their respective athletes/performers in order to maintain or increase their ratings per learning area, In this case, no grades of athletes/performers will decrease due to participation of sports, culture and arts activities, In addition to this, all school heads are enjoined to arrange training schedules ‘making sure not to affect academic performance of the athletes. The Bohol Provincial Athletic Meet will be conducted at the Pres. Carlos P. Garcia Sports Complex, Tagbilaran City. For a better and successful conduct of the different competitions, guidelines on the selection of athletes/performers, coaches, chaperons and officiating officials are hereby issued. Republic of the Philippines Department of Education Region VIL, Central Visayas DIVISION OF BOHOL City of Tagbilaran CRITERIA ON THE SELECTION OF ATHLETES, COACHES, CHAPERONS AND OFFICIATING OFFICIALS OF BOHOL DIVISION SCHOOL YEAR 2018-2019 1. Criteria on the ction of Athletes A. IndividualE-vents 1. Athletics a, All Gold Medalist shall be chosen except in relay b. In case of incomplete team/lineup, the TM/BDCASS has the prerogative to choose athlete’s to complete the team/lineup, 2. Archery a. Archer with the highest score; b. In case of non-participation of the winner, the next in rank is automatically qualified; ©. Must have a desirable attitude and behavior. 3. Swimming a. Highest number of gold medals earned by individual swimmers: b. Best time in their stroke event nearest to the CVIRAA time record in previous year; «. In case of tie in Silver and Bronze, the distance will be considered (800m, 400m, 200m for Secondary and 400m, 200m, 100m for Elementary). Also, the hardest stroke (butterfly and back stroke) will be considered. Ss 4, In case of incomplete team/lineup, the TM/BDCASS has the prerogative to choose athlete/s to complete the teamv/ineup. ©. During the centralized training for CVIRAA, no athlete is allowed to have a separate training. Qualified athlete for CVIRAA shall improve his/her time obtained during the provincial meet and they will undergo 3-time trials during centralized training in order to determined the priority entry for CVIRAA swimming competition based on the best time achieved. 4, Gymnastics a. Highest number of gold medals eamed by individual gymnast; b. In case of non-participation of the winner, the next in rank is automatically qualified. ©. Aerobic gymnastics shall be included in the CVIRAA competition. Moreover, the athletes shall be selected from MAG, WAG and RG competitors during the provincial athletic meet 5. Chess a. Gold and Silver Medalists in individual standing for every category: . In case of non-participation of the winner, the next in rank is automatically qualified. B. Dual Evens 1. Racket Sports 1.1 Tennis a Winner in Singles A and Singles B b. Winner in Doubles . Altemates for the singles and doubles in case athletes need replacement 1.2 Table Tennis a. Winner in each category (A, B,C, D) b. If round robin format is used, top 4 players will be selected: c. Incase of non-participation of the winner, the next in rank is automatically qualified 1.3 Badminton a, Top 2 rank for singles; (First 2 players for singles A and B will be competed in a single round robin) b, Winner in Doubles «©. Alternates for the singles and doubles in case athletes need replacement 4. All qualified athletes for a specified level of competition will undergo training before the competition, The coach’trainer will then classify the skills of each player and likewise assign them to event they are to play. 2. Combative Sports a. Amis 1. PEKAF Rules will be used. 2. Ranking per player or medal tally for elementary; 3. Based on the result of the Labanan event for secondary 4, In case the winner cannot perform Anyo, the priority is given to the player with Anyo skill to complete the three (3) member team for synchronized Anyo. b. Taekwondo 1. Select the best in individual category; 2. In case of non-participation of the winner, the next in rank is automatically qualified; 3. In Elementary boys and girls categories 1-6, the height shall be reduced by \ two (2) centimeters in order to meet the required height during the Regional Meet and Palarong Pambansa. 4. During the centralized training for CVIRAA, no athlete is allowed to have a. separate training. Qualified athlete for CVIRAA shall trained by official trainers. ©. Wrestling 1. Winner in each weight category. In case the winner cannot participate in the next level, the next in rank will replace C. Team Events 1. The core players shall be taken from the champion team in all team events which will be decided during solidarity meeting. However, the Champion coach and the BDCASS. may select athletes from the other teams depending on the position and skill needed, 2, The remaining player’s will be selected fiom the runners-up based on the performance of athlete/s playing position 3. The 3 on 3 basketball event will not be competed. Athletes for CVIRAA meet shall be taken from among the players not selected in the 5 on 