Liability Notice
Regulation 65, Community Infrastructure Levy Regulations (2010), as amended
Site: R/O CASTLE PUB CASTLE YARD SOUTH STREET ISLEWORTH TW7 7BN

Development: Conversion and extension of existing buildings to a three storey building to


provide five flats.

CIL liability
This notifies you that you will be liable to pay £51,449.08 of Community Infrastructure Levy to London
Borough of Hounslow as CIL collecting authority on commencement of development on planning permission
01142/C/P7. This charge has been levied under The Mayor of London’s CIL charging schedule and
Hounslow’s CIL charging schedule s211 of the Planning Act 2008. Further details on payment procedure
can be found overleaf.

If you sell the development before you commence you must notify the Council and supply details of
the new owners. It is recommended that your Solicitor gives a copy of your liability notice to the new
owners so they are fully aware of the payment that is outstanding.

Are you eligible for relief from CIL?

All relief must be applied for and granted before work commences. If you commence before relief is granted
all exemptions are withdrawn and the full CIL amount becomes payable. Link to forms:

If you are a charity or intend to use the development for social housing you may be eligible for a reduction

The relief granted in this notice is subject to a disqualifying event not occurring within 7 years of
commencement of development.
If you are building a self-house, annex or extension on your property you may be eligible for a reduction
(partial or entire) in this CIL liability.
For Self build houses, annexes and extensions the relief granted in this notice is subject to a disqualifying
event not occurring within 3 years of the date of the from the beginning of the date of the compliance
certificate relating to the residential annex)
When will this CIL amount be due for payment?
Precise details of your payment arrangements and options will be contained in the demand notice that will
be sent following submission of a valid commencement notice of which you are required to submit to the
council. However, we expect payment in full of the amount shown above 60 days after the commencement
date.
A commencement notice can be downloaded from the Planning Portal (Form 6) using the following link

If this procedure is not followed, payment of the CIL amount will be due in full on the day that development
commences and a surcharge will also be payable. If a valid commencement notice has not been submitted
before development commences, payment of the CIL amount will be due in full on the day that the collecting
authority believes the development to have commenced.

Instalment Policy

Hounslow has an instalment policy, if your cil amount is over £500,000.00 you can pay in two instalments
the first instalment would be payable in 60 days and the second instalment in 240 days of commencement of

Please advise as soon as possible if you wish to pay in instalments as this can be added when we send out
your demand. If you commence before sending in the notice you cannot pay in instalments.

Consequences of non-payment
If you fail to follow the payment procedure described above, the collecting authority may impose surcharges
on this liability. Persistent failure to pay CIL liabilities due may result in the collecting authority imposing
surcharges, serving a CIL stop notice prohibiting further development on the site and/or taking action to
recover the debt due. Please see the document published by the Department for Communities and Local
Government, “Consequences of failing to following the CIL Payment procedure” for more information.
The amount of CIL liability in this notice is a local land charge
This CIL liability has been registered as a local land charge against the land affected by the planning
permission in this notice. This charge will be cancelled on full payment of this liability.
The local land charge for the amount of relief granted in this notice will be cancelled 7 years after
commencement of development, or 3 years for self-build, where a disqualifying event has occurred, on full
payment of the amounts due.
New liability notices may be issued
Any change in the details contained in this notice (including calculation of the chargeable amount or amount
of relief granted) will lead to the collecting authority issuing a new liability notice.
