THE PROBLEM AND ITS BACKGROUND

Introduction

Human Resource Management then plays a vital role as organizations come to

meet varied challenges confronting them. The onset of globalization and technology

has prompted Human Resource Management (HRM) to redefine its strategies to make

it more responsible to the changing times. According to State Services Commission

(2014), organizational HR functions carry out a mixture of strategic and transactional

activities associated with effectively managing and making the most of people. It is

important for agencies to use the human resources function as a strategic business

partner, with a goal of ensuring people are aligned with strategic objectives. In order

to survive and succeed, HR professionals need to manage the human capital of an

organization and focus on implementing policies and processes. They should focus on

recruiting, training, employee-relations or benefits. Recruiting specialists find and

hire top talent. Training and development professionals ensure that employees are

trained and have continuous development. This is done through training programs,

performance evaluations and reward programs. Employee relations deal with

concerns of employees when policies are broken, such as in cases involving

harassment or discrimination. Someone in benefits develops compensation structures,

family-leave programs, discounts and other benefits that employees
