NOTES ON PUV MODERNIZATION

Documentary Requirements

1. Proof of Consolidation
a. Corporations
i. Certificate of Incorporation (SEC)
ii. AOI and By Laws

b. Cooperatives
i. Certificate of Registration (CDA)
ii. OTC Certificate of Accreditation
iii. Articles of Cooperation and By-Laws

2. Route Description and length;


3. Proof of number of units available
 OR / CR
 Sales Invoice and Vehicle Delivery Receipt:
 Purchase Order,
 5R size picture of the unit that are compliant with the
vehicle specifications as prescribed under the OFG and
the Philippine National Standards issued by the DTI and
delivery schedule to complete the number of units
required in the route applied for as certified by the
supplier/manufacturer
 Garage and terminal location as prescribed under the
OFG or letter of support from property owner;
 Supporting documents to show capability for:
o GNSS receiver
o Free Wi-Fi access
o CCTV
o Automated Fare Collection System (AFCS)
o Speed limiter
o Dash camera
4. OR/CR, Sales Invoice and Vehicle
5. Fleet management with proposed headway during peak (6am
– 8am and 6pm-7pm) and off peak hours.

Standard Garage Requirements


LTFRB Memorandum Circular 2017-027 dated December 1, 2017

1. Proof of ownership or right of possession (TCTs, Tax


Declarations, Lease Contracts, Authority to Use) which
coincides with the validity of the PUV franchise;
2. Sufficient parking space for all units including the
maneuvering area, plus additional space at least 30% of the
total PUV space requirement for other facilities required;
3. The additional 30% space shall consist of the maintenance
bay, check-up bay, refueling and/or clearing bays, rest rooms,
and waiting and resting area;
4. Dispatching and/or schedule of regular trips available to the
riding public;
5. Well-equipped with the necessary maintenance facilities,
including but not limited to, the following:
a. Adequate repair and maintenance tools;
b. Adequate spare parts, lubricants and supply; and
c. Reserve tires equivalent to 1 tire for every 2 units
6. Availability of 1 mechanic and 1 helper for every 10 units
7. Adequate CCTV cameras and/or monitors which must be:
a. Continuously recording the last 72 hours of operation;
b. Positioned to capture video of (1) all entry and exit
points; (2) the PUV parking area; and (3) the conduct of
daily vehicle safety inspection
8. Well-maintained rest rooms, separate for male and female;
9. Waiting and resting area for drivers and/or conductors; and
10. Presence of adequate number of Transport Safety
Officers, the minimum of which is at least 1 transport safety
officer for 40 PUVs.

*The operator may utilize multiple garages provided that such


garages are under common fleet management system, provided
further that each of these garages could accommodate at least 3
units and with individual zoning clearances.

Transport Safety Officers

Minimum Qualifications:
a. High school graduate;
b. Completed the DOLE-approved TSO course; and
c. Received the TESDA Certification for Transport Safety Officer.

*FTSO is required to be a regular employee of the transport operator


with at least 40 hours of work every week.

Responsibilities:
1. Conduct daily inspection of drivers’ fitness to drive, sobriety,
and uniform;
2. Conduct daily inspection of the PUVs’ road-worthiness before
dispatch;
3. Issue the daily Safety Clearance of drivers and vehicles that
pass the safety inspection;
4. Prepare the daily Inspection Report on each driver and
dispatched vehicle, as well as those that fail the daily
inspection process;
5. Submit electronically to the LTFRB a daily Safety Inspection
Report at the close of each day of PUV operation, and a
monthly summary report within 5 calendar days after the
close of every month; and
6. Conduct regular training/seminar/orientation briefings on road
safety matters for drivers and other employees of the
transport operator and for members of the local community.