5 by the selection committee. Reminders: Athletes, Coaches, Chaperons and Trainers who will be selected for the CVIRAA Meet but failed to join the said event without valid reason shall be banned from playing/participating in the lower level meets up to CVIRAA Meet in the following year, Further, the athlete will have to reimburse all the expenses incurred (uniform, food and transportation) during the Sub - Congressional, Congressional and Provincial levels. D. Culture and Arts 1. All the culture and arts events shall be competed starting from the district up to the division level. The winning participants shall represent the division for possible higher level culture and arts competitions 2. The winning participants in all levels of the culture and arts competitions are qualified 10 participate in the succeeding school years. E, Dance Sports 1. Only the first and second placer in all categories shall compete to the next level 2. Ifthe winning couple cannot participate in the next level, the next in rank shall take over. 3. In case one of the partners of the winning couple cannot participate due to valid reason, the BDCASS in-charge of dance sports has the right to choose among the participating couples in particular discipline as replacement F, SPED- Demo Sports A. Individual Sports 1. Athletics - Two Categories a.) 17 years old below b.) 18+ 24 years old above 2, Swimming ~ Two Categories .) 17 years old below b.) 18- 24 years old above (Qualified participants are those with Below Average IQ assessed by a licensed Psychiatrist.) B, Team Sports 1. Bocce (Qualified participants are those with Below Average IQ assessed by a licensed Psychiatrist and ages 25 years old and below.) 2. Goal ball (Difficulty in Seeing) Two Categories: 4.) 16 years old and above b.) 15 years old and below (There should be a minimum of 4 players and maximum of 6 players in a team composing of mixed gender; however, there must be at least | female player in a team.) NOTE: Matters/Situations arising which are not covered by the above criteria deliberated during the solidarity meeting. Unresolved matters will be decided by the Divi MAPEH Supervisor. I,_Criteria for the Selection of Coaches and Chaperons for the CVIRAA Meet 1. Must be a teaching or non-teaching (public or private schools) personnel, 2. Must have been in the service for at least six (6) months for private schools, 3. Must have no record of misconduct during the lower meets, CVIRAA Meet and previous Palarong Pambansa. 4. Selection of coaches and chaperons must undergo strict deliberation process after the championship game. 5. Coaches and chaperons who will handle the team shall possess the following criteria Knowledgeable in the sports/event Responsible for the preparation and accomplishment of athletes’ credentials; Physically and mentally fit; \Value-oriented that serves as good example and a role model to the athletes; Responsible to be with the athletes from departure and back to station; Adhere to the guidelines set 6. Relevant sports training of (24) hours for non-combative sports and (40) for combative sports and Gymnastics. (For Regional and Palarong Pambansa Competition) UL. Criteria om the Selection of Trainers 1, Knowledgeable and with skills in the sport/event: 2. Must have an experience and expertise in training of athletes for atleast 3 years in the Provincial/Regional Meet; Ifteacher/DepED personnel, if possible he/she shall have an athlete coming from his/her respective school/district; Physically and mentally fit; Value-oriented that serves as good example and a role model to the athletes; Committed to be with the athletes during the entire training and competition; Adhere to the guidelines set. IV, Criteria on the Selection of Officiating Officials |. Must be a teaching or non-teaching (public or private schools) personnel with technical know-how in officiating: 2, Must be accredited in local, regional and national accreditation by DPESSIRPESS\Central OfficeNSA and has continuously served as officiating official ftom the lowest level of competition a Must be physically and mentally fit with valid medical certificate; 4. Provincial and Regional officiating officials must be recommended by the BDCASS in-charge of the different sports/events, recommending approval by the Division PESS Supervisor and approved by the Schools Division Superintendent However, officiating officials in the District, Municipal, Sub-Congressional and Congressional Meets shall be selected by the District PESS Coordinator with the approval ofthe PSDS, 5, Must have at least a very satisfactory (VS) performance in the previous lower meets and CVIRAA Meet, 6. Actively train athletes/competitors and participate in every culture, arts and sports activities and competitions; 7. Non-accredited teachers, officials or school personnel but with competence and capabilities to officiate as identified by the BDCASS in each sporvevent can be included in the list of Officiating Officials upon approval of Division PESS Supervisor
