DANIEL ABULENCIA ARIASO, SR., DEPUTY NATIONAL STATISTICIAN, PHILIPPINE STATISTICS AUTHORITY (PSA) Resolution No. |§.25 WHEREAS, Presidential Decree No. 1, dated September 24, 1972, created the Career Executive Service Board (CESB) to serve as the governing body of the Career Executive Service (CES) and mandated it to promulgate rules, standards and procedures on selection, classification, compensation and career development of members of the Career Executive Service; WHEREAS, PD 1 provides that members of the CES shall be classified according to rank based on broad levels of responsibility and on personal qualifications and demonstrated competence; WHEREAS, Deputy National Statistician Ariaso has over twenty-six (26) years in the government service. He first started his government stint as an elected Chairman of the Sangguniang Kabataan serving Barangay Bagte in Quinapondan, Eastern Samar; WHEREAS, On June 1999, he embraced the teaching profession when he was accepted as Instructor | at the Leyte Institute of Technology, now known as the Eastern Visayas State University. WHEREAS, on August 2006, he applied and got accepted as Instructor | at the Naval Institute of Technology, now Naval State University in Biliran. His commitment, perseverance and work ethics paved the way for his promotion as Vice President for Planning, Research, Extension and Production Services in the same University until his appointment as Assistant Secretary at the Department of Energy on January 31, 2013, WHEREAS, Deputy National Statistician Ariaso was conferred Career Executive Service (CES) Eligibility through CESB Resolution No. 951 dated July 12, 2011. On January 3, 2014, he was originally appointed to CESO Rank I! by former President Benigno Simeon Aquino Ill by virtue of his position as Assistant Secretary of the Department of Energy; WHEREAS, on August 2015, he transferred to the Juwi, Inc. as its Strategic Policy and Stakeholders’ Manager and later on accepted the offer as Head of the Provincial Power Marketing of Solar Philippines, Inc. Lastly, on May 2016, he was engaged at the Repower Energy Development Corporation as its Vice President for Business Development Isang Karangalan Ang Maglingkod Sa Bayan Board Resolution No, JAE page 2 WHEREAS, it is pertinent to note, that upon the transfer of Deputy National Statistician Ariaso to the private sector, his position with said private companies are not within the purview of the CES. Hence, pursuant to Item 3 of CESB Resolution No. 726, Series of 2008 ("The Revised Guidelines on the Reactivation of Career Executive Service Ranks"), the CES rank II of Deputy National Statistician Ariaso was then deemed inactive, WHEREAS, on April 6, 2018, Deputy National Statistician Ariaso was appointed by His Excellency, President Rodrigo Roa Duterte as Deputy National Statistician of the Philippine Statistical Authority, National Economic and Development Authority, vice Estela T. De Guzman.; WHEREAS, pursuant to Item 4 of CESB Resolution No. 726, supra, the CES rank of a CESO prior to his/her separation from the CES shall be reactivated by the CESB upon re-appointment to any CES position and after compliance with the requirements set by the Board; WHEREAS, PSA National Statistician and Civil Registrar General Lisa Grace S. Bersales recommended the reactivation of the CESO Rank Il of Deputy National Statistician Ariaso; WHEREAS, Deputy National Statistician Ariaso has met the requirements for reactivation of CES Rank prescribed in CESB Resolution Nos. 726 and 1342; WHEREFORE, based on the foregoing premises, the Board RESOLVES, as it is hereby RESOLVED, to reactivate the Career Executive Service Officer (CESO) Rank I of, MR. DANIEL ABULENCIA ARIASO, SR., DEPUTY NATIONAL STATISTICIAN, PHILIPPINE STATISTICS AUTHORITY (PSA). APPROVED this 15% day of October 2018 in Quezon City, Philippines.
