MINUTES OF THE 4™ MEETING OF “EQUIVALENCE & ACCREDITATION COMMITTEE” HELD ON DECEMBER 2, 2014 AT HEC ISLAMABAD A meeting of “Equivalence & Accreditation” was held on Tuesday the 2" December, 2014 at Higher Education Commission, Islamabad. The purpose of the meeting was to review and decide the local and foreign degree equivalence cases. G3, a]rfpery2. The meeting started with the recitation of Verses from the Holy Quran, followed by welcome address by the Chairperson, HEC. He briefed the participants about the aims and objectives of the meeting and mandate of the Committee constituted by HEC. He further asked the participants of the Committee to start proceeding of the meeting as per Agenda Items. ITEMNO1: MINUTES OF THE MEETING OF COMMITTEE OF EXPERTS HELD ON MARCH 11, 014. ‘The Committee approved the recommendations of th March 11, 2014 Experts Committee meeting held on ITEM NO. 2; EQUIVALENCE OF MBA DEGREE TO MS/M.PHIL DEGREE AWARDED BY BAHRIA UNIVERSITY, ISLAMABAD ~ MR. FARHAN JALIL. A Committee member raised objection on actual duration of the B.Sc. (Hons) in Eco jomics and Finance degree awarded by Lahore School of Economics, Lahore. Further, another Committee Member also raised objection on 38 credit hours taken by the degree holder in one semester. He also proposed that the Committee needs to review complete degree programme comprising of 186 credit hours in 3 years. Decision: After detailed discussion it was decided that HEC will ask the university to provide complete information on this degree programme. ITEM NO, 3: EQUIVALENCE OF MASTER OF BUSINESS ADMINISTRATION DEGREE IN TAX MANAGEMENT AWARDED BY INSTITUTE OF BUSINESS ADMINISTRATION, KARACHI ~ RANA KASHIF SHAHZAD. The Committee after detailed discussion decided that IBA provide copy of approval of Board of ‘Studies and Academic Council for the MOU signed between IBA and Civil Services Academy he IBA should also reflect 1-year study completed by the applicant at Civil Services Academy as a part of transcript and issue a revised transcript of year study Decision: The HEC after receipt of approval and revised transcript will issue equival of 16 years op/ir/r0mh ce letTEM NO 4: TO RE-CONSIDER DOCTOR OF BUSINESS ADMINISTRATION DEGREE AWARDED BY_THE PHILIPPINE SCHOOL OF BUSINESS ADMINISTRATION, PHILIPPINES EQUIVALENT TO PH.D. DEGREE FROM PAKISTAN. The Committee was briefed about the complete history of the case and orders of the Honorable Sindh High Court, Karachi. The committee again recons! his case as per order of the Court wherein directing to set aside the clause (g) of the earlier observations. The committee noted that the minimum admission requirement for Ph.D. degree programme is 16 years schooling. As per system of education in Philippines, the minimum requirement for award of Ph.D. degree is 2- year study + Thesis after MBA degree involving 16-year schooling, It was further discussed that no one can get benefits of double credits for two different degree program. The secretary, Inter Board Committee of Chairmen (IBC) informed the house that there exist a notification that Academic matters can only be decided by the Academic Bodies Decision: Keeping in view the decision of the Honorable Sindh High Court, Karachi and after detailed Aiscussion, the Committee endorses the earlier clecisions that the DBA degree held by Syed Akif Hasan cannot be equated with Ph.D. degree from Pakistan. Hence M. Phil. from Pakistan, is considered equivalent to ‘onvener thanked all the Members for sparing their supported towards making academic decisions valuable time and quality contribution The meeting ended with a vote of thanks to the Chair as well as to the participants of the meeting.
