Hundreds of others were injured. The LR 11350 was parked outside of the Grand Mosque. It was used sporadically for assembly works (on construction cranes inside the mosque) and had already been out of operation for some weeks. During a strong thunderstorm with wind gust speeds of 80 km/h (CNN Weather Service) up to 105 km/h (measured and recorded on a tower crane in the mosque), sandstorm, heavy rainfall and a drop in temperature by about 20°C (CNN Weather Service), the parked, erected crane was caught by the wind and tipped over like a rigid body. The operating instructions of the LR 11350 and the associated "wind speed charts" clearly indicate that the crane could not withstand such a high wind load and the boom should have been lowered to the ground preventatively. In the erected position a tipping over of the crane was inevitable with the determined gusty thunderstorm, acting apparently on the crane with the main wind direction from the front. With this information about the tragic accident in Mecca we would like to refer to the ‘special risks which can arise from “wind on cranes out of operation" and sensitize you in this regard. The facts explained above make clear that it is absolutely essential to consider the maximum allowable wind speeds upon the use of mobile telescopic cranes and crawler cranes, even when the "crane is out of operation". In this connection we refer to the "Guidance - Leaving mobile cranes unattended in (partially) erected mode" of the ICSA (International Crane Stakeholders Association, www.fem-eur.com, see enclosure). Non-observance of the maximum allowable wind speeds (wind speed charts) according to the load charts and operating instructions and of the necessary measures for a safe parking of the crane or lowering of the crane boom to the ground may cause a failure of the mobile crane (tipping over of the crane or fracture of the boom) and thus cause danger to life and limb of individuals and serious damage to property. The above mentioned risks from “wind on crane out of service" can be avoided in particular by an appropriate training and qualification of personnel responsible for the operation of mobile cranes. For that purpose we also refer to the operating instructions of the crane and the associated wind speed charts Page 2013, Furthermore, we also strongly recommend to have the people, who are entrusted with the operation of mobile cranes, trained specifically on the topic “wind influences in crane operation" and "wind on cranes out of operation’. On this topic Liebherr-Werk Ehingen GmbH offers appropriate training courses. The physical and technical connections on the topic "wind" are explained in detail in our training document "Wind influences in crane operation", already known to you. The measures necessary for a safe parking of the crane or lowering of the crane boom to the ground when "Wind on cranes out of operation” are explained in detail in the operating instructions and in the associated "wind speed charts’. Details on these training courses and documents can be obtained from our subsidiaries, Liebherr representatives or from the training department of Liebherr-Werk Ehingen GmbH. In summary, we want to state that all Liebherr Mobile Cranes, in particular also the crane type LR 11350 involved in the above mentioned accident, can be used as intended and safely in consideration of and adherence to all requirements, the load chart tables and the operating instructions with the associated "wind speed charts" and the necessary safety precautions.
