Refer to letter from Gicumbi District, 3 urban master plans were received by RLMUA staff and analysed positively. Conetusion: Y Submitted land use and urban development plans by Gicumbi District are of poor quality to be integrated into LAIS. Integration should raise more challenges than solutions. Land use change should be deeply studied and analysed for integration into the Land Registry - LAIS Y Gicumbi District is advised to change land use for small portion of lands (zoning) indidually after cleaning and evaluating all evoked issues in this Analysis Report. Commercial zones are overlapping with Umudugudu inside; = Most of the proposed land uses are overlapping and conflicting as located in the same areas. Big lands that wer by local peoples was planned to be developed for urban residential, recreational zones and other infrastructures. > Gicumbi District should reconsider the zoning plan and revise the physical detailed plan in order to implement the Ministerial Instructions issued to all Distriets to protect agriculture lands or as there is no reasons to choose this site as urban residential zone. Planned green space oa Today, Gicumbi district still facing land shortage due to steep slope, 689 ha of land, were planned as. green space in areas today occupied by residential houses and agriculture land. This will rise land use conflicts during plan implementation and integrating in LAIS system. > Gicumbi District advised to reduce area planned for green space for easy plan implementation and LAIS integration. Proposed cemetery Area planned for cemetery, today, the lands have been developed in new terraces, implying, high potential agriculture zone, this can allow strong conflict with MINAGRIL > Gicumbi district is advised to consider this conflict of current and planned land use from cemetery to agriculture for this area,
