PERFORMANCE GOVERNANCE SYSTEM
The Performance Governance System (PGS) is a holistic
and collaborative framework for formulating, executing,
managing and sustaining roadmaps to reform. Beyond
operational effectiveness and to complement process
improvements, the PGS puts premium on the
breakthroughs that an organization can make, given its
identified strategic positioning. At the national level this
means world-class public service, and at the local level, a
robust economy.

The 1st stage focuses on the formulation of the basic governance
documents that is anchored on a strategic positioning.
2Compience Stage
The 2 stage looks at how the basic govemance documents are
executed through cascading to lower level units and establishing
key goverance mechanisms for managing the strategy.
3 Proficiency Stage
The 3% stage centers on the advancement of the strategy as
performance in the units are monitored, evaluated, and
harmonized to day-to-day operations by a fuly-functional OSM,
