DENR Disaster Risk Reduction Management Team (DDRRMT) Incident Command Staffing/ Duties and Responsibiliti I. INCIDENT COMMAND SYSTEM STAFF Incident Commander (1) Responsible for the over-all management of response operations ‘Acts as First Responder to the Incident ‘Assesses the situation/receives briefing from the Responsible Official (RO) or outgoing Incident Commander (IC) Ensures clear authority and knowledge of agency policy. Ensures incident safety. Establishes an Incident Command Post. Obtaining a briefing from the prior Incident Commander and/or assessing the situation. Establishes response priorities in consultation with the Command and the General Staff Determines incident objectives and strategies to be followed. Establishes the level of organization needed, and continuously monitors the operations and effectiveness of the organization. ‘Manages planning meetings as required. Approves and authorizes the implementing of the Incident Action Plan (IAP). Keeps the Responsible Official informed of the Incident status. Coordinates activities of the Incident Command, Operations Team and Medical Team. Approves requests for additional resources or for the release of resources. Approves the use of participants, volunteers, and auxiliary personnel, Orders demobilization of the incident when appropriate. Ensures incident after-action reports are complete. Authorizes release of information to the media, Deputy Incident Commander (1) Performs specific task as requested by the Incident Commander. © Performs the Incident Command function in a relief capacity. ‘+ Represents an assisting agency that shares jurisdiction. ance! Administration Officer (1) ‘© Manages all financial aspects of an incident. Provides financial and cost analysis information as requested. Ensures compensation and claims functions are being addressed relative to the incident. Gathers pertinent information from briefings with responsible agencies. Develops an operating plan for the Finance/Administration Section and fill Section supply and support needs. Deterttines the need to set up and operate an incident commissary. Meets with assisting and cooperating agency representatives as needed. Maintains daily contact with agency(s) headquarters on finance matters, Ensures that personnel time records are completed accurately and trensmitted to home agencies. Ensure that all obligation documents initiated at the incident are properly prepared and completed. © Orients agency administrative personnel on all incident-related financial issues needing attention oF follow-up. ‘Provides input in the preparation/implementation of IAP. Public Information Officer (1) Determine, according to direction from the IC, any limits on information release. Develop accurate, accessible, and timely information for use in press/media briefings. Obtain IC’s approval of news releases. Conduct périodic media briefings. Arrange for tours and other interviews or briefings that may be required. ‘Monitor and forward media information that may be useful to incident planning, Maintain current information, summaries, and/or displays on the incident Make information about the incident available to incident personnel. Participate in the planning meeting. Liaison Officer (1) ‘Act as a point of contact for agency representatives. ‘Maintain list of assisting and cooperating agencies and agency representatives. Assist in setting up and coordinating interagency contacts. ‘Monitor incident operations to identify current or potential inter-organizational problems. Participate in planning meetings, providing current resource status, including limitations, and capabilities of agency resources. © Provide agency-specific demobilization information and requirements. Staging Officer (1) * Supervises the staging area and guards against premature commitment of resources and freclancing by personnel. ‘+ Dispatches medical and other emergency vehicles. Logics Officer 1) Provide all facilities, transportation, communications, supplies, equipment maintenance and fueling, food and medical services for incident personnel, and all off-incident resources. Manage all incident logistics. Provide logistical input to the IAP. Brief Logistics Staff as needed. Identify anticipated and known incident service and support requirements, Request additional resources as needed. Ensure and oversee the development of the Communications, Medical, and Traffic Plans as required. Oversee demobilization of the Logistics Section and associated resources. Planning Officer (1) ** Collect and manage all incident-relevant operational data, Supervise preparation of the Incident Action Plan (IAP). Provide input to the IC and Operations in preparing the IAP. Incorporate Traffic, Medical and Communications Plans and other supporting materials into the TAP. Conduct and facilitate planning meetings. Reassign personnel within the ICS organization, ‘Compile and display incident status information. Establish information requirements and reporting schedules for units (e.g, Resoutces, Situation Binits). Determine need for specialized resources. Assemble and disassemble Task Forces and Stike Teams not assigned to Operations. Establish specialized data collection systeras as necessary (e.g., weather). Assemble information on alternative strategies. Provide periodic predictions on incident potential. Report significant changes in incident status. Oversee preparation of the Demobilization Plan. Comirmunications Officer (1) Notifies the Fire Department. + Receives and transmits messages, orders and information during the period of emergency. Organizes and trains the communication personnel. «Directs communication team personnel during emergency. 11. OPERATIONS TEAM ‘Overall Safety Officer (1) © Advises the Incident Commander on issues regarding incident safety. Safety Officers (12) + Identify and mitigate hazardous situations. Office Marshal (11) ‘+ Maintaining an up-to-date list of employees in their area of responsibility. + Ensuring the Safety Officers regularly inspect their areas of responsibility, confirm locations of Fire Extinguishers, and maintain their Safety Marshal Kits for proper ‘emergency response capability. First Aider (1) + Manage the incident and ensure the continuing safety of themselves, bystanders and the casualty ‘Assess casualties and find out the nature & cause of their injuries ‘Arrange for further medical help or other emergency services to attend (e.g: the fire service) If trained, prioritize casualties based upon medical need Provide sppropriate first aid treatment as trained Ifable, make notes/observations of casualties Fill out any paperwork as required Provide a handover when further medical help arrives Damage Assessment Officer (1) ‘© Gather information on the damages sustained. ‘© Provide cost estimates of the damages sustained. ‘* Identify practical and feasible recovery measures tht can facilitate timely return to normalcy ‘© Compile and submit report to Incident Commander.
